COURT TO DISCUSS AND ACT ON THE FOLLOWING:
 
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda.  It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion.  Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

6. Civil Legal Division

Issue: Services provide tracking and drug monitoring devices that document the compliance of each participant in the program.

d.   Discussion and possible action to approve a one-year professional services agreement (September 30, 2022 through September 29, 2023) between La Familia Consulting and Counseling Services L.C. and Webb County (for the benefit of the Adult Drug Court Treatment Program) for services associated with the evaluation of Webb County’s Adult Drug Court program funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) Grant Award #1H79TI081059-03 at a cost of not more than Two Thousand Eighty-Three Dollars ($2,083.00) per month for a total cost not to exceed Twenty-Five Thousand Dollars ($25,000) for the year; and authorizing the County Judge to sign all relevant documents, and all other matters incident thereto. Issue: The approval by the commissioners court the evaluation agreement is need under the SAMHSA grant in which a treatment provider can provide the evaluation of the local drug court program.
 
Solution: The Commissioners Court approving the agreement so that a licensed treatment provider can submit evaluations to the Drug Court Program.
 
Result: The Adult Drug Court Program will be able to continue to provide services and operate fully as a treatment program that is evaluated by a treatment provider.
 
e.   Discussion and possible action to approve a Substance Abuse Treatment Services Operation Agreement between People with Ideas of Love, Liberty, Acceptance, and Respect (P.I.L.L.A.R.) and Webb County for the Adult Drug Court Program, Substance Abuse Mental Health Services Administration (SAMHSA) Grant Fund #1H79TI081059-03 for a term of One (1) year commencing September 30, 2022 thru September 29, 2023, for professional counseling services for eligible court participants with a total cost not to exceed One Hundred Nine Thousand Two Hundred Dollars and No/100ths ($109,200.00) over the term of the agreement (including an amount not to exceed Nine Thousand One Hundred Dollars ($9,100.00) for providing out-patient treatment services), and authorizing the County Judge to execute all relevant documents, and any other matters incident thereto.  [Requested by the Webb County Commissioners Court; Account #2353-1020-003-432001 (Professional Services)]
 
f.   Discussion and possible action to approve a twelve (12) month (October 1, 2022 through September 30, 2023) Professional Services Agreement between Justice Benefits, Incorporated and Webb County for professional services in assisting the County in obtaining reimbursements through Federal Financial Participation at a cost determined by reimbursement amounts which are Eleven Percent (11%) for amounts up to One Hundred Fifteen Thousand Dollars ($115,000.00) and Twenty Two Percent (22%) of amounts over One Hundred Fifteen Thousand Dollars ($115,000.00) and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. g.   Discussion and possible action to approve and adopt the "Sub-recipient Monitoring Policy and Procedures" for Grant #15PBJA-21GG-01883-JAGX (FY 2021 JAG) for said Federal Awards, for monitoring of Webb County as the sub-recipient of said federal funds as part of grant and said policy will provide the necessary guidance and forms for monitoring; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. h.   Discussion and possible action to approve the renewal of a Software License and Support Services Agreement between Webb County and Management Information Technology USA, Inc. d/b/a Child Plus Software, for the Webb County Headstart/Early Headstart Education Program, for a One year (1yr.) term, from October 1, 2022 to September 30, 2023, at an annual subscription fee of $28,752.60 and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto. i.   Discussion and possible action to enter into a Memorandum of Understanding (MOU) between the Webb County Early Child Headstart Care Partnership (EHS-CCP) and United Independent School District for the Early Head Start Emergency Campus Relocation Program. This MOU establishes the terms and conditions under which U.I.S.D. will provide for emergency campus relocation program for the (EHS-CCP). The term of this agreement shall be for a period of one (1) scholastic calendar years beginning with on September 1, 2022 thru August 31, 2023, and automatically renewed on an annual basis unless canceled by either party, and any other matters incident thereto, and authorizing the Webb County Judge to sign and execute all relevant documents, and any other matters incident thereto. Issue: District Clerk is seeking to have the Fee Cards (approximately 75,600 fee cards) that are issued and associated with their Ad Valorem Tax Cases scanned, digitized and set up in a virtual file room library by Compu-Data International, LLC

