Discussion and possible action to award Invitation to Bid 2019-001 “Pueblo Nuevo Street Improvements” to the lowest and responsible bidder All-In Construction in the amount of $305,032.69 and to further approve the total project cost to be expensed from the Texas Community Development Block (TXCDBG), Texas Department of Agriculture (TDA) Grant #7217491 account and from the capital outlay account under the Road and Bridge Fund and to authorize the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Commissioners Court authorized the re-solicitation of formal bids for the Pueblo Nuevo Road Project. Five (5) bids were secured ranging from $304,000 to $360,000.00.
Solution: Approve the lowest responsible bidder as per State law.
Results: Finalize a construction contract with proper bonding, insurance and construction completion timelines in order to start the road improvements.
Background:
The County of Webb shall reconstruct (paving) the following street blocks: West Ibarra Street (from Main Street to the end of West Ibarra Street), West Maria Elena Street (from Main Street to the end of West Maria Elena Street) and West Mendoza Street (from Main Street to the end of West Mendoza Street) for an aggregate of approximately four thousand (4,000) linear feet utilizing 30 ft. wide, six-inch caliche base and two-inch HMAC. The project’s completion also require the relocation of eleven (11) utility poles, five (5) on West Mendoza Street and six (6) on West Ibarra Street. The improved roadway conditions will benefit low-income residents in Colonia Pueblo Nuevo in Webb County, Texas. The project estimated completion date is November 2019.
Previous Court Action:
On April 8, 2019, Commissioners Court authorized the re-solicitation due to overbids.
