Vasquez, PH.D. Desi A. Vasquez, PH.D., shall provide mental health care services; substance abuse screening, mental health assessment, group therapy, no less than Ten (10) parenting therapy sessions, no less than Twenty-Six (26) anger management therapy sessions, coaching, cognitive and life skills therapy sessions, substance abuse individual and group treatment/therapy recommendations The agreement provides that compensation will not exceed $15,000 Dollars and authorizing the Webb County Judge to execute all relevant documents. 25.   Discussion and possible action to enter into a professional services agreement for One (1) year commencing September 1, 2014 thru August 31, 2015 between Webb County, on behalf of the 341st and 406th Judicial Adult Drug Program and Webb County Community Supervision and Corrections Department (CSCD).  CSCD will provide a Certified Lab Technician responsible for storing, securing and testing all questionable urine analysis specimens collected for the following substance(s):  marijuana, cocaine, opiates, benzodiazepine, and synthetic drugs. The agreement provides that compensation will not exceed $15.00 dollars per urine analysis, and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. 26.   Discussion and possible action to enter into a professional services agreement for One (1) year commencing September 1, 2014 thru August 31, 2015 between Webb County, on behalf of the 341st and 406th Judicial Adult Drug Program and Advance Computer Technologies, LLC. Advance Computer Technologies, LLC. will provide computer software license, maintenance and support services. The agreement provides that compensation will not exceed $12,500.000 dollars annually, which shall be payable in full upon execution and authorizing the Webb County Judge to execute all relevant documents. 27.   Discussion and possible action to approve and enter into a Two (2) year subscription by and between Webb County for the Webb County Head Start Program and Child Plus.net Professional Head Start Management Software. ChildPlus.net will allow Head Start to track performance standards. The subscription is free for Two (2) years on a trial basis then the court will consider utilizing and purchasing the software for future years and authorizing the County Judge to sign and execute all relevant documents. 28.   Discussion and possible action to accept the dedication of One (1) roadway right-of-way easement out of  Huisache Cattle Co. Ltd., from Simon Development, Ltd, a Texas Limited Liability Partnership, by: Gene S. 34.   Discussion and possible action to authorize the acceptance of a Mental Health Law Enforcement Service Improvements Project grant (CJD Grant No. 2758701) from the Office of the Governor Criminal Justice Division in the amount of $48,663.63 for training, equipment, and supplies to provide enhanced mental health law enforcement services in the Laredo/Webb County area, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto.  This grant does not require any match. 
 
35.   Discussion and possible action to authorize the acceptance of an Operation Border Star (CJD Grant No. 1979008) from the Office of the Governor Criminal Justice Division in the amount of $48,663.65 for the salary and fringe benefits of a deputy/certified peace officer to provide enhanced patrol for increased border security in the Laredo/Webb County area, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto.  This grant does not require any match.

Public Hearing in accordance with Section 288.151, Chapter 288, Health and Safety Code to establish the mandatory payment rate the Webb County Health Care Funding District Commission intends to require from local institutional health care providers (hospitals) during Fiscal Year 2014-2015 with deliberation regarding how the revenue derived from those payments is to be spent; and any matters incident thereto. Notice of the Public Hearing was published in a newspaper of general circulation (Laredo Morning Times) on Friday, October 3, 2014.

60.   Discussion and possible action to approve and adopt an Order establishing the mandatory payment rate and amount required from local institutional health care providers (hospitals) in order to generate revenue that will be used to provide the nonfederal share of the Medicaid Supplemental Payment Program in accordance with Section 288.201, Chapter 288, Health and Safety Code; and any other matters incident thereto. The mandatory payment may not exceed Six percent (6%) of the aggregate net patient revenue of all paying hospitals in the district.
 
61.   Discussion and possible action to authorize Inter-Governmental Transfers (IGT) to the State of Texas in connection with the Texas Healthcare Transformation and Quality Improvement Program/1115 Waiver via the Local Provider Participation Fund; and any other matters incident thereto.