m.   Discussion and possible action to approve a Memorandum of Understanding between Laredo Independent School District and Webb County for its Webb County Head Start/Early Head Start to provide three (3) L.I.S.D. classrooms and three (3) teachers for their Head Start/Early Head Start Pre-Kinder teaching Program, for a five year (5yr.) term, commencing August 1, 2022 thru July 31, 2027, in the sum of $25,000.00 per year per classroom teacher x 3 teachers ($75,000.00 per year total), at the L.I.S.D. Heights Elementary School campus location; subject to annual budgetary appropriations and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto. n.   Discussion and possible action to ratify the 2023 Renewal Notice and Benefit Confirmation forms with the Texas Association of Counties regarding the Health and Benefit Pool program (AMWINS-Transamerica Group Benefits) for the County’s Silver Choice Retiree Program. There is no increase in the retirees' medical and prescription supplement plan from the 2022 rates approved by the court which covers County retirees 65 and over and their dependents and any other matter incident thereto. [Requested by Risk Management; No Fiscal Impact on the County]
 
Issue: Webb County has been providing Webb County retirees the opportunity for medical and prescription coverage through the Texas Association of Counties Health and Benefit Pool Program.
 
Solution: Webb continues the administration of the of Silver Choice Retirees program for Plan year 2023 for those retirees who are on the program and wish to continue on said program.
 
Result: The County Silver Choice Program is for County retirees 65 and older and their eligible dependents
 
o.   Discussion and possible action to enter into a One year (October 1, 2022 through September 30, 2023) Maintenance Agreement between Smiths Detection and Webb County for the Webb County Sheriff’s Office for the maintenance of two (2) X-ray machines Model Number HI-SCAN 6040ds (Serial Numbers 83400 and 83399) located at the Webb County Justice Building in the amount of Eight Thousand Nine Hundred Thirty-Eight Dollars ($8,938.00); and authorizing the Webb County Judge to sign any relevant documents and any other matters incident thereto. p.   Discussion and possible action to enter into a revised agreement between the Texas Department of Public Safety and Webb County for the release of driver status information for the term of Three years for prospective and/or current county employees. Texas law authorizes TXDPS to provide driving records and additional driver records for commercial motor vehicle driver license holders to Government entities and authorizing the county Judge to execute all relevant documents; and any other matters incident thereto. This is a free service to governmental entities and therefore there is no cost to the general budget. [Requested by Ernesto Guajardo, Human Resources Director] 
 
q.   Discussion and possible action to enter into a Memorandum of Understanding between Webb County (for the benefit of the Webb County District Attorney's Office) and Homeland Security & Investigations for reimbursement of employee overtime incurred from joint law enforcement operations, for the performance period of October 1, 2022 through September 30, 2023, in the amount of Fifteen Thousand Dollars ($15,000.00) per employee/year. District Attorney's Forfeiture funds will be utilized to cover the applicable fringe benefits associated with this project's employee(s) overtime, therefore there will be no impact to the General Fund; and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Requested by Isidro "Chilo" Alaniz, District Attorney; Account #2579-2260-001-413000 (I.C.E. - DA)]
 
Issue: Collaboration between Federal, State and local law enforcement agencies is necessary to combat criminal organizations illegally exploiting America’s travel, trade, financial and immigration systems.

Solution: Accept Federal assistance to continue local participation in Homeland Security investigations, strategic initiatives and prosecution of organized crime.

Result: Disruption of organized criminal activity in Webb County and along the Texas border.
 
r.   Discussion and possible action to authorize the renewal of a subscription to ContractSafe for database and contract tracking and assistant software services for the Civil Legal department, effective from September 30, 2022 through September 29, 2023 at a cost of Seven Thousand One Hundred Seventy Six dollars ($7,176.00) and any other matters incident thereto; authorizing the County Judge to sign all relevant documents as necessary. [Account #1001-1130-001-432001 (Professional Services)]
 
7. Honorable Jesse Gonzalez, Webb County Commissioner Pct. 1
 
a.   Discussion and possible action to accept a Donation check from Josie Sanchez Fund Dar-4256 in the amount of $300.00 to be transferred to Ernesto J. Salinas Community Center - Goods for Public Events Account #1001-6160-001-461003. E. J. Salinas Community Center will utilize these funds to help children and elderly that are registered at the community center.

