Problem: The County Transportation Infrastructure Fund Grant Program (CTIF) was awarded to Webb County on April 4, 2014 and an agreement with the Texas Department of Transportation (TxDOT) was executed with the approval from Commissioners Court on April 28, 2014. Project management and engineering services have been contracted and payment of services along with project expenses will need to be paid in the near future to implement the project and meet grant deadlines. When the initial grant award agreement was approved by Commissioners Court, an account was not assigned to pay for the project expenses. The total CTIF Grant Program budget is $6,214,159, composed of $5,592,743 in grant funds awarded by the TxDOT and $621,416 in Webb County matching funds. The grant program is reimbursement grant, with TxDOT reimbursing 90% of the allowable project expenses and Webb County covering 10% of expenses as a match.
Solution: Commissioners Court to assign an account and allocate sufficient amount of funds to complete CTIF projects. Reimbursement requests will be submitted to TxDOT for reimbursement of 90% of the total award amount.
