13.   Discussion and possible action to approve the delinquent tax collection contract between Webb County and the Law Offices of Javier Montemayor, Jr. Tax Collections, P.C.  for a proposed Three (3) year term, effective November 10, 2014; and any other matters incident thereto. 
 
14.   Discussion and possible action to approve a right of way easement to AEP Texas Central Company for electric distribution lines, and any other necessary appurtenances, over, under and across the following described land (Easement Area): A 10 foot wide easement lying wholly within a portion of a City of Laredo 20.0177 acre tract of land as recorded in volume 1614, Pages 520-530, Official Public Records of Webb County, Texas; and authorizing the County Judge to sign all relevant documents.
 
15.   Presentation by court administrator regarding proposed plan of action for county departments under the purview of commissioners court in an effort to streamline the exchange of information and allowing for efficient management of all county programs, projects and services.

17.   Discussion and possible action to approve a Memorandum of Understanding (MOU) between U.S. Immigration and Customs Enforcement Homeland Security Investigations and the Webb County Attorney's Office under Title 19, United States Code (U.S.C.), Section 140 (i); 19 U.S.C. § 1589a. The M.O.U. will allow certain employees of the Webb County Attorney's Office to be designated as customs officers, without additonal compensation, to perform such duties and authorizing the Webb County Judge to execute all relevant documents.
 
 
18.   Discussion and possible action to enter into a Lease-Purchase and Maintenance Agreement with Key Government Finance, Inc. for internet security software (Websense) for a term of Three (3) years that shall commence on November 1, 2014 and expire on October 31, 2017, with a total cost of Eighty Thousand Seven Hundred Twenty Dollars and Fifty-One Cents ($80,720.51), pursuant to Sections 271.101 and 271.102, Subchapter F., Cooperative purchasing Program, U.S. Communities IT Products and Services (#4400001195) (RQ09-997736-42B), and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 19.   Discussion and possible action to purchase a computer software upgrade with Insight Public Sector, Inc. who will provide services for a necessary upgrade for all Microsoft Exchange servers with a total cost of Eleven Thousand Six Hundred Dollars ($11,600.00), pursuant to Sections 271.101 and 271.102, Subchapter F., Cooperative Purchasing Program, DIR-SDD1962, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 23.   Discussion and possible action to approve an agreement with the Executive Office for the Organized Crime Drug Enforcement Task Forces for payment of overtime associated with Constable Harold Devally' s, Pct. 4, Deputy assigned to the DEA Task Force. The fringe benefits of $4,254.58 will be covered by Constable Pct. 4 Federal Forfeiture Fund #171-2502-3351.

24.   Discussion and possible action to recommend approval to write off and remove personal property taxes owed by Miracle Candle Company, to Webb County, from the Webb County, Texas tax rolls, all base tax, penalties and interest accrued on Webb County Tax Account #800-13000-750, in the total sum of $123,614.16 (November, 2014 amount) for tax years 2006, 2007, 2008, as per Final Report of the U.S. Bankruptcy Court, and the Chapter 7 Bankruptcy Petition and Order for Debtor, Miracle Candle Company in Cause No. 07-50227-L2-7, in the U.S. Bankruptcy Court, Southern District of Texas.

31.   Discussion and possible action to amend the contract agreement with Crane Engineering as per RFQ 2014-101 "Annual Contract for Boundary Surveyor" Phase II, in the amount of $11,250.00.  This is being requested due to Eight (8) additional surveys deemed necessary for the Roadway Right-of-Way acquisition in La Presa Subdivision.  Right-of-Way acquisition Bond Series 2006 will be used to pay for these services. 32.   Discussion and possible action to authorize the County Engineer to submit an application to the Texas Water Development Board (TWDB) Drinking Water State Revolving Fund (DWSRF) Fiscal Year 2014-2015.  The DWSRF provides financing opportunities which will assist the County of Webb with reducing its project costs.  Project Information Form Number 10488, Planning & Design-Water Systems Improvements Project, Eligible Project Costs $8,535,625.50.
 
33.   Discussion and possible action to authorize the County Engineer to submit an application to the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF) Fiscal Year 2014-2015.  The CWSRF provides financing opportunities which will assist the County of Webb with reducing its project costs.  Project information Form Number 10484, Planning, Design & Construction-Waste Water Improvements, Eligible Project Costs $7,490,966.00.
 
34.   Discussion and possible action to approve the following transfers for the Utilities Department to pay for repairs to the ammonia storage tanks, to replace two pumps and to repair and replace parts to the chlorination and ammonia equipment previously approved by Commissioners Court on August 11, 2014:

38.   Discussion and possible action to approve new water and wastewater rates as recommended by Consultant in the Rate Study providing for compliance with settlement agreement established by customers of the Webb County Rio Bravo Water Treatment Plant; with additional action to request a public hearing, if necessary, to provide Notice of the proposed increases. Proposed action will provide for funding of Ten (10) year Capital Improvement Plan along with the phased elimination of the General Fund Subsidy; and, providing for funding of a Ten (10) year operation forecast cost; and any other matters incident thereto.
 
39.   Discussion and possible action to authorize the in-house paving of Webb County property located at 801 Zaragoza, adjacent to the American Legion Post 59. Project will be done by Road & Bridge Department with existing equipment and may not exceed $30,000.00. Parking lot will be used for additional parking for the Border Heritage Museum. 43.   Discussion and possible action to approve a Resolution supporting the inclusion of the Webb County Indigent Health Care Services Department in the creation of a health care consortium with the following providers: Texas Health & Human Services - Office of Border Affairs, Mercy Ministries of Laredo, The Rio Grande Border Area Health Education Center (MRGB AHEC), Gateway Community Health Center, and BCFS-Health and Human Services for the submission of a Rural Health Care Services Outreach Program grant application; and any other matters incident thereto.
 
44.   Discussion and possible action to approve an Order authorizing the Webb County Indigent Health Care Program (CIHCP) to include Ambulatory Surgical Center (ASC) services as a covered Optional Service effective immediately. This would allow eligible program clients to have medically necessary procedures performed at surgical centers at the discretion of their medical provider; and any other matters incident thereto.
