7.   Presentation by Veronica Castillon, President of the Washington’s Birthday Celebration Association (WBCA), regarding the upcoming WBCA events with presentation of the 2015 WBCA poster to the Webb County Judge and Commissioners Court.
 
8.   Presentation by Victor M. Garcia, President of Laredo Main Street Organization, regarding the upcoming UETA Jamboozie Festival with personal invitations for the Webb County Judge and Commissioners Court along with discussion and possible action to proclaim the day of January 31, 2015 as “UETA Jamboozie Day” in Webb County, Texas.
 
9.   Discussion and possible action to adopt by Resolution and Order an amendment to Webb County’s 2015 State Legislative Agenda to include a request for support of legislative initiatives to eliminate abuses of the “Dealer’s Heavy Equipment Inventory; Value” promulgated by Section 23.1241, Tax Code to ensure such exceptions are constitutional, equitable, and do not result in undue burdens to local property taxpayers nor local governments whose budgets are primarily restricted to property tax revenue streams.
 
10.   Discussion and possible action to collaborate with the City of Laredo and jointly develop a Memorandum of Understanding in an effort to work in partnership and provide services that will promote the health, safety and welfare of the community; and any other matters incident thereto. 11.   Discussion and possible action to approve changes to the commissioners court meeting agenda item format by scheduling all presentation and recognition items at the end of the agenda or in an afternoon session. This will allow the Court to address all county business items first and will help streamline the agenda meeting for elected officials and department heads.   

 
12.   Discussion and possible action to formally accept the letter of resignation of Justice of the Peace Pct. 2 Pl. 2 Ricardo Rangel, effective January 1, 2015; and to discuss and initiate a process in which to designate a replacement; and any other matters incident thereto.

14.   Discussion and possible action to approve the appointment of Mr. Onyx Benavides to the Planning Advisory Board, effective January 12, 2015 as the County Judge's representative.

24.   Discussion and possible action to enter into a lease agreement for Five (5) years from January 8, 2015 to January 7, 2020 between Webb County Head Start Program and the City of Laredo for the property known as 2802 McDonnell Ave. for a monthly amount of FIVE HUNDRED AND FIFTY DOLLARS ($550.00) and a total amount of THIRTY-THREE THOUSAND DOLLARS ($33,000.00), subject to annual budget appropriation and authorizing the County Judge to sign and execute all relevant documents. 25.   Discussion and possible action to enter into an amended agreement with Sames  Motor company to act as an agent of the Tax Assessor-Collector in the issuance of motor vehicle license validation stickers and license plates and for application for new vehicle titles. The agreement shall commence on receipt by Webb County of bond or cash deposit and continue for Three (3) years, and authorizing the County Judge to sign all relevant documents.
 
 
26.   Discussion and possible action to enter into an amended agreement with HEB Grocery Company, LP to act as an agent of the Tax Assessor-Collector in the issuance of motor vehicle license validation stickers and license plates and for application for new vehicle titles. The agreement shall commence on receipt by Webb County of bond or cash deposit and continue for Three (3) years, and authorizing the County Judge to sign all relevant documents.
 
 
27.   Discussion and possible action to enter into an amended agreement with Paul Young Company/Family Nissan of Laredo to act as an agent of the tax assessor-collector in the issuance of motor vehicle license validation stickers and license plates and for application for new vehicle titles. The agreement shall commence on receipt by Webb County of bond or cash deposit and continue for  three (3) year, and authorizing the County judge to sign all relevant documents.
 
 
             
28.   Discussion and possible action to approve a contract between Webb County, on behalf of Webb County Community Action Agency and Capluck, Inc. (CAP60) for purchase and implementation of client-tracking software for social services and case management services at the Webb County Community Action Agency. The contract price is Five Thousand Three Hundred Dollars ($5,300) and includes the purchase of the software, installation, licensing of the software and on-line training. Funding shall be provided from the Texas Department of Housing & Community Affairs (TDHCA) 2014 Community Social Services Block Grant (CSBG) Program and authorize the County Judge to sign all relevant documents. 29.   Discussion and possible action to approve a Five (5) year commercial property lease agreement for the use of a portion of the Webb County Golf Course Clubhouse Restaurant/Bar Area, at a flat monthly rental rate of Five Thousand Dollars ($5,000.00) per month, commencing January 13, 2015, by and between Webb County, Texas and Blue Chip Catering, Inc., Webb County, Texas, as Lessee.
 
