12.   Discussion and clarification from county staff regarding procedures which led to title change to Slot #2290 "Director of Precinct 1 Community Centers" to "Community Events Coordinator" and granting of civil service coverage to the previously excluded position.  Discussion should include the process or authority for a department head or elected official to request that the Webb County Civil Service Commission not only change position titles but determine without Commissioners Court approval or knowledge whether a position previously granted an exclusion from civil service coverage can now be reclassified as covered by civil service.

14.   Discussion and possible action to accept a donation in the amount of $1,000.00 from UnitedHealthCare to the Larga Vista Community Center, to be deposited into Account #001-6103-6219-2, Goods for Public Events, for use for a Christmas Toy Giveaway, scheduled for December 18th, 2014.  [Requested by Greg Araiza, Director, Larga Vista Community Center]
 
15.   Discussion and possible action to authorize a tax abatement agreement under the Webb County Neighborhood Empowerment Zone (NEZ), Number One Program for the following residential and commercial properties as approved by the City of Laredo, and in accordance to the previously adopted NEZ Webb County Policy and Basic Incentive Guidelines.  This agreement will be for abating taxes on new improvements only, for the purpose of economic development.  Tax abatement amount will be determined on total construction costs; and authorizing the County Judge to sign all relevant documents. [Requested by Juan Vargas, Executive Director, Economic Development Department]

16.   Discussion and possible action to issue a “Certificate of No Plat Required” pursuant to Section 232.0015(f), Texas Local Government Code and Section XVI.1.B (2), Webb County Subdivision Regulations to that certain tract of land subdivided into tracts known as the Simeon Park Partition, Phases I and II containing approximately 558.28 acres more or less, being out of and part of an 819.16 acre tract contained in that certain deed recorded in Volume 3661, Pages 155-66 of the Official Public Records of Webb County; as reviewed and recommended for approval by the Webb County Planning Director.

17.   Discussion and possible action to cancel the Commissioner’s Court meeting scheduled for December 22, 2014 at 9:00 a.m. due to scheduling conflicts and holiday; and any other matters incident thereto.
 
18.   Discussion and possible action to adopt the State Legislative Agenda 2015 for Webb County as recommended by the Legislative Affairs Committee; and to authorize the County Judge to execute a Resolution recognizing the official action of Commissioners Court; and any other matter incident thereto.

19.   Discussion and possible action to approve a Memorandum of Agreement between Laredo Independent School District and Webb County Head Start/Early Head Start to improve the quality of services for Webb County children ages 0 through age 5 and their families. There will be no impact on the County budget. Children impacted will be Laredo, El Cenizo and Rio Bravo Texas and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 24.   Discussion and possible action to approve an advertising agreement between Gray Television Group, Inc. and Webb County for the Sheriff's Office in an amount not to exceed $2,500 per month, effective January 1, 2015 through December 31, 2015 for law enforcement service announcements. 25.   Discussion and possible action to approve renewal fees for COPsync, Inc. in the amount of $56,203.20 for 72 users from the Webb County Sheriff’s Office solely for law enforcement use related to COPsync 911 services and connectivity with other law enforcement agencies on COPsync network in accordance with the Texas Local Government Code; Section 262.024 (Discretionary Exemption) (7)(A) and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. 33.   Discussion and possible action to approve conducting Category "B" Elections to fill current vacancy as per the Governing Regulations of the Advisory Board of the Webb County Community Action Agency. (The Advisory Board shall be composed of membership that complies with the Community Services Block Grant-Texas Administrative Code Rule-Chapter 5 Rule 5.215). Election will be held on Wednesday, December 10, 2014, for a Representative and Alternate for Area IV-Azteca-Guadalupe in 4420 Santa Maria Road from 10:00 a.m. to 11:00 a.m. 
 
34.   Discussion and possible action to authorize the release of the 10% retainage payment ($6,000) to Habitat for Humanity of Laredo for the construction project located at 2319 Severita Lane, Tierra Prometida, HWY 359, under the Self-Help Center New Construction Program. To be paid from grant funds, Account #508-2311. This action will not impact the County's General Fund.
 
35.   Discussion and possible action to accept the recommendation of the Webb County Community Action Agency (CAA) Advisory Board Program Evaluation Committee to approve the following Texas Department of Housing and Community Affairs-Community Services Block Grant (CSBG) Program client tracking system software Service Provider bids and authorize the County Judge to sign all relevant documents pertaining to this contract. This action will not impact the General Fund. 
 
             
36.   Discussion and possible action to accept the recommendation of the Webb County Community Action Agency (CAA) Advisory Board Program Evaluation Committee to approve/deny the "Service Provider" contractor for the Texas Department of Housing and Community Affairs (TDHCA)-Program Year 2015 Comprehensive Energy Assistance Program (CEAP)-Crisis Heating and Cooling Component and authorize the County Judge to sign all relevant documents pertaining to this contract; and any other matters incident thereto. This action will not impact the General Fund.
 
Economic Development
 
37.   Discussion and possible action to authorize the development and submission of a Texas Community Development Block Grant application to the Texas Department of Agriculture for the Community Developmnent (CD) Program in an amount not to exceed Three Hundred Thousand Dollars ($300,000.00) for water system improvements for rural areas located along US Highway 59; and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the Community Development Program.

38.   Discussion and possible action to designate Laura Govea as the Webb County Americans with Disabilities Act/Emergency Management Coordinator as Chair of the Emergency Management Committee that was formed by Commissioners Court on October 27, 2014.
 
39.   Discussion and possible action requesting title change and declassification of Slot #1901-Water Plant Supervisor to Slot #1901-Plant Operator I; and any other matters incident thereto. Proposal for Civil Service consideration. [Account #801-3002-5001]
 
40.   Discussion and possible action to approve a Fifteen foot (15') Utility Easement and access to the City of Laredo, for a water line that completes the required fire loop for this site. Easement is contained in Lot 1 of Block 1 of Las Blancas Subdivision Unit 2; and authorizing the County Judge to execute all necessary documents.
 
 
41.   Discussion and possible action to authorize the Purchasing Agent to procure Circular Charts and required instrumentation from Sendero South, in the amount of $16,500.00 to be used as secondary backup in case the Supervisory Control And Data Acquisition (SCADA) system fails at the Rio Bravo Water Plant. [Sec. 262.024. DISCRETIONARY EXEMPTIONS.
