Discussion and possible action to authorize the Purchasing Agent to use Thin Line Upfitters (Buy-Board Contract #629-20) to order law enforcement equipment for leased units replacing County owned units exceeding the required criteria previously approved by Commissioners Court in an amount not to exceed $878,359.00 in accordance with the Texas Local Government Code; §271.101 & §271.102 (Sub-Chapter F. Cooperative Purchasing Program) and any other matters incident thereto.
Issue:
Commissioners Court approved the replacement of all police units exceeding 90,000 miles and/or ten (10) years or older. Total law enforcement units being replaced – 31 units. Older units being replaced will be sold in a public auction once they are stripped of all law enforcement markings and equipment subject to Court approval.
Solution:
Authorize the use of a Thin Line Upfitters, company specializes strictly with federal signal and have performed these services for multiple Counties and Cities across the State of Texas. Vendor has a cooperative contract and their service station is located in Hockley, Texas.
Result:
Order the required police equipment in anticipation of leased vehicles being delivered to outfitter. Orders have been submitted to Enterprise Fleet Management as previously approved by Commissioners Court.
Background:
Thin Line Upfitters is a full service police, government, vehicle integration service. Company is owned by peace officers with the experience and capability to meet agency needs and requirements.

Upon receiving funding from Government Capital Corporation, allocations will be made to the following department's capital outlay accounts:
1.) Webb County Sheriff's Office
2.) Constable's Office - Pct. 1,2,3,&4
3.) 406th District Court
Orders will be encumbered in each respective departments budget.
