Discussion and possible action to approve a construction contract between Webb County and JJ Roofing & Construction (Choice Partners Contract No. 23/041MR-07 - Roofing, Waterproofing, and related items) for roof repairs at the Sheriff's administrative building located at 1002 Farragut Street in an amount not to exceed $196,409.24 to include all labor, materials, equipment, insurance, and P&P bonds pursuant to §271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Recent heavy rainfalls resulted in a significant amount of water intrusion into the new Sheriff's administrative building located at 1002 Farragut Street. In order to prevent further water intrusion and possible damage to County property an approximate 15,500 square feet of roof area needs to be repaired.
Solution: Approve the proposed scope of work to address the roof repairs required for facility. Vendor has an approved cooperative contract through Choice Partners meeting the competitive bidding requirements of the State as per the Local Government Code.
Result: Proceed with the execution of a construction contract and required documentation in order to proceed with the removal & disposal of non-working HVAC rooftop equipment, repairs and sealing of rooftop area to prevent further water intrusion during heavy rainfalls.
Background:
Scope of Work - Breakdown
• Tear off all perimeter flashings, base flashings, and penetration flashings.
• Replace any damaged steel deck if necessary to match existing at addition cost.
• Replace any damaged or wet polyiso roof insulation to match existing at additional cost.
• Mechanically attach, ¼” Dens Deck cover board over existing TPO roof membrane.
• Mechanically attach, 60 mil, TPO membrane over existing membrane & insulation.
• Install 60 mil, TPO membrane up and over parapet walls.
• Heat-weld all field & perimeter seams with robotic hot air welder.
• Install TPO pipe boot flashings on all pipe penetrations.
• Install 2 retro-fit drains over secondary roof drains.
• Provide sheet metal cap or replace steel roof deck over deleted rooftop curbs or penetrations.
• Haul and dispose all waste from site.
• Remove and dispose non-working HVAC rooftop equipment listed by owners.
• Provide 20-Year NDL Manufactures Roof System Warranty.
