Commissioners Court Special Meeting

Wednesday, July 7, 2021 at 1:30 PM

 
Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 1:30 p.m. at the regular meeting place with the following members present to wit:
 
Tano E. Tijerina, County Judge
Jesse Gonzalez,     Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,   Commissioner, Pct. 2
John C. Galo, Commissioner, Pct. 3
Cindy Liendo, Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 2nd day of July 2021. Present also were Ms. Kassandra Cavazos, Co-Chief Deputy  representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
             
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
             
1.   Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
  Roll call by Ms. Kassandra Cavazos, Co-Chief Deputy on behalf of the Honorable Margie Ramirez-Ibarra, Webb County Clerk.
             
2.   Pledge of Allegiance
  Led by Commissioner Tijerina.
             
3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.
  Mr. Juan Homero Sanchez, Architect Inc. d/b/a JHS Architect, informed the court that he was in attendance along with his team.
             
COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4.   AI-12131    Status report regarding current negotiations for the following contracts associated with the Webb County Fairgrounds Project; with discussion and possible action regarding said negotiations; and any other matters incident thereto. [Executive Session is requested pursuant to Government Code §551.0725 Deliberation Regarding Contract Being Negotiated; Closed Meeting]:

Architectural Contract
Civil Engineering Contract
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Jesse Gonzalez to open discussion first before we go into negotiations in executive session
  Vote: 6 - 0 Motion Carried
  CLD, Mr. Nathan Bratton recommended that the court first go into executive session with Mr. Gilpin. 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to go into executive session because it could infringe in our negotiation powers
  Vote: 6 - 0 Motion Carried
             
Closed Session/Executive Session

No action taken.
  CLD, Mr. Nathan Bratton informed the court if they would like to articulate to Mr. Gilpin any further instructions/directions or if he would like to make any statements to the court regarding what direction the court would want him to take with the negotiation process.

 
  Members of the court spoke on item #4.
  Mr. Gilpin was in attendance and spoke on item #4.
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to move forward with the discussions that we had for the construction of the main facility, with the possibility of a multi-purpose facility and for Mr. Gilpin to come back and discuss the other pending contracts
  Vote: 5 - 0 Motion Carried

  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by County Judge Tano E. Tijerina to adjourn
