7.   Discussion and possible action to approve a Resolution for the Laredo of Tomorrow Coalition whose mission is to work with the citizens of Laredo/Webb County to develop a healthier, better educated community committed to improving their quality of life.
 
8.   Status report by county staff regarding Webb County and City of Laredo Regional Mobility Authority (RMA); with discussion and possible action to determine the selection process for the appointment of Four (4) members to the Board of Directors of the RMA; and any other matters incident thereto.

10.   Discussion and possible action to authorize the Economic Development Department to develop and submit a U.S. Department of Homeland Security, Fire Prevention and Safety grant application under the FY 2013 Assistance to Firefighters Grant Program for up to $50,000.00, and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's request for Assistance to Firefighters Grant Program funding. This application requires a Five percent (5%) match, or up to Two Thousand Five Hundred Dollars, ($2,500.00), that will be contributed by Webb County. This action will have no impact on County General Fund.

11.   Discussion and possible action to 1) adopt the order creating County Energy Transportation Reinvestment Zone which defines its boundaries, establishes the 5-member Advisory Board, pledges all of the captured appraised value of real estate within the zone, establishes an ad valorem tax increment account for the zone, and approves the Implementation Plan which identifies the projects to be pursued under the program;   2) ratify that the source for 10% match required for the grant application will be the general fund; and 3) authorize Totem LLC to submit the grant application to the Texas Department of Transportation, as required; and any other matters incident thereto.

12.   Discussion and possible action to enter into a Twelve (12) month (March 10, 2014 through March 10, 2015) Maintenance Agreement between Toshiba Business Solutions and Webb County Constable Pct. 4 for a Toshiba E-Studio 3055C Color Copier at a monthly cost of THIRTY DOLLARS AND FIFTY CENTS ($30.50) for a Total amount of THREE HUNDRED AND SIXTY-SIX DOLLARS ($366.00) over the term of the agreement with an excess charge of 0.00862 per copy, and authorizing County Judge to sign and execute all relevant documents. 13.   Discussion and possible action to enter into a Thirty-Nine (39) month (March 10, 2014 through June 10, 2017) Maintenance Agreement between Toshiba Business Solutions and the District Attorney’s Office for Two (2) Toshiba EStudio6550C  at a cost of EIGHT HUNDRED TEN DOLLARS ($810.00) per quarter for a total amount of TEN THOUSAND FIVE HUNDRED THIRTY DOLLARS ($10,530.00) over the term of the agreement with an excess charge of 0.006 per copy, subject to annual budget appropriating and authorizing County Judge to sign and execute all relevant documents. 14.   Discussion and possible action to enter into a Thirty –Nine (39) month (March 10, 2014 through June 10, 2017) FMV Lease Agreement between Toshiba Business Solutions and the District Attorney’s Office for Two (2) Toshiba EStudio 6550C at a cost of Nine Hundred Fifty-Five and Forty-Three cents ($955.43) per month for a total amount of Thirty-Seven Thousand Two Hundred Sixty-One Dollars and Seventy-Seven Cents ($37,261.77) over the term of the agreement, pursuant to Texas Local Government Code, Subchapter F., Cooperative Purchasing Program; Sections 721.101 and 271.102, DIR-SDD Contract No. 1686, subject to annual budget appropriating and authorizing County Judge to sign and execute all relevant documents.  [Requested by Isidro Alaniz, Webb County District; Account #001-1100-6014]

17.   Discussion and possible action to approve an airport hangar sublease agreement between Jett Racing and Sales, Inc. as LESSEE and the Webb County Sheriff's Office as SUBLESSEE for the premises described as approximately an 80,000 square foot tract (1.837 acre) more less located at the Laredo International Airport situated in Webb County, Texas and being; Tract 2, LAREDO INTERNATIONAL AIRPORT, CITY OF LAREDO, being part of Property “A” per indenture dated February 21, 1975 and recorded in Volume 478, pages 478-481 of the Webb County Deed Records.approved by Ordinance 94-O-214 through City Council, said lease provides for right to sublease subject to City approval, which approval shall not be reasonably withheld and authorizing the County Judge to execute all relevant documents.  [Requested by Martin Cuellar, Webb County Sheriff; Account #170-2002-6227]
 
18.   Discussion and possible action to authorize payment to "Morpho Detection, Inc." in the amount of $685.52 for services provided to the Sheriff's Office Jail metal detectors for the Booking area. [Account #001-2060-6224]

Community Action Agency
 
21.   Discussion and possible action to accept $12,000.00 from Direct Energy. The Webb County Community Action Agency will utilize these funds to assist qualified Direct Energy clients.
 
