Discussion and possible action for Webb County to accept a Help America Vote Act (“HAVA”) grant award and pass a resolution in which the County agrees to implement HAVA as authorized under Section 101 of the Help America Vote Act of 2002 (P.L. 107-252), in order to improve the administration of elections for Federal office, including to enhance election technology and make election security improvements to the systems, equipment and processes used in federal elections in an amount not to exceed $120,000 of which a $16,000 dollar cash match is required by Webb County; and authorizing the County Judge to execute all relevant documents and any other matters incident thereto. [$16,000 cash match from General Fund Account #1001-1160-001-463903-080]

Issue: Election Security has been an issue for the last few years, and the Elections office has taken the initiative of implementing new voting equipment as well as cyber security training to help combat this issue.

Solution: Through the acceptance of this award, Webb County will expend funds from the EAC awarded to prevent, prepare for, and respond to the Cyber-attacks, domestically and internationally for the 2021 Elections cycle.

Result: The Webb County Elections Office will have additional resources to protect the 2021 elections from the effects of the Cyber-attacks.
