7.   Discussion and possible action to approve the distribution of funds to United Independent School District, Laredo Independent School District, and Webb Consolidated School District in the amount of Sixty-Two Thousand Nine Hundred Eighty-Three and Twenty-Two Cents ($62,983.22) from the permanent reserve fund balance of the Webb County school lands and is to be distributed on a Scholastic Basis as determined by the Texas Education Association (TEA); and any other matters incident thereto.
 
8.   Status report on the Request for Qualifications for residential substance abuse treatment services for the Webb County Youth Village Rehabilitation Center.  Services will be provided to adolescent males aged 13-17 years of age and will consist of screening, assessment, individual counseling, group counseling, and drug education. 19.   Discussion and possible action to update a previously conducted feasibility study for the future expansion, renovation or demolition of the county Tex Mex Building, for the purpose of providing additional county office space and parking  in the downtown area; and any other matters incident thereto.

24.   Discussion and possible action to enter into a Thirty-Six (36) month Lease Agreement and Maintenance Agreement  between Toshiba Business Solutions and Webb County for Commissioners Court Executive Administrator for a E-Studio 3555c Copier at a cost of Two Hundred Thirty-Six Dollars and Seventy-Three cents ($236.73) per month for total amount of Eight Thousand Five Hundred Twenty-Two Dollars and Twenty-Eight cents ($8,522.28) and a maintenance cost of $0.042 per page monthly pursuant to Sections 271.101 and 271.10, Subchapter F; Cooperative Purchasing Program; Texas Local Government Code, Texas IR Contract DIR-SDD-1686, subject to annual budget appropriation and authorizing County Judge to sign and execute all relevant documents. 26.   Discussion and possible action to authorize the submission of a grant application to the NRA Foundation estimated at $15,000 for archery equipment, accessories, safety gear, and other supplies for youth programs at the Webb County Sheriff's Office and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any match. 
 
27.   Discussion and possible action to approve a reimbursement agreement between Webb County Sheriff's Office and the United States Marshals Services for overtime expenses for performance period October 2014 through September 2015 for an amount not to exceed $12,000.00, in support of Joint Law Enforcement Operations - Project JLEOTFS4. Cash match for fringe benefits will be covered by State forfeiture funds. [Fund #168]

34.   Discussion and possible action to authorize Webb County Community Action Agency to solicit bids for CDL Truck Driver Training classes. This project is funded through the Community Services Block Grant (CSBG) Fiscal Year 2015. There will be no impact on the General Fund.

35.   Discussion and possible action to authorize the Purchasing Agent to solicit request for proposals for “Colorado Acres New Non-Coin Dispenser Units” for replacement of existing Coin operated Dispensing Unit Stations at Colorado Acres (Las Lomas) with newly constructed water points complete with new dispensing panels and software that do not require coins for operation.
 
 
36.   Discussion with possible action to set the dates for public hearings on the proposed increase in water and wastewater rates for the Webb County Water Utility Department on December 1st and 5th, 2014 at El Cenizo and Rio Bravo respectively.
 
 
37.   Discussion with possible action authorizing the Water Utilities Department to acquire Nine (9) cell phones for business use utilizing operational accounts and providing for communication within employees during normal business hours as well as on-call services. [Account #801-3001-6004]

42.   Discussion and possible action to authorize the Economic Development Department to develop a Fiscal Year 2014 Assistance to Firefighters Grant (AFG) Application to the U.S. Department of Homeland Security. The purpose of the application is to assist the Webb County Volunteer Fire Department via the purchase of a brush truck for emergency response situations. This proposed action will require a Five percent (5%) cash match to be drawn from the Webb County Volunteer Fire Department’s budget; this amount shall not exceed the sum of NINE THOUSAND THREE HUNDRED DOLLARS ($9,300.00).
