COURT TO DISCUSS AND ACT ON THE FOLLOWING:
 
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda.  It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion.  Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

Issue: A no-cost budget adjustment was approved by the USBP, FEMA, and the Office of the Governor. 

Solution: Request a line item transfer to reflect the reclassification of budget line items. 

Result: The grant funding will be available to be used for overtime (OT) by the Webb County Sheriff’s Office Radio Dispatchers.
 
6. Civil Legal Division
 
a.   Discussion and possible action to enter into a five (5) year (January 3, 2022 through January 3, 2027) Non-Financial Memorandum of Understanding (MOU) between Laredo College (LC) and Webb County, for the Sheriff's Department to provide an opportunity for LC Work-Study students from the Health Sciences Division/Nursing Programs and Emergency Medical Services Program to be employed at the Webb County Jail and be fully paid by LC under the Texas Work-Study Program and any other matters incident thereto; authorizing the Webb County Judge to sign all relevant documents. [Requested by the Webb County Sheriffs Office]
 
b.   Discussion and possible action to approve an advertising contract between Lamar Advertising of Laredo and Webb County for the benefit of the District Attorney's Office for the service dates of January 15, 2022 through January 13, 2023 in the amount of Twenty-Eight Thousand Six Hundred and Sixty-Five Dollars ($28,665.00) for various public service announcements and any other matters incident thereto; authorizing the Webb County Judge to sign all relevant documents. c.   Discussion and possible action to enter into a Twelve (12) month (December 4, 2021 thru December 3, 2022) Self-Storage Rental Lease Agreement between South Meadow Self Storage and Webb County for the Webb County Public Defender’s Office, for a Unit/Space Rental at a cost of One Hundred Forty Dollars ($140.00) per month with a two month discount (1 yr. lease), and authorizing the County Judge to sign and execute all relevant documents, and any other matters incident thereto. 7. Community Action Agency
 
a.   Discussion and possible action to authorize the Webb County Community Action Agency to enter into an annual vendor agreement with Retail Energy providers (listed below) for the implementation of Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP). These vendor agreements is a Texas Department of Housing and Community Affairs (TDHCA) requirement for the implementation of the programs, authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Webb County CAA will enter into an annual vendor agreement with Retail Energy Providers for the implementation of Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP).

Solution: These vendor agreements are a Texas Department of Housing and Community Affairs (TDHCA) requirement for the implementation of the programs.

Result: Texas Department of Housing and Community Affairs (TDHCA) will provide funding to be used for payment of qualifying low-income client’s home energy expenses.
 
b.   Discussion and possible action to approve Amendment #3 to Contract #612100032468 for the Community Services Block Grant (CSBG) from Texas Department of Housing and Community Affairs (TDHCA) for the fiscal year 2021. This Contract commenced on January 01, 2021 and unless terminated, shall end on March 31, 2022. Authorizing the County Judge to sign all relevant documents. This Contract will not have an impact to the General Fund. Issue: Approve submission of grant amendment #3 to Contract #612100032468 from Texas Department of housing and community Affairs (TDHCA) for the Program Year 2021 and approve contract extension until March 31, 2021.
 
Solution: The Community Services Block Grant (CSBG) provides support services to eligible elderly, and disabled and low-income residents of Webb County.
 
Result: The support services are intended to assist eligible Webb County residents to transition out of poverty.

e.   Discussion and possible action to approve Amendment #3 to Contract Number #58210003406 for the Comprehensive Energy Assistance Program (CEAP) from the Texas Department of Housing and Community Affairs (TDHCA) for the Program Year 2021, in the amount of ONE MILLION NINE HUNDRED FOURTY-ONE THOUSAND SEVEN HUNDRED AND ONE DOLLARS ($1,941,701.00). This Amendment #3 will increase funding from $1,907,053.00 to $1,941,701.00 and the proposed three (3) month contract extension to March 31, 2022 and authorizing the County Judge to sign all relevant documents. This action will not have impact to the General Fund. Issue: Approve funding increase Amendment # 3 for the CEAP Program Grant from TDHCA for the Program Year 2021 in the amount of $34,648.00 and three (3) month contract extension to March 31, 2022.

Solution: The Comprehensive Energy Assistance Program (CEAP) provides direct client serves to eligible, disabled and low income residents of Webb County.

Result: The services are intended to assist eligible Webb County residents with up to 12 highest remaining calendar months of energy consumption.

