MOTION TO CONVENE AS THE WEBB COUNTY HEALTHCARE FUNDING DISTRICT COMMISSION
Discussion and possible action to authorize funding for the Local Healthcare Transformation Support (LHTS) Program effective August 22, 2016, and terminating upon the abolishment of the LHTS Program and/or the Webb County Healthcare Funding District; and any other matters incident thereto. The funds for this item will come from the tax revenue collected and held in the Local Provider Participation Fund (Revenue accounts #003-4109-3501, #003-4110-3501, and #003-4111-3501; Expenditure accounts #003-4109-7202-11, #003-4110-7202-11, and #003-4111-7202-11).
Issue: Due to shortages in funding available from Inter-Governmental Transfer (IGT) entities, alternative funding mechanisms are being implemented.
Solution: By creating the Local Healthcare Transformation Support (LHTS) Program, safety net providers, such as local hospitals, will be able to fully access federal matching funds under the Texas Healthcare Transformation and Quality Improvement Program (1115 Waiver).
Result: Eligible safety net providers will be able to access all available federal matching funds in the event their primary inter-governmental transfer (IGT) entity is unable to fully fund the non-federal share.

Background:
The Webb County Healthcare Funding District was established on July 9, 2013.
Previous Court Action:
The District Commission has authorized the inter-governmental transfers (IGTs) from the Local Provider Participation Fund for FY 2012-2013, FY 2013-2014, FY 2014-2015, and FY 2015-2016.
