7.    Discussion and possible action to proclaim April as Head Start Month in Webb County. [Requested by Aliza F. Oliveros, Webb County Headstart Director]
 
8.   Discussion and possible action to approve a Resolution for the Laredo of Tomorrow Coalition whose mission  is to work with the citizens of Laredo/Webb County to develop a healthier, better educated community committed to improving their quality of life. 
 
9.   Status report by county staff regarding the selection process for the appointment of Four (4) members to the Webb County-City of Laredo Regional Mobility Authority Board of Directors of the RMA; and any other matters incident thereto.
 
10.   Discussion and possible action to accept $1.5 million State of Texas appropriation.  Funds will be dispersed through the Texas Forest Service in split amounts of $750,000.00 each for FY 2013-2014 and FY 2014-2015 respectively. The Webb County Volunteer Fire Department will utilize these funds to complete the purchase of vehicles and equipment for the department.  Cash match from Webb County is not required. 13.   Discussion and possible action to accept base materials donated by Nido Ranch to Road and Bridge and grant them access to remove said material.

15.   Discussion and possible action to rescind the action taken on September 23, 2013 at the Commissioners Court budget meeting to change the description and pay of Slot #1965, Office Clerk in the Facilities department and to leave said Slot as currently described and at the current rate and to transfer the budgeted difference in pay to Account #603-0101-8801 (Capital Outlay). 17.   Status report from the Webb County Attorney’s Office regarding case entitled Corina Cruz and Adrianna Herrera, Civil Action No. 5:13-CV-121, pending in the United States District Court, Southern District, Laredo Division and possible action to approve implementing a plan to create a Webb County policy for accommodating deaf individuals in court proceedings and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto.
 
18.   Discussion and possible action to enter into a Memorandum of Understanding between the Texas Health and Human Services Commission and the Webb County Indigent Health Care Services Department. The term of this agreement is effective from the date of execution through February 28, 2016 and may be extended by mutual agreement. The purpose of the Memorandum of Understanding is to assist with online community-based application assistance in connection with the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medical, Long-Term Care Services program (LTCs Health Insurance Programs (CHIP), and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Requested by Nancy Cadena, Webb County Indigent Health Care Services Director]
 
 
19.   Discussion and possible action to enter into a Memorandum of Understanding between Webb County Head Start and the Laredo Independent School District to establish the terms and conditions under which Laredo Independent School District and Webb County Head Start will share in the operation and monitoring of Four (4) full day pre-kindergarten classrooms at Sanchez-Ochoa Elementary School. The agreement will become effective on the date of Laredo Independent School District Board of Trustees approval and will remain in effect through August 31, 2019.  This project will establish collaborative pre-kindergarten classrooms with certified teachers from Laredo Independent School District and teacher assistants from Webb County Head Start that will serve both Three (3) and Four (4)-year-old children who meet the eligibility requirements for pre-kindergarten enrollment as determined by the Laredo Independent School District and Webb County Head Start enrollment guidelines, and any other matters incident thereto.

21.   Discussion and possible action to approve a design/build construction contract by and between Webb County and Davila Construction, Inc., for the building design, partial building demolition,  and clean-up, building renovations, and construction improvements to the South Laredo Webb County Community Supervision and Corrections Dept./Police Athletic League (P.A.L.) Office Building renovations in the sum not to exceed $800,000.00. [Fund #742]
 

 
22.   Discussion and possible action to approve a Memorandum of Understanding by and between Webb County Head Start/Early Head Start Program and the Pregnancy, Education, and Parenting (PEP) Program, beginning March 24, 2014 and ending March 23, 2015, in order to provide comprehensive early infancy, child care and developmental and early educational services, as well as health and mental screenings to low income pregnant women, and children from newborn thru Five (5) years of age.

