Discussion and possible action to approve a professional services contract with Fontes International Solutions, LLC to provide specialized training for law enforcement personnel, pursuant to Local Government Code 262.024 (a) (4) Discretionary exemption, for a performance period of Twelve (12) months at a cost of One Thousand Five Hundred Dollars ($1,500.00) per month, effective October 1, 2015 through September 30, 2016, for an amount not to exceed $18,000.00. Issue: Webb County Sheriff requests the services of Fontes International Solutions for specialized law enforcement training and Intel gathering.
Solution: Contract former FBI agent Mr. Arturo Fontes, to assist with domestic and international Intel gathering and specialized training for members of the Sheriff's office Intel unit.
Result: Secure recommendations on standard operating procedures, network and gather Intel from Mexican Law enforcement officials on Border security issues, contractor will serve as liaison with Mexican federal and local authorities, liaison with US authorities and the US Consulate in Nuevo Laredo and assist in kidnapping and extortion cases affecting Webb County and any other matters that pertain to the mission and goals of the Webb County Sheriff’s Office as directed and approved by the Webb County Sheriff.
Background:
CONTRACTOR shall provide the Webb County Sheriff’s office with specialized training for law enforcement personnel, provide support with ongoing and future investigations, provide recommendations on standard operating procedures, network and gather Intel from Mexican Law enforcement officials on Border Security issues and serve as a liaison with Mexican federal and local authorities, liaison with US authorities and the US Consulate in Nuevo Laredo and assist in kidnapping and extortion cases affecting Webb County and any other matters that pertain to the mission and goals of the Webb County Sheriff’s Office as directed and approved by the Webb County Sheriff.
