Discussion and possible action to approve grant increase in the amount of FIVE HUNDRED THOUSAND ($500,000.00) to Contract #34210003698 for the FY 2021 amendment #2 for The Consolidated Appropriations Act Low-Income Household Water Assistance Program (LIHWAP) from Texas Department of Housing and Community Affairs (TDHCA) and authorizing the County Judge to sign all relevant documents. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. This action will not have an impact to the General Fund.
Issue: Available data indicates that there is an abundant need in Texas for restoration of household water services. The need has increased with the expiration in June 2021 of statewide moratorium on disconnections of water and wastewater services.
Solution: Utilize the LIHWAP grants funds to assist eligible Webb County households with a disconnection or notice of disconnection of water services.
Result: The LIHWAP grant funds will provide relief assistance to eligible low-income households in restoring water services by covering pending water charges and arrearages.