23.   Discussion and possible action to approve the purchase of Uniforms from Nardis Public Safety GSA #GS-07F0596T in the amount of $185,000.00 for the Webb County Sheriff's Office pursuant to: Subchapter F Cooperative Purchasing program Section 271.101, 271.102, Subchapter G, Purchase Federal Schedule Sources of Supply; Section 271.03, Texas Local Government Code and authorizing the County Judge to execute all relevant documents.  [Accounts  #001-2001-6202, #001-2060-6202, #001-2005-6202, #001-2600-6202]
 
24.   Discussion and possible action to approve the submission of a grant application to the Bureau of Justice Assistance (BJA) for a Fiscal Year 2014 State Criminal Alien Assistance Program (SCAAP) for the reimbursement of the costs associated with undocumented criminal aliens incarcerated at the Webb County jail; and designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.  This grant is a reimbursement of costs already incurred at the Webb County jail and thus does not require any cash match.
 
25.   Discussion and possible action to authorize payment to Ramsa Electromechanics, Inc. for emergency generator repairs needed for the Webb County Sheriff's Mobile Command Unit in the amount of $2,600.00. Purchase process was not followed due to emergency call.  [Account #001-2001-6403]

29.   Discussion and possible action to authorize the purchasing agent to solicit bids for One (1) 2014 customized 'HotShot' vehicle for the Webb County Community Action Agency Meals On Wheels Program as pursuant to Sections 271.101 and 271.102, Subchapter F. Cooperative Purchasing Program Contract Buy Board #358-10 Texas Local Government Code in the amount not to exceed $40,000.00. [Accounts #001-0112-7200-04 and  #952-4216-8801]
 
Economic Development
 
30.   Discussion and possible action to proclaim April 2014 as the 46th Anniversary of Fair Housing Month and April 7th–11th 2014 as Fair Housing Week and designating the Webb County Community Action  Agency responsible for monitoring Fair Housing in Webb County. This action will have no impact to the County General Fund.
 
 
Engineer
 
31.   Discussion and possible action to approve the repairs and maintenance of the last Two (2) pending media filters, number 3 and 4 by Leopold, equipment repairs is exempt from competitive bidding under Texas Local Government Code 262.024 (a) (11), in the amount of $165,353.00.  Filter #4 will require a new under drain, pneumatic tubing to the filter control valves and media replacement.  Filter #3 will require the replacement of the media.  Leopold is presently completing repairs of filters 1 and 2, which is Phase I of the Four (4) media filter repairs at the Rio Bravo Water Treatment Plant.
 
32.   Discussion and possible action to accept the County Engineer's and the Bruni Rural Water Supply Corporation Board Member's recommendation to accept the cost estimates for the Chemical Analysis from AnaLab and cost proposal from Norris Leal Engineers for Engineering Services for the Bruni Water Filtering System (Arsenic Removal Water System) Project in the amount of $40,804.00.  The funds were contributed by Whitetail Wind Energy, LLC for the purpose of installing a water filtering system (Arsenic Removal Water System) in Bruni, Texas for the Rural Water Supply Corporation.

36.   Discussion and possible action to approve the reimbursement of funds to the Utilities Department for the repair of equipment (motors, pumps, blowers and other equipment) in the amount of $84,445.40.  We are also requesting additional funds in the amount of $209,578.17 for the pending repairs to equipment at the Wastewater Plant, the Water Plant/Waster Distribution Plant and Colorado Acres.  In addition, $230,000.00 for the purchase of critical pumps needed in El Cenizo, Rio Bravo and the Detention Center.  Total amount requested $524,023.57. 37.   Discussion and possible action to approve a maintenance cleaning program for the sedimentation basin at the Rio Bravo Water Treatment Plant and to clean the Lift Station wet wells for the Wastewater Collection System and to dispose of waste material in a manner approved by the Texas Commission on Environmental Quality (TCEQ) to the lowest bidder, Nick Benavides Environmental Services in the amount of $3,500.00 per event (up to five times this year).