Economic Development
 
22.   Discussion and possible action to appove the release of Ten percent (10%) retainage in the amount of $2,366.61 (Two Thousand Three Hundred Sixty-Six Dollars and Sixty-One cents) to AA Builders for the completion of the bid 2013-20 Project #TDA-03-2013 Webb County Housing Rehabilitation Program in Colonia Pueblo Nuevo under the Texas Community Development Program (TCDP) #712095 - Texas Community Development Block Grant (TxCDBG) and authorize the County Judge to sign all relevant documentation. 
 
23.   Discussion and possible action to authorize the Purchasing Agent to solicit for RFQ for Architectural Services for the Bruni Training Center Building in Bruni, Texas.  

Costs to be covered by monies already on deposit with Webb County in the amount not to exceed $300,000.00. The funds were contributed by Whitetail Wind Energy, LLC.
 
24.   Discussion and possible action to authorize the County Auditor to establish fund accounts for the Bruni Water Filtering System (Arsenic Removal Water System) Project in the amount of $400,000.00.  The funds were contributed by Whitetail Wind Energy, LLC for the purpose of installing a water filtering system (Arsenic Removal Water Sytem) in Bruni, Texas for the Bruni Rural Water Supply Corporation.  
 
Costs to be covered by monies already on deposit with Webb County in the amount not to exceed $400,000.00
 
25.   Discussion and possible action to authorize the County Auditor to establish fund accounts for the Bruni Training Center Project in the amount of $300,000.  The funds were contributed by Whitetail Wind Energy, LLC for the purpose of building a new training center (to be utilized as a Community and Educational Training Building) in Bruni, Texas on Webb Consolidated Independent School District land.

Costs to be covered by monies already on deposit with Webb County in the amount not to exceed $300,000.00.
 
Engineer
 
26.   Discussion and possible action to approve a maintenance cleaning program for the sedimentation basin at the Rio Bravo Water Treatment Plant to the lowest bidder, American Construction Consulting, LLC., in the amount of $3,850.00 per event, to remove and stock pile waste materials on site (up to Five (5) times this year) and to dispose of dried stock piled materials, at $525.00 per load (Three (3) load minimum).  This material is generated from the regular cleaning of the Water Plant's filters and clarifiers.
 
27.   Discussion and possible action to approve Dannenbaum Engineering Corporation's Supplemental Work Authorization No. 1 to Work Authorization No. 1 for the Loop 20 Main Lanes and Frontage Roads Sta. 554+00 to Just North of Loop 20/US 59 Overpass (TxDOT CSJ: 0086-14-058) (Loop 20 Extension) Revised Environmental Scope of Services, consisting of additions and deletions of tasks from the Scope of Services to be provided by the Engineer for Environmental Services.  These revisions to the scope of services result in net zero to the Engineer's fee for the performance of these services; and have the County Judge sign all relevant documents.
 
28.   Discussion and possible action to approve Dannenbaum Engineering Corporation's Supplemental Agreement No. 1 to Main Contract for the Loop 20 Main Lanes and Frontage Roads Sta. 554+00 to just North of Loops 20/US 59 Overpass (TxDOT CSJ: 0086-14-058) (Loop 20 Extension) Revised Environmental Scope of Services, consisting of additions and deletions of tasks from the Scope of Services to be provided by the Engineer for Environmental Services.  These revisions to the scope of services result in a net zero to the Engineer's fee for the performance of these services.  And have the County Judge sign all relevant documents.