9. Economic Development
 
a.   Discussion with possible action to authorize the submission of a Non-Competing Continuation Grant Application as developed, written, and submitted by and for the Webb County Adult Drug Court Program to the Substance Abuse and Mental Health Administration (SAMHSA) in the amount of Four Hundred Thousand Dollars ($400,000) and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any kind of match; thus, will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Margarita Herrera-Garza, DCP Program Director]

Issue: SAMHSA awarded a Multi-year grant to the Webb County Adult Drug Court Program on 09/30/2018 and the funding agency requires the submission of a non-competing continuation application for subsequent years after year 2.
 
Solution: Authorize the submission of the SAMHSA Adult Drug Court Program Continuation application for Fiscal Year 2022-2023, Year 5.

Result: Webb County Adult Drug Court Program will remain in compliance with SPOC, and with the submission rules and regulations set forth by the funding agency.
 
b.   Discussion and possible action to approve the closeout and release of 5% retainage in the amount of $27,310.25 to Splash Pads USA for the construction of the Texas Parks and Wildlife Local Park Grant Program Contract 50-000509, Bruni and Rio Bravo Splash Pads and authorize the County Judge to sign any relevant documents and any other matters incident thereto. [Requested by James Flores, Economic Development Director; Accounts #3120-206000, #3701-206000 and #1001-206000]

Issue: Splash pads were completed as detailed under contract specifications. 

Solution: Commissioner's Court approves the release of retainage to Splash Pads USA. 

Result: Splash Pads USA will be paid for services rendered.
 
c.   Discussion and possible action to approve the submission of a Juvenile Justice Program grant application as developed, written, presented, and submitted by the Office of the Justice of the Peace, Pct. 4, Place 1 in collaboration with the Webb County Sheriff’s Office Grant Writer and in the amount estimated at $68,603 for the continued payment of salary/fringe benefits of a juvenile case manager as well as equipment, supplies, and training/travel in order to divert at-risk juveniles from entering the juvenile justice system in Laredo/Webb County; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and, thus, there will be no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Requested by Jose R. Salinas, Justice of the Peace, Pct. 4, Place 1; Grant Fund #2734]
 
Issue: Juvenile delinquency is a nationwide problem that negatively affects not only the delinquent youth and their families but also adversely impacts schools, neighborhoods, and the local community at large.  In addition, youth at-risk for juvenile delinquency who enter into the juvenile justice system tend to face limited future career, educational, and other socio-economic prospects, especially in the South Texas area.
 
Solution:  Grant Application for continued pay of salary for Juvenile Case Manager, in order to provide prevention, diversion, and intervention strategies through the court of the Justice of the Peace, Precinct 4 in Laredo/Webb County area.
 
Result: Increased focus on diversion strategies to steer at-risk juveniles from the juvenile and criminal justice system.
 
d.   Discussion and possible action to authorize the submission of a Crime Justice grant application as developed, written, and submitted by the Webb County Sheriff’s Office Grant Writer to the Office of the Governor Criminal Justice Division and estimated at $85,000 for overtime and applicable fringe benefits for members of the Mental Health Unit to provide mental health services, including commitments, executions of court orders, and transports to mental health facilities; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The local Laredo/Webb County community continues to constitute a medically and mental health underserved area, which requires mentally ill youth and adults to travel to out-of-town facilities in order to receive these needed mental health services
 
Solution:  Grant application to provide overtime and applicable fringe benefits for the members of the Mental Health Unit to transport mental health patients to these out-of-town facilities so that they may receive the care that they require.
 
Result: Grant funding will allow members of the Mental Health Unit to undertake complex and time consuming activities and requirements, including execution of court orders, mental health commitments, and the actual transports to out-of-town mental health facilities, so that the mentally ill patients, their families, and the overall community can be better served.
 
e.   Discussion and possible action to approve the submission of a Violent Crimes Against Women Criminal Justice and Training (VAWA) grant application as developed, written, and submitted by the Webb County Sheriff’s Office Grant Writer to the Criminal Justice Division (CJD) Office of Governor (OOG) and in the amount estimated at $7,000 for training and supplies for investigators and patrol officers working at the Webb County Sheriff’s Office serving victims of violent crimes against women and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. This grant requires a Thirty (30%) percent cash match, or a $3,000 cash match, which will be met by the Webb County Sheriff's Office state forfeiture funds. Thus, this grant will have no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Requested by Martin Cuellar, Sheriff; Grant Fund #2605; Cash Match Account #2151-9080-001-485005 (Transfer out from State Forfeiture Funds)]
 
Issue: Violence against women is among the most intractable and deadliest criminal justice problems in the United States, especially domestic violence and in the South Texas area. According to published statistics, the number of American women between 2001-2012 who were murdered by current or ex male partners in the United States was 11,766. That's almost double the amount of casualties lost during wars in Afghanistan and Iraq. Women who will be victims of severe violence by an intimate partner in their lifetimes number 1 in 4.  (“30 Shocking Domestic Violence Statistics That Remind Us It’s An Epidemic”  Vagianos 10/23/2014).
 
