Discussion and possible action to approve and adopt an order of Webb County, Texas providing that county funds previously budgeted for salaries and authorized office expenses may be disbursed as payment for a salary or routine office expenses; and any other matters incident thereto.
Issue: Avoid any interruption of county payments for bills and disbursements due to submission deadlines unmet and frequent need to ratify bills and disbursements.
Solution: Adopt and approve an order in accordance to Senate Bill 354 of the 86th Legislative Session Section §113.047 and §154.0235 of the Texas Local Government Code that allows funds previously budgeted for salaries and authorized office expenses to be disbursed as payment for a salaries or routine office expenses of officers and employees of Webb County.
Result: The order will authorize the payment of salaries and office expenses that have been previously budgeted upon submission of all necessary payroll information by the appropriate department head or supervisor and upon the submission of a proper voucher for routine expenses such as utilities, supplies, equipment repairs and maintenance, equipment rental/lease payments, dues, publications, subscriptions, printing, forms, and personnel training.
Background:
Senate Bill 354, 86th Legislative Session effective May 31, 2019, provides that county funds previously budgeted for salaries and authorized office expenses may be disbursed as payment for a salary or routine office expenses.