30.   Discussion and possible action to approve an engineering contract (Request for Qualifications #2014-008) between Webb County and Porras Nance Engineering for the Webb County Hwy 59 Colonias - Hydrologic & Hydraulic Analyses and Master Drainage Plan and to provide professional engineering and surveying services to prepare a detailed Hydrologic and Hydraulic (H&H) study on the sections of the Becerra Creek that traverse the local Colonias in the amount of $332,160. [Requested by Rhonda Tiffin, Webb County Planning Director; Account #748-0102-8706]
 
31.   Discussion and possible action to enter into a Subscription Agreement and Plan Amendment for the Webb County Law Library with Lexis Nexis (April 6, 2015 to May 31, 2016) with no monthly payments due under the contract until June 1, 2015 to May 31, 2016 at a monthly rate of ONE THOUSAND TWENTY-SIX DOLLARS ($1,026.00), subject to annual budget appropriation and authorizing the County Judge to sign all relevant documents. 34.   Discussion and possible action to authorize the acceptance of an Internet Crimes Against Children (ICAC) grant award (OAG Grant No. 1557131) from the Office of the Texas Attorney General (OAG) in the amount of $6,218 for needed supplies for the Webb County Sheriff's Office cyber crimes unit and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any match.
 
35.   Discussion and possible action to approve an advertising contract with Lamar Advertising of Laredo (RFP #2015-31) for service dates January 27, 2015 through July 3, 2015 for a monthly amount of $1,500.00 per month and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 36.   Discussion and possible action to approve an intergovernmental agreement renewal between Webb County and Zapata County for the housing of Webb County inmates at a rate of $40.00 per day per inmate effective January 1, 2015 through September 30, 2015 and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 39.   Discussion and possible action to rescind lease agreement between OD Security North America and Webb County and award a Finance Contract between Government Capital Corporation (GCC) and Webb County for the acquisition of a 2014 Full Body Security Scanning System for the Webb County Jail for an amount not to exceed $115,282.95 to be paid on a monthly basis at $2,175.15 per month, effective February 1, 2015 and terminating on June 1, 2019 and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. 42.   Discussion and possible action to accept the filing of the transcript/certificate as per Senate Bill 546 of the 83rd Regular Legislative session requires the County Tax Assessor-Collector to successfully complete 20 hours of continuing education annually. This transcript/certificate is evidence of compliance with Texas Property Tax Code Section 6.231 (d), and MUST be filed for record with Commissioners Court.

43.   Discussion and possible action to approve the purchase of Seventy (70) gift cards in the amount of $25.00 each to be given out to employees, as incentive for the Wellness Program to promote county employee health and morale. Purchase not to exceed a total of One Thousand Seven Hundred Fifty Dollars ($1,750.00). 47.   Discussion and possible action to approve Community Action Agency Request for Payment #1 in the amount of One Thousand Nine Hundred Forty Dollars and Eighty Cents ($1,940.80) to Gateway Air Conditioning for replacement of HVAC components in accordance with the Texas Department of Housing and Community Affairs (TDHCA) - Program Year  2014 Comprehensive Energy Assistance Program (CEAP)- Crisis Heating and Cooling Component " Service Provider" contract. This payment will have no impact on the General Fund.
 
48.   Discussion and possible action to enter into contract amendment Number One (1) to the Rural Transportation State fund grant agreement No. RUR 1502 (22) with the State of Texas, acting through the Texas Department of Transportation, wherein Webb County accepts transfer of ONE HUNDRED TWENTY-SEVEN THOUSAND FOUR HUNDRED TWO DOLLARS ($127,402.00) from project administration to operating; replacing budget page with no adjustment on original grant amount of TWO HUNDRED SIXTY THOUSAND SIXTEEN DOLLARS ($260,016.00) for the El Aguila Rural Transportation Program and authorizing the County Judge to sign all relevant documents.
 
             
49.   Discussion and possible action to pass a Resolution designating the Honorable Tano E. Tijerina, Webb County Judge and the Honorable Rosaura "Wawi" Tijerina, Webb County Commissioner Precinct 2, as "Depository/Authorized Signatories" for draw requests for Texas Department of Housing and Community Affairs, Self-Help Center Program, Contract Number 712003.
