Discussion and possible action to instruct the Webb County Economic Development Department to seek grant funding thorough for buy-outs of residential properties at the greatest risk of flood damage as identified in the Master Drainage Plan performed by Porras Nance Engineering dated April 27, 2018; authorizing the County Judge to sign all relevant documents; and any matter incident thereto. Issue: The Highway 59 Colonias are impacted by a significant Special Flood Hazard Area (“SFHA”) that impedes access to emergency services and evacuation during inclement weather and flood events. The cost to perform the necessary drainage improvements far exceed the value of the properties that are most severely impacted.
Solution: Identify and secure funding sources to buy-out those residential properties at the greatest risk.
Result: The enhancement of public health and safety is achieved by moving individuals and their homes out of harm’s way.
