CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

Issue: Texas Department of Housing and Community Affairs (TDHCA) has awarded Amendment No. 1 to Contract Number #58930004003 under the (CEAP Supplemental) Program.
Solution:The court approval will allow Webb County CAA to provide emergency assistance to low-income households of Webb County under the CEAP Supplemental program.
Result: These funds are intended to assist eligible Webb County residents meet their immediate household energy needs. |

Solution: The court approval will allow the Webb County Community Action Agency to provide direct services to eligible low-income residents of Webb County under the CEAP program.
Result: These funds are intended to assist qualifying clients with their immediate home energy expenses. |

A Comprehensive Risk Assessment has been conducted for Community Action Agency Social Services to ensure that the work environment is free from health and safety threats. Issue: By conducting a comprehensive risk assessment we can identify potential hazards and their associated risks.
Solution: Regular checks of the site facilities and equipment will be conducted, employee awareness to safety rules and adherence to security measures.

There is no cash match; and, thus, there is no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: In the past decades, many crime victims, such as victims of sexual assault and domestic violence, were unaware if their respective crime perpetrators were able to post bail and released from the corrections system. In late 1993, one particular victim who had been raped, assaulted, and stalked in Jefferson County was unaware that her former boyfriend had been released and was subsequently ambushed by him after she left work. She was shot Seven (7) times at point blank range and killed on that day, her 21st birthday.
Solution: As a result of community outrage, an automated telephone notification system for crime victims and other concerned citizens was instituted: Victim Information and Notification Everyday (VINE) Service. This nationwide system is funded for Texas counties through the Texas Office of the Attorney General (OAG) and is currently utilized by Webb County.
Result: The crime victims of Laredo/Webb County can enroll in this program and will be provided with automated notification upon an offender’s custody status change, such as release, transfer, and/or relevant district court dates. |

Discussion and possible action to approve the acceptance of the Substance Abuse and Mental Health Administration (SAMHSA) Grant Award #1H79TI085855-01 (Program Announcement 93.243, Funding Opportunity No. TI-23-007) Grants to Expand Substance Use Disorder Treatment Capacity in Adult and Family Treatment Drug Court, in the amount of FOUR HUNDRED THOUSAND DOLLARS ($400,000) per year for a 5-year grant cycle beginning September 30, 2023, for the Webb County Adult Drug Court Program, and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. The acceptance of the grant does not require any kind of match; therefore, there is no impact to the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Webb County Adult Drug Court SAMHSA Grant Application was selected for funding, a Notice of Award was received on 09/08/2023.
Solution: Acceptance of the SAMHSA Webb County Adult Drug Court Program Grant requires Commissioner's Court approval.
Result: if Accepted, the Webb County Adult Drug Court Program will expand substance use disorder treatment and recovery support services to all eligible individuals in Webb County. |

Discussion and possible action to approve the 2024 Formula Grant Indigent Defense Resolution. The purpose of the grant is to maintain quality, cost-effective criminal defense system that meets the needs to the local communities and the requirements of the constitution and state law. Webb County will be eligible to receive a portion of the funding. This is a yearly on-going grant. There will be no impact to the general fund. All required documents were forwarded to the Economic Development Department for review and the solicitation is compliant with the single point of contact procedure. [Requested by Pre-Trial Services]
Issue: The Texas Commission on Indigent Defense offers funding for counties eligible to receive funding through the Formula Grant process.
Solution: Webb County may receive a portion of the Formula Grant depending on the population
Result: This is an on-going grant application that is submitted every year. Webb County has been receiving funding through this grant since my tenure. |

Discussion and possible action to authorize the acceptance of the Fiscal Year 2023-2025 Biennium State Aid and Targeted Grants Contract from the Texas Juvenile Justice Department in the amount of Two Million Five Hundred Fifty Nine Thousand Eight Hundred Ninety Nine Dollars ($2,559,899.00) State Aid; and $26,294.00 Targeted Grant B - Border Children's Justice Project, for the Webb County Juvenile Department. This grant requires a State Aid cash match of Two Hundred Seventeen Thousand Three Hundred Dollars ($217,300.00) from Account #1001-1160-001-463906-005, and Border Project cash match in the amount of Twenty-six Thousand Eight Hundred Ninety Dollars ($26,890.00) from Account #1001-1160-001-463906-015. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The Texas Juvenile Justice Department has made available and offered state financial assistance monies to the Webb County Juvenile Department to assist in the provision of basic juvenile probation services and/or the operation of a pre-adjudication secure detention facility.
Solution: Approval and acceptance of the grant will allow the Webb County Juvenile Probation Department to continue providing, developing, and supporting community-based juvenile probation services and programs and meet program objectives.
Result: Approval of grant will enhance the department's capabilities to expand and supplement services available to and provide for juveniles under the jurisdiction of the juvenile department, assist in reducing delinquency, increase offender accountability, and rehabilitate juvenile offenders through a comprehensive, coordinated, community-based juvenile probation system. |

Amounts are subject to change according to changes in County rates. In the event of such changes, line item transfers will be executed, and a new detailed budget will be submitted for review, and approval of Commissioner's Court. Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose or destroy property that cannot be sold through public auction because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments and make room for future assets replacing salvage or surplus items no longer needed. |

Issue: Properties being proposed for FMV appraisal are being recommended for the future site of Meals on Wheels and the Elderly Nutrition Department Facility. This is an ARPA supported project.
Solution: Authorize the Purchasing Agent to secure statement of qualifications for the professional services being requested by CAA – Meals on Wheels Division.
Result: If approved by Commissioners Court solicitation will be initiated. |

Discussion and possible action to authorize the Purchasing Agent to advertise for Request for Qualifications for Architectural Services for the preparation of design, construction cost estimates, construction documents (CD) for public bidding process and construction phase administrative services throughout the duration of the project until close out for the Community Action Agency – Meals on Wheels Facility and any other matters incident thereto. [Account #2703-5205-001-432001-214 (ARPA Funds)]
Issue: Currently, the building used for the Meals on Wheels Program does not allow for expansion of services, and we cannot meet the rise in demand for this service. This new facility would allow for the program expansion and provide efficient services to better serve the elderly residents in Webb County.
Solution: Authorize the Purchasing Agent to secure Statement of Qualifications from interested firms and return with a recommendation on highest ranking firm based solely on qualifications as per Government Code; §2254 (Professional Service Act).
Result: A successful respondent will be awarded these professional services to start design and compete CD for future bidding to construct / renovate facility selected by Webb County Commissioners Court. |

Issue: Webb County benefits from online marketplace vendors that provide value pricing on various items.
Solution: Utilizing national cooperative pricing through online marketplace vendors is a mechanism in providing Webb County better costs and value for items purchased utilizing public funds.
Result: Authorizing the Purchasing Agent to use national co-ops for online marketplace purchases which have met the competitive bidding requirements of the state. |