Solution: Grant application to enhance the tools, techniques, and training to those investigators who follow-up to calls for assistance, conduct interviews with these victims, file incident reports, provide these victims information/referrals to service providers, initiate arrests of perpetrators, refer cases for prosecution, and prepare testimony/evidence for trial in cases of domestic violence, sexual assault, dating violence, and stalking.
 
Result: Enhanced law enforcement services, including investigative techniques, to deal with emergent criminal trends, such as cyber stalking, and improved efficacy of the law enforcement response to the needs of victims of violent crime.
 
f.   Discussion and possible action to authorize the submission of a Criminal Justice grant application as developed, written, and submitted by the Webb County Sheriff's Office Grant Writer to the Office of the Governor Criminal Justice Division and in the amount estimated at $68,240 for equipment, minor tools, supplies, and training/education for the Webb County Sheriff's Office Code Enforcement Unit; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Martin Cuellar, Webb County Sheriff]
 
Issue: Environmental degradation is a critical and widespread problem throughout the world, including Webb County.
 
Solution:  Grant application to provide supplemental resources for equipment, minor tools, and supplies in support of the Webb County Sheriff’s Office Code Enforcement Division.
 
Result: Grant funding will allow members of the Code Enforcement to be equipped with supplemental resources.
 
g.   Discussion and possible action to approve the submission of an application developed, written, and submitted by the Webb County Sheriff’s Office Grant Writer to the Homeland Security Grants Division (HSGD) for a Law Enforcement Terrorism Prevention Activities (LETPA) grant and in the amount estimated at $34,000 for law enforcement terrorism prevention equipment and supplies; and designating the Webb County Judge in all matters related to this grant; and any other matters incident thereto. This grant requires no match; and, thus, will have no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy.  [Requested by Martin Cuellar, Sheriff]
 
Issue: Since the tragedy of 9/11, the urgent need for expanded and enhanced law enforcement efforts to prevent terrorism in the United States was understood to help save the lives of both first responders and the people they serve.
 
Solution: Grant application to fund enhanced capabilities for the Webb County Sheriff’s Office.
 
Result: The Webb County Sheriff’s Office will have increased capacities and enhanced capabilities.
 
h.   Discussion and possible action to accept a House Bill 9 Border Prosecution Unit Grant from the Office of the Governor Public Safety Office Homeland Security Grants Division in the amount of $780,000 with a performance period from September 1, 2021 to August 31, 2023; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require matching funds. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. [Requested by Isidro "Chilo" Alaniz, District Attorney]

Issue: 
There is a need for additional resources to prosecute misdemeanor and felony cases, provide technical assistance and training to law enforcement agencies that operate within the Texas-Mexican Border area. State funds for this type of assistance have been made available through the Texas Supplemental Appropriations Act, Section 6 for Trusted Programs. 

Solution: Authorize the acceptance of the grant award.

Result: The District Attorney’s Office will have an opportunity to receive additional resources that will aid in deterring and combating criminal activity within the Texas-Mexican Border.

11. Purchasing
 
a.   Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.

Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department. 

Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose or destroy property that cannot be sold through public auction because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law. 

Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments and make room for future assets replacing salvage or surplus items no longer needed.

Issue: The Risk Management Department has been performing the duties to solidify a Wellness/Clinic Operations Program, without the approval the county cannot afford to proceed with the program or pay supplement to manage the Wellness/Clinical Operations Program.

Solution: Request authorization from the court to conduct the needed line item transfer.

Result: The court approval will allow Risk Management to manage, direct, sustain and support an integrated Wellness/Clinical Operations program which will directly benefit the County Employees by providing employees access to a clinic and prescription medication at no cost to them.

