Discussion and possible action to accept the appointment and bond of Mr. Jose Luis Castillo, newly appointed Webb County Elections Administrator; and any other matters incident thereto.
Issue: On December 21, 2021Mr. Jose Salvador Tellez, Webb County Elections Administrator, contacted members of the Webb County Elections and advised of his intention to resign from his position. Thereafter, the Elections Commission appointed Mr. Jose Luis Castillo in compliance with §31.032 of the Texas Election Code.
Solution: Accept the appointed replacement to fill the vacancy of Elections Administrator and authorize a bond to issue in the appointee’s name.
Result: Ensure transition of leadership and that the functions of the Webb County Elections Administrator will continue with minimal interruption of service.
Background:
Sec. 31.040. BOND.
(a) Before assuming the duties of a county elections administrator, the person appointed to the position must give a bond that is in an amount set by the commissioners court, not to exceed $20,000, payable to the county judge, approved by the commissioners court, and conditioned on the faithful performance of the duties of the position.
(b) The commissioners court or the administrator may require any or all of the administrator's deputies, other than unpaid volunteer deputy registrars, to give a bond similar to that required of the administrator in an amount not exceeding the amount of the administrator's bond.