Issue: Donation Check issued by Josie Sanchez Fund Dar-4256 to support the mission of Ernesto J. Salinas Community Center

Solution: Deposit check of $300.00 accordingly into the Ernesto J. Salinas Community Center - Goods for Public Events account #1001-6160-001-461003.

Result: Continue working relationship and meet department needs to benefit children and elderlies registered at the center.
 
b.   Discussion and possible action to accept a Donation check from Melinda Saldivar in the amount of $300.00 to be transferred to Ernesto J. Salinas Community Center - Goods for Public Events Account # 1001-6160-001-461003. E. J. Salinas Community Center will utilize these funds to help children and elderly that are registered at the community center.

Issue: Donation Check issued by Melinda Saldivar to support the mission of Ernesto J. Salinas Community Center.

Solution: Deposit check of $300.00 accordingly into the Ernesto J. Salinas Community Center - Goods for Public Events account #1001-6160-001-461003.

Result: Continue working relationship and meet department needs to benefit children and elderlies registered at the center.
 
8. Community Action Agency
 
a.   Discussion and possible action to authorize the Webb County Purchasing Agent to solicit formal Requests for Qualifications (RFQ's) for Architectural Services for the design of house plans for the Self-Help Center Program pursuant to the Texas Government Code; Chapter 2254 (Professional and Consulting Services) and any other matters incident thereto.

Issue: Self Help Center Grant Contract #7220013 requires model house plans designed and sealed by a licensed professional Architect be accessible for colonia residents wishing to build a new code compliant home. 

Solution: Authorize the Purchasing Agent to solicit formal RFQ to secure responses from Architectural firms.   

Result: Obtain responses to the RFQ from Architectural firms that are qualified to design the required model house plans.
 
b.   Discussion and possible action to approve a five percent (5%) wage increase to the Webb County Community Action Agency grant programs including the Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila), and Meals-On-Wheels Program. These proposed wage increases will be funded by recently approved program budgets (grant and local match) and will not require any additional County Funds.

Issue: Webb County Community Action Agency staff are not under the Condrey Plan and not subject to the 4-step increase (approximately 5%) approved on Commissioners Court meeting of 09/13/2022.

Solution: The Webb County Community Action Agency is proposing grant staff wage adjustment of 5% to match Webb County employee approved increase.

Result: The Webb County Community Action Agency staff wages be adjusted by 5% for the following programs, subject to the approval of the program funding agencies: The Community Social Services Program, Self-Help Center Program, Rural Transit Program (El Aguila), and Meals-On-Wheels Program.
 
             
9. Economic Development
 
a.   Discussion and possible action to ratify the acceptance of an award and enter into an agreement with the U.S. Department of Agriculture Rural Development Emergency Community Water Assistance Grant in the amount of $935,000.00 and authorizing the County Judge to sign all relevant documents. This grant does not include any county match. 

Issue: This grant will provide Webb County with reimbursement of funds incurred with hauling water to the La Presa and Colorado Acres water dispenser.

Solution: Accept award and execute contract.

