Discussion and possible action to authorize Raba Kistner Consultants, Inc. to proceed with Phase II – Design and Construction Phase Services (fees will be based on 6.75% of construction cost for the Webb County Justice Center Roof Project as per the Professional Services Contract dated August 23, 2022) and any other matters incident thereto; authorizing the County Judge to sign all relevant documents.
Issue: After many years the Justice Center has developed leaks in the roof which causes offices and courtrooms to have water damage anytime there is a substantial rain event. In August of 2022 the Court entered a contract which provided for an assessment of the roofs condition, recommendations regarding repair/replacement (Phase 1) and for design and construction administration services (Phase 2). The assessment has been completed and reveals substantial repair and replacement of the building’s roof is necessary and the probable cost estimated by the Consultant is $4,403,000. The fees for the Consultant are based on construction contract on a sliding scale, the estimate of probable cost indicates the fee would likely be based on 6.75% of construction cost.
Solution:Authorize the Consultant to proceed so the Project can be designed and bid.
Result: Consultant can immediately begin designing construction plans for bid.
Background:
The Commissioners Court approved a Professional Services Agreement with Raba Kistner Consultants, Inc. to perform an analysis of the Justice Center Roof and, as Phase 2 of the approved contract, to design a remediation/replacement of the roof system and building envelope.