Economic Development
 
13.   Discussion and possible action to continue paying grant funded personnel under the High Intensity Drug Trafficking Area (HIDTA) Task Force Agreement, DEA Narcotics Task Force, for Ninety (90) days, until notification about grant continuation award from the U.S. Department of Justice Drug Enforcement Administration [Fund #2592]. Available matching funds for this grant is $100,125.00. [Requested by Isidro "Chilo" Alaniz, District Attorney; Account #1001-1160-001-463903-025]

Issue: 
Current grant funding expired on December 31, 2021. The District Attorney’s Office has not received notice of award for new grant. Unless this item is approved, employees working under said grant will not be paid after December 31, 2021.

Solution: Grant a 90-day payroll extension for employees working under this grant.

Result: The DEA HIDTA Task Force will be able to continue to disrupt the illicit drug traffic in Laredo and surrounding areas.
 
Elections
 
14.   Discussion and possible action authorizing and establishing the main, temporary branch and temporary mobile branch early voting sites for the March 1, 2022 Joint Primary Elections within Webb County, Texas pursuant to Chapter 85, Texas Election Code.
 
Engineer
 
15.   Discussion and possible action to authorize the Purchasing Agent to solicit bids for the Welch Road Culvert Improvements (Drainage & Roadway), as per completed plans, specifications and estimates from Porras Nance Engineering; and in accordance with the Texas Government Code; Section 2269.101 (Contracts for Facilities: Competitive Bidding); and have the County Judge sign any relevant documents and any other matters incident thereto.

Issue: Webb County is proposing the rehabilitation of the Welch Road Bridge due to wear and tear and to make improvements to the water drainage.

Solution: Part of the improvements require installation of concrete box culverts for proper drainage, approve agenda item in order to proceed with project.

Result: Webb County is making the necessary improvements to provide proper drainage and emergency access road improvements to this subdivision for residents, first responders and school district.
 
Planning
 
16.   Discussion and possible action to grant Preliminary and Final Plat Approval to the Wormser Road Right-of-Way Dedication Plat being 20.5 acres, more or less, out of Porcion 35, Abstract 546, Jose M. Dias Original Grantee and authorizing the County Judge to sign the plat.
 
Purchasing
 
17.   Discussion and possible action to authorize the purchase of 144 Point Blank Alpha Black IIIA with Two Hi Lite Carriers and 129 Standard IIIA/3 with Two Carriers - Armored Vests for both the Patrol and Jail divisions for the Webb County Sheriff’s Office from Galls (Buy-Board No. 603-20) in an amount not to exceed $257,264.95 pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and any other matters incident thereto. [Accounts #1001-4070-001-456305 (Uniforms) and #1001-3010-001-456305 (Uniforms)]

Issue: The Sheriff’s Office is in need to replace existing bullet and knife proof vests that have reached the recommended usage replacement limits.  Standard practice to replace vests under normal wear and tear is every five (5) years.
 
Solution: Authorize the purchase using cooperative pricing under Buy-Board contract awarded to Galls.  Funding is available under the Sheriff’s general fund budget.
 
Result: Order will be placed upon commissioners court approval.  Estimated time of delivery for deputies vests is 30-45 days from when PO is received. Jailers' vests 60-90 days from when PO is received.
 
18.   Discussion and possible action to authorize the purchase of Three (3) 2023 Autocar ACX64 Epeditor with Amrep Automated Side Load Refuse Trucks from Chastang Enterprises, Inc. (Buy-Board Contract No. 601-19) for an amount not to exceed $936,293.00 to include a five (5) year Cummins Engine, After-treatment and Transmission Warranty pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs; and further authorizing Estrada Hinojosa & Co., financial advisers for Webb County, to pursue funding options for said purchase.  Purchase will be contingent upon the approval of financing by Commissioners Court and any other matters incident thereto. Issue: Currently the County has 2016 models that have had reoccurring mechanical programs putting a strain on the operations for refuse collection. Road and Bridge Director is recommending that the units be replaced.
 
Solution: Seek financing options from our Financial Consultant that would secure the best interest rate and payment terms to fund the purchase of these units being proposed. 
 
Result: If approved, the refuse trucks will be ordered once the financing is secured and funding is transferred to the Road and Bridge capital outlay accounts.
 
19.   Status report with discussion and possible action to authorize the Purchasing Agent to order additional lease vehicles with Enterprise Fleet Management (Source-Well Contract No. 060618) in order to replace County owned units exceeding 90,000 miles and/or 10 years or older in accordance with Commissioners Court directive and any other matters incident thereto. [Multiple Operating Lease Accounts]
 
Issue: Commissioners Court authorized the Purchasing Agent to secure pricing for all vehicles exceeding 90,000 miles or exceeding 10 years.
 