Result: Webb County will receive reimbursement for activities.
 
b.   Discussion and possible action to approve the 2023 Formula Grant Indigent Defense Resolution and to authorize the Webb County Judge to sign all pertinent documents. The purpose of the grant is to develop and maintain quality, cost-effective defense system that meets the needs of local communities and the requirements of the constitution and state law. Webb County will be eligible to receive a portion of the funding. There is no negative impact to the general fund. The necessary documents have been submitted for review and approval to the Economic Development Department and to the Civil Legal Department. This solicitation is compliant with the Webb County Single Point of Contact procedures. [Requested by Cornell Mickley, Pre-Trial Services Director; Grant Revenue Account #1001-2280-001-330300]
 
c.   Discussion and possible action to approve the submission of a grant application as prepared by the Webb County Sheriff's Office in conjunction with the City of Laredo Police Department, Constable Pct. 1, Constable Pct. 2, Constable Pct. 3, and Constable Pct. 4, and the County Attorney Investigators to the Office of the Governor for a Fiscal Year 2022 Operation Stonegarden (OPSG) for overtime, applicable fringe benefits, equipment, mileage, and operational costs related to homeland security border operations; and authorizing the Webb County Judge to execute all relevant documents related to this grant; and any other matters incident thereto. This grant does not require any type of match. [Requested by Martin Cuellar, Sheriff]

Issue: Complex and dynamic law enforcement challenges exist in the Southwest border area of the United States, including Laredo/Webb County. For example, transnational criminals seek to exploit existing law enforcement jurisdictional boundaries by conducting their illegal enterprises across traditional jurisdictional divisions. The 2014 Texas Gang Threat Assessment expounds, “Gang activity remains widespread throughout all regions of Texas…Gang activity is also prevalent in the Texas counties adjacent to Mexico and along the key smuggling corridors, since Texas-based gangs are used for cross-border smuggling and trafficking in the state. Many transnational gangs operating in Texas….engage in criminal activity in Mexico as well as in Texas and elsewhere” (Texas Department of Public Safety April 2014).

Solution: Grant application: (1) to ensure first responders are equipped with enhanced tools/equipment/resources needed to confront well-funded criminal organizations and (2) for the coordination of law enforcement efforts between various local and federal law enforcement agencies.

Result: Enhanced capabilities of local law enforcement responders; further coordination of response across local and federal jurisdictions.
 
             
10. Fire Suppression & EMS Services
 
a.   Discussion and possible action to approve an exception to Webb County Purchasing Policies and Procedures and authorize Webb County to make payment in the amount of $33,910.90 to Cervantes Truck Center, Inc. (Vendor 7705); and any other matters incident thereto. [Account #1001-3140-001-443000-075 (Repairs & Maintenance Vehicles)]
 
Issue: Unit 5804 was taken to Cervantes Truck Center at the behest of Road & Bridge for diagnosis and repair, mid-July, 2022. Dismantling of unit was necessary for proper diagnosis of numerous codes and other repairs greatly needed, eventually an engine overhaul was required to remediate mechanical issues. Vendor diagnosed and proceeded with repairs in a timely manner. Vendor provided 2 quotes totaling $33,910.90, a line item transfer was sought and approved by Commissioners Court on 9/12/2022. After the transfer a requisition was submitted for a PO, but Purchasing Department advised that since work had commenced on Unit the requisition would be denied, and to proceed through a General Request for Payment.

Solution: Requesting for the court to approve an exception to Webb County Purchasing Policies and Procedures and authorize payment in the amount of $33,910.90 to Cervantes Truck Center, Inc.
 
Result:
Court approval will allow payment to be issued to vendor for services received.

Issue:
Unit 5809 & 5810 were taken to Rush Truck Center at the behest of Road & Bridge for diagnosis and repair, late-June, 2022. Dismantling of units was necessary for proper diagnosis of numerous codes and other repairs needed, eventually an engine overhaul was required to remediate mechanical issues on Unit 5809 prompting the increase of the originally quoted price. Vendor provided a quote for repair of Unit 5809 and PO 2022-00005753 was issued for $25,530.97, but final invoiced amount is $37,984.54.  A line item transfer was sought and approved by Commissioner's Court on two separate dates, July 11, 2022, and 9/12/2022 for purpose of this payment. After the transfer a requisition was submitted for a purchase order for Unit 5810, but Purchasing Department advised that since work had commenced on Unit the requisition would be denied, and to proceed through a General Request for payment.
 
Solution:
Requesting for the court to approve an exception to Webb County Purchasing Policies and Procedures and authorize payment in the amount of $22,414.24 to Rush Truck Center, Inc. Unit 5809, additional $12,453.57 & Unit 5810, $9,960.67.
 
