Discussion and possible action to adopt a new policy that will apply to all grant applications to be submitted under the authority of the County of Webb to be included in the current Single Point of Contact procedures requiring the following. [Requested by Juan Vargas, Economic Development Director]
a) No monetary grant-funded stipends or supplement pay will be allowed; b) All future grant-funded programs involving current County employees will include only Full Time Equivalency (FTE) percentages in a project’s budget and will also apply to all future renewal projects; c) For all grant-funded projects involving current county employees that includes overtime grant funds, will be required to use the County’s Time Clock Plus system and have GPS monitors in their County vehicles, except for those involved in undercover work; d) It will be mandatory for all grant-funded employee positions to use the County’s Time Clock Plus system;
e) A complete hard copy of all future grant applications will be required to be submitted to the Single Point of Contact (Economic Development Department) two (2) weeks before the grant application is presented to the County Commissioners Court requesting authorization to submit the grant application to the State or Federal funding agency. This policy will be effective February 27, 2017; and f) Any and all budget amendments that may arise from grant-funded activity shall be conducted only by the budget officers.