Solution: Review the financial impact of replacing County owned vehicles with high mileage with new lease vehicles and instruct the Purchasing Agent to order the quantities approved by the Court.
 
Result: Replace high mileage units with new lease units with full maintenance plans to provide more efficient and safe vehicles for county employees and to reduce the vehicle maintenance expenses impacting the general fund.
 
20.   Discussion and possible action to award (ITB) Invitation to Bid No. 2022-002 “Espejo Molina Road Overlay and Striping Project” to the lowest and responsible bidder Anderson Columbia Co., Inc. in an amount not to exceed $190,078.00, enter into a construction contract with Anderson Columbia Co.and any other matters incident thereto; authorizing the County Judge to sign all relevant documents. Issue: The county engineer was authorized to prepare specifications for road overlay projects. Funded through the county transportation fund grant program. 

Solution: Award to Anderson Columbia the lowest and responsible bidder.

Risk Management
 
24.   Discussion and possible action to approve, and apply AETNA Wellness Funds received and approved by the court on April 12, 2021, to pay a supplement to 2 Risk Management Employees who manage and run the Wellness/Clinical Operations Program.  Currently, no Webb County job description requires a Risk Management Employee to run the Program and current Wellness duties are outside the job function description of their duties. [Account #6100-1090-001-410030 (Incentive Pay)]

Issue: A Webb County Medical and Wellness Clinic was approved by the Court as a Pilot Project for the benefit of all Employees and their dependents enrolled in the AETNA Health Plan.  The main focus of the clinic is to provide accessible basic health care for all enrolled employees and their dependents.  The clinic has seen unprecedented growth with the addition of services and most recently the addition of a dietitian.  Over 300 patients have been treated and received treatment. The use of Risk Management staff merge and integrate multiple functions as the specialized knowledge of our health insurance package of benefits is integrated and merged into the application of a Preventive Wellness Protocol so as to enhance employee engagement in addressing health issues such as diabetes, hypertension, and hyperlipidemias. The clinic and the use of Risk Management Staff assist in the cost savings plan of the County as no claims against our insurance plan are filed and the programs/ services are provided at no cost to the employees as directed by the court. A respectful request is made to the court to continue using Risk Management Staff to further develop the infrastructure at the clinic by providing the expertise to educate our employees in their health concerns, insurance benefits, and allows health screening protocols to be enacted with integration of existing programs at no cost to the county  Risk Management respectfully requests the Court’s continued support and approval to continue to direct the development of the health protocols and programs as additional growth is expected.

Solution: Approve the supplemental pay to Slot #000873 in the amount of $20,800.00 and serve the duality of job function as Administrative Coordinator/Wellness Manager/Clinical Operations for the Employee Medical and Wellness Clinic.  The position will administratively run the medical clinic, laboratory, dietary services, and all staff scheduling of services being provided. Approve the supplemental pay to Slot #001381 in the amount of $5,000.00 and serve the duality of job function as Benefits Coordinator/Wellness Clinic Medical Assistant. Approval of supplemental pay to both positions will have no impact on the general fund as these funds were allocated by AETNA, our health insurance carrier, and accepted by the court for the specific intended purpose of managing the Wellness/Clinical Operations Program on April 12, 2021.  The Court also authorized the County Auditor to establish a ledger account to monitor and certify all funds allocated.  The County Auditor has certified the availability of these funds as previously received and approved by the court for this purpose.

Result:The approval of the supplemental pay will allow Risk Management Staff to continue to manage, direct, sustain, and support an integrated Wellness/Clinical Operations Program which will directly benefit all County Employees by providing employees access to a clinic, prescription medication, and dietary services at no cost to them.  The focus is to use existing resources with no impact on the general fund as all funds are through the AETNA Wellness Program with the support of the Court.

25.   Discussion and possible action to authorize the use of County golf carts from the Casa Blanca Golf Course to be used by WBCA during the February festivities; and any other matters incident thereto.
 
26.   Discussion and possible action to enter into an Interlocal Agreement between Lubbock County, Texas, acting through the Regional Public Defender for Capital Cases and Webb County to provide court-appointed counsel for individuals charged with capital murder offenses for the fiscal year 2022-2023, in an amount not to exceed Sixty-Nine Thousand Eight Hundred Sixty-One Dollars ($69,861.00) per year; and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. [Requested by Civil Legal Dept., Account #1001-1130-001-452001-035 (Capital Murder Insurance)]