Result: Court approval will allow payment to be issued to vendor for services received, and all frontline units will be back in service.

The new Texas County & District Retirement System (TCDRS) Plan Agreement for Year 2023 will have a retirement plan rate of 13% that was approved by Commissioners Court on May 9, 2022.
 
Issue: The Plan Agreement that was approved on May 9, 2022, did not include a Cost of Living (COLA) adjustment for retirees.

Solution: The Cost of Living adjustment will help all retirees restore their purchase power.

Result: Approval of this revision will be within TCDRS timeline.

Issue: Cymax Stores USA shipped the set of Coaster Union Hill Credenza and Hutch in Rich Brown to our office location before a Purchase Order was issued.  We feel they acted in good faith and shipped the furniture prematurely with just a credit application and quote.  However, this conflicted with the Webb County Purchasing Policies and Procedures. We are providing full disclosure of events with email trail attachments.
 
Solution: We are humbly requesting for the court to approve an exception to Webb County Purchasing Policies and Procedures and authorize making payment in the amount of $5,184.99 to Vendor- Cymax Stores USA LLC.
 
Result: Court approval will allow payment to be issued to Cymax Stores USA for the furniture we have received.
 
             
14. Pre-Trial Services

15. Purchasing
 
a.   Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.

Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department. 

Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose or destroy property that cannot be sold through public auction because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law. 

Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments and make room for future assets replacing salvage or surplus items no longer needed.
 
b.   Discussion and possible action to approve the purchase of one (1) John Deere Progressive TDR-X 10.5' Roller Mower from United AG & Turf (Buy-Board Contract #611-20) in an amount not to exceed $32,833.00 in accordance with the Texas Local Government Code; Sub-Chapter F Cooperative Purchasing Program, Section 271.101, 271.102 (Cooperative Purchasing Participation), and to further authorize the transfer funds from the Capital Outlay Reserve #1001-1130-001-470000 to #7100-7230-001-470000 Capital Outlay for Golf and any other matters incident thereto. [Account #7100-7230-001-470000 (Capital Outlay)]

Issue: On 09/12/2022, Commissioners Court authorized the purchase of this equipment for Webb County Golf Course from John Deere. 

Solution: Approve as presented to correct vendor name and seek approval of cooperative contract purchase as per state law and to further correct the official name of vendor utilizing the buy-board cooperative contract pricing. 

Result: Purchasing Agent will order immediately after court approval subject to transfer of funds. Lead time is estimated at 6-8 weeks.
 
c.   Discussion and possible action to award Invitation to Bid (ITB) No. 2022-014 "Commercial Driver License Training" to the lowest and responsible bidder, Grace CDL Truck Driving School Inc. in an amount not to exceed $3,250.00 per student and any other matters incident thereto. Issue: CAA requested the procurement of services for CDL Truck Driving courses.  Three formal bids were submitted by local CDL training vendors.

d.   Discussion and possible to authorize the Purchasing Agent to solicit Statement of Qualifications from Architectural firms for the design, preparation of construction documents and construction administration of a Public Health Center in Southern Webb County to provide health services to low and moderate income residents of Rio Bravo, El Cenizo, and La Presa communities in accordance with the Texas Government Code; Professional Services Procurement Act and any other matters incident thereto. Issue: Architectural services are required to proceed with the programming of a new Public Health Facility to be located in Southern Webb County to benefit low income areas.  The proposed center will be approximately 9,600 square feet and shall have but not limited to; office and exam rooms, lab areas, a conference room and a corresponding parking area.    
 
Solution: Authorize the Purchasing Agent to advertise for Statement of Qualifications for Architectural Services.  
 
