Discussion and possible action to amend the Commissioners Court approval of the American Rescue Plan Act (ARPA) Premium Pay Plan and Policy Statement (as approved May 23, 2022) providing up to Three Thousand Dollars ($3,000) for employees that qualify for a one time lump sum premium payment by amending the Plan and Policy Statement to allow eligible employees to receive up to Three Thousand Five Hundred Dollars ($3,500.00) effective June 13, 2022 through September 30, 2022; subject to approval by the Webb County Auditors Office and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. Background:

On May 23, 2022, Commissioners Court approved premium pay for employees whose annual wage was below 38,480 however, there were employees that were over that amount and were cutoff from premium pay. The most recent data published by US Bureau of Labor Statistics was published May 25, 2022, which increased the Average Wage in Webb County. In order to avoid further cutoff of Essential Workers performing Essential Work who did not telework a tier system is being recommended in which the amount the employee makes annually in the aggregate amount the premium pay decreases in order not exceed the average wage in Webb County pursuant to the U.S. Bureau of Labor Statistics. The final rule issued by the US Dept. of Treasury regarding premium pay identifies the US. Bureau of Labor Statistics as the method for identifying the Average Wages paid.
