Discussion and possible action to approve the "Head Start/Early Head Start Refunding Application" for the 2014 - 2015 fiscal year in the amount of $9,796,195 (Federal Share) and $2,449,050 (Non-Federal Share) for a total amount of $12,245,245, with Teaching and Mentoring Communities (Texas Migrant Council) as a delegate agency for the Early Head Start program.
Background:
Approval of this grant application will allow for the continued employment of approximately 291 Webb County residents and Head Start / Early Head Start services to 1,291 children and their families. Non-Federal Share will come from parent volunteers, community partners, consultants, reduced rental rates, and other in-kind services. This budget includes a COLA as follows: 4.25% for all staff with a Master's Degree, 4.00% for all staff with a BA degree, 3.75% for all staff with an AA degree, 3.50% for all staff with a CDA, and a 3.25% for all other staff. There were four staff that will receive a 1.50% (with the mandatory minimum being 1.30%) so as to move towards parity with similar positions. This grant includes a 5.27% restoration of the 2013 Sequester funds.

The Refunding Application is approved annually in May.
