Discussion and possible action to approve a Physical Security Proposal between Webb County and DataVox for a five (5) year Camera license for the Webb County Elections Office to include Ten (10) Verkada CM41 indoor Mini Dome Cameras with 365 days of cloud based storage in an amount not to exceed $26,747.20 pursuant to Sections 271.101 and 271.102 of the Texas Local Government Code, Cooperative Purchasing program (Texas DIR # 176-025-1479-000; Contract No. DIR-CPO-4766) and to further authorize the transfer of funds from the Operational Reserve, Account #1001-1130-001-431007-010 to Minor tools and Apparatus, Account #1001-1110-001-460105 under the Election Administration fund and any other matters incident thereto. Issue: Section 127.1232 of Texas Election Code (12/2/2021) mandates any county with a population over 100,000 to implement a video surveillance system that retains a record of areas containing voted ballots from the time the voted ballots are delivered to the central counting station until the canvas of precinct elections returns. Additionally, it reads that the video shall be made available the public by a livestream.
Solution: Authorize the use of a cooperative contract vendor for the State of Texas who has met all the competitive bidding requirements of the State.