Result: Initiate the procurement process to seek professional services for the design of a new Public Health Center for Southern Webb County.  The center will be facilitated and operated by the Webb County Health Department, who will be responsible for providing medical and health services to the residents of the areas listed above.

b.   Discussion and possible action to enter into a three year (October 11, 2022 through October 10, 2025) substation Agreement with HEB, on behalf of the Webb County Tax Assessor-Collector, in order to allow HEB to act as an agent of the Tax Assessor-Collector in the issuance of motor vehicle renewal registration license validation stickers at certain HEB location in Laredo, Webb County, Texas, and authorizing the Webb County Judge and the Webb County Tax Assessor-Collector to sign and execute all relevant documents. Issue: The State of Texas motor vehicle department requires the Tax Assessor Collector to have agreements in place with all subcontractors, such as HEB, for the issuance of state motor vehicle registration license validation tags. HEB will charge an addition a $1.00-dollar processing fee for each issued motor vehicle registration tag.
 
Solution: Allows the public to renew their motor vehicle registration tags at various HEB locations throughout Laredo without having to go to the Webb County Tax Assessor-Collector office for such service.
 
Result: To better able to serve Webb County residents seeking to renew their motor vehicle license registration tags.

Issue: Areas in Webb have been and are being exploited by criminals and their organizations because of the rural nature of Webb County, adding video surveillance to these specific areas will help the Sheriffs office keep and maintain visibility as well as help disrupt and dismantle criminal organizations.

Solution: Consider awarding to the highest ranked proposer Zenitram Communications Inc. 

Result: If approved by Commissioners Court, proceed with Notice of Award and execution of contract.

Issue: CTIF funds in the amount of $1.4 million are available to fund this one-mile extension from its current terminus, 1 official bid was received for this project.  Bid amount exceeds the budget earmarked for this project by $835,770.00.  
 
Solution: Identify additional CTIF funds or other funding resources to cover amount over project budget and award to sole and responsible bidder Anderson Columbia.
 
Result: If approved, proceed with Notice of Award and execution of contract.
 
29.   Discussion and possible action to approve a construction contract between Webb County and Waukesha-Pearce Industries, LLC (WPI) (Buy-Board Cooperative Contract #657-21) for the delivery, setup, installation and startup of two (2) industrial size 500 Kw Generac MD0500 Diesel Generators and transfer switches for the Sheriff’s Administrative Building located at 1002 Farragut Street (former HEB Building) in an amount not to exceed $485,067.00, pursuant to the Texas Local Government Code; Sections 271.101, 271.102, Sub-Chapter F. Cooperative Purchasing Programs and to further authorize the transfer of funds from Account #1001-1130-001-431007-010 (Operational Reserve) to Account #3905-7230-001-474501-002 (2020 Bond Series - Sheriff Office -Former HEB Bldg. – Construction in progress Finish Out/Remodeling) and authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. [Account #3905-7230-001-474501-002 (2020 Bond Series - Sheriff Office -Former HEB Bldg. – Construction in progress Finish Out/Remodeling]
 
Issue: The new Sheriff’s Administrative Building which will also include an emergency operation center and a 911 dispatch center requires industrial size diesel generators for backup power. Initially, a change order was requested from the General Contractor (GC) for this scope of work. Proposed price exceeded the 25% cap on change orders permitted by law. Change order proposed by Contracted totaled $924,912.80. The Purchasing Agent was directed to seek cooperative pricing for this scope of work.
 
Solution: Consideration to approve the proposed cooperative buy-board pricing submitted by Waukesha Pearce Industries, LLC.  Price proposal is approximately 52% less than GC proposed price. Price proposal by WPI includes performance and payment bond cost, as well as 900 gallons of fuel, & concrete pads. Estimated lead time on equipment delivery is 42-44 weeks.

Result: If approved, order will be placed contingent upon a fully executed contract between WPI and Webb County.

31.   Status report from county staff regarding the Becerra Creek Bridge structure project and latest offer of settlement and cost proposals submitted by Donato Ramos, Jr., counsel for land owners; with discussion and possible action to request direction from Commissioners Court regarding the potential bridge replacement costs, estimates, fees, legal liabilities and court approvals that need to be addressed for the project; and any other matters incident thereto. [Executive Session may be requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.071-Consultation with attorney regarding pending or contemplated litigation]
