Discussion and possible action to enter into a two-year (April 1, 2023 to March 31, 2025) non-financial Memorandum of Understanding between Webb County and the Laredo Independent School District (“LISD”) regarding the provision of special education services by LISD to eligible Webb County Jail detainees and any matter incident thereto; authorizing the County Judge to sign all relevant documents. [There is no fiscal impact on Webb County]
Background:
Issue: The Webb County Attorney recently certified a 15-year-old to stand trial as an adult. The individual was receiving special education services by the United Independent School District; however, as the individual is now detained at the Webb County Jail, the individual now resides within the boundaries of LISD and federal law mandates LISD to provide special education services to the individual at the jail. Also, any other jail detainees under the age of 21 may also be in need of special education services.
Solution: Enter into the MOU so LISD can be allowed to provide special education services to eligible jail detainees.
Result: Webb County Sheriff’s office will coordinate and assist LISD with the provision of special education services at the jail for eligible detainees.
