Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose or destroy property that cannot be sold through public auction because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments and make room for future assets replacing salvage or surplus items no longer needed. |

Discussion and possible action to approve, and apply AETNA Wellness Funds received and approved by the Court on April 12, 2021, to pay a supplement to 3 Risk Management Employees who are rotating through the Wellness/Clinical Operations Program and serve as Certified Red Cross Instructors in Cardio-Pulmonary Resuscitation, First Aid, and the use of the Automatic External Defibrillator. The employees rotate through the clinic to maintain their clinical skills and serve as County wide instructors, as well as pursuing to be certified as First Responders aiding in providing their expertise as Licensed Texas Multi-Line Adjusters (Texas Department of Insurance) while responding to aid in the repairs of all Webb County Assets in conjunction with Building Maintenance. Said integration will allow Risk Management to work in tandem with emergency services and Building Maintenance allowing for quicker response to repair and or address safety concerns, as well as providing emergency first aid to all teams responding to damage control/repair should they be needed. Issue: A Webb County Medical and Wellness Clinic was approved by the Court with a focus to provide accessible basic health care for all enrolled employees and their dependents. The clinic has seen unprecedented growth with the addition of a medical office assistant, phlebotomy services, and integration of additional services available to all Webb County Employees. The use of Risk Management Personnel merge and integrate multiple functions as the specialized knowledge of claim adjusting, first aid, cardio-pulmonary Resuscitation, claims processing, and in depth knowledge to address safety concerns enhance the response to address critical issues in protecting county assets. The clinic and the use of Risk Management Staff assist in the cost savings plan of the County as all processes are in house with no need to transport, hire, and or bring in specialized personnel. A respectful request is made to the Court for continued support and approval to continue to direct, and enhance services utilizing existing staff as new protocols/programs are initiated and continued growth is expected.
Solution: Approve the supplemental pay to Slot #2461 and Slot #2147 in the amount of $2,500.00 and Slot #3005 in the amount of $3,000.00. The Risk Management Staff annotated will serve the duality of their job duties and serve the clinic, serve as instructors, and serve as the cadre of emergency response to adjust claims as needed in the field in support of Building Maintenance. Approval of supplemental pay to the three positions will have no impact on the general fund as these funds were allocated by AETNA, our health insurance carrier, and accepted by the court for the specific intended purpose of managing and enhancing services to the clinic and all Webb County Employees and their dependents enrolled in our health plan. The court also authorized the County Auditor to establish a ledger account to monitor and certify all funds allocated. The County Auditor has certified the availability of these funds as previously received and approved by the court for this purpose.
Result: The approval of the supplemental pay will allow Risk Management Staff to continue to manage, direct, sustain, and support the clinic and field operations with enhanced programs for the benefit of all Webb County Employees. The focus is to use existing resources with no impact on the general fund as all funds are through the AETNA Wellness Program with the support of the Court. |

Discussion and possible action to authorize Pre-Trial Services to submit a 2023-2024 multi-year grant application to the Texas Commission on Indigent Defense. This is the 3rd year of the multi-year grant to be requested to fund the existing weekend indigent defense coordinator. All the necessary documents have been submitted for review to the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Webb County must provide a cash match of 60% ($13,561.20) for the total project costs of $22,602.00. [Funding source for cash match - General Fund Account #1001-1160-001-463910-005]
Issue: Webb County has implemented a weekend magistrate process at the jail. The Pre-Trial Services Department has been delegated to take charge of the manpower needed to support the appointment of attorneys to indigent offenders that qualify at the front-end to the magistrate process during the weekend. This hinders our limited staff during the regular normal business hours of operation to provide effective, efficient and adequate services to indigent clients.
Solution: The acquisition of the grant funds will offset the Webb County personnel expenses for a period of four years and will provide adequate staffing for the weekend and our normal hours of operations.
Result: Webb County is required to be in compliance with all local and state legislative mandates concerning indigent defense in order to continue to receive funding. |

Issue: The Pueblo Nuevo road project requires material testing services. Currently, Webb County has active material testing contracts in place, but GRANTOR required for an individual RFQ to be solicited for these services and further recommended by the Economic Development Department.

Solution: Approval to purchase Tru-Narc to instantly identify illicit substances in the field and reduce the need for officers to handle potentially lethal narcotics. Vendor has a federal cooperative contract. Meeting all competitive bidding requirements of the State.
