Discussion and possible action to authorize payment for Professional Services to Leyendecker, Naiser and Viera Engineering in the amount of $57,888.60 for sampling of the Water Distribution System of Rio Bravo and El Cenizo in compliance with the Settlement Agreement for 12 bi-monthly sampling events completed by a third party company. [Fund #801-2981 (Water Utility)]
Issue: Settlement Agreement agreed upon by Citizen Committees in Rio Bravo and El Cenizo, required Webb County to acquire the third party services of a sampling crew and laboratory to sample every two weeks the distribution systems to determine level of water quality as established by the agreed upon protocol. All twelve sampling events have been completed and have shown to all be absent of bacteriological activity. Sampling events were required as per the agreed upon Settlement Agreement and was time sensitive to begin immediately after the agreement was executed.
Solution: Leyendecker, Naiser and Viera Engineering was directed to identify a facility that could provide third party sampling and testing in which they did and the sampling was completed.
Result: Payment for these services are to be acquired from Capital Outlay funding since it was not budgeted under operational funding.
