The reclassification is from SAMHSA Grant 1H79TI081049-01 (TI-18-008) to DOJ OJJDP Grant (Award number 15PJDP-23-GG-00869-DGCT) effective October 1, 2023.
Issue: The DOJ awarded grant allows for Webb County Court-at-Law II to establish a Juvenile Drug Treatment Court. The Court previously approved the filling of Case Manager slot.
Solution: The court approved the reclassification and modification of the slot to transfer employee from SAMHSA DWI Court grant to DOJ Juvenile Drug Treatment Court Grant.
Result: Fill the Juvenile Drug Treatment Court Program Case Manager role to effectively begin provided services. |

The Fiscal Year 2023-2024 budget includes an increase in the salary for the Project Director Slot, and salary increase for the Case Manager slot. Both of these positions do not fall under the County’s Wage Plan, and are funded 100% by grant funds. Both positions are also subject to annual evaluations by the Department Head, and are entitled to additional increases under the grant. There will be no impact to the General Fund. Issue: In response to the notorious shooting incident of police officers on July 7th, 2016, the Texas governor and Texas legislature authorized legislation that would assist local agencies in the purchase of rifle-resistant hard body armor.
Solution: Acceptance of grant award by the Webb County Sheriff's Office will assist eligible peace officers working at Webb County Offices to obtain rifle-resistant hard body armor for their enhanced safety.
Result: Utilizing grant funds through this grant award, the Webb County Sheriff's Office will be able to secure hard body armor for eligible peace officers for their increased safety and security. |

These socio-economic pressures place increased demands on law enforcement services and intensify the need for augmented public safety resources.
Solution: Grant award to provide enhanced border security in Laredo/Webb County in order to fulfill State of Texas local border security program objectives, including overtime (OT) resources to suppress, deter, and reduce border-related criminal activity in Texas.

Issue: Truancy can be considered a gateway to juvenile delinquency and is a nationwide problem that negatively affects not only the delinquent youth and their families but also adversely impacts schools, neighborhoods, and the local community at large. In addition, youth at-risk for juvenile delinquency who enter into the juvenile justice system tend to face limited future career, educational, and other socio-economic prospects, especially in the South Texas area.
Solution: Grant award to continue to fund a currently grant-funded truancy case manager in order to continue to provide prevention, diversion, and intervention strategies through the court of the Justice of the Peace, Precinct 4 in Laredo/Webb County area.
Result: This grant will allow Juvenile Case manager to focus on diversion strategies to steer at-risk juveniles from the juvenile and criminal justice system. |

Discussion and possible action to accept the award from the Office of the Governor, Public Safety Office Criminal Justice Division for the Laredo/Webb County Texas Emergency Network Diversion (TEND) Court Program, Grant #4325003, Year 3, in the amount of Two Hundred Forty Thousand Dollars ($240,000.00) beginning October 1, 2023. The TEND Court program will utilize this funding opportunity to prevent the exploitation and commercial sexual exploitation of children living in foster care. This formal request shall authorize the County Judge to act as the County’s Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in this grant and sign all relevant documentation. There is no match requirement for Grant #4325003; therefore, it will not impact the general fund. This contract and agreement commences on October 1, 2023, and terminates on September 30, 2024, as the grant application is submitted yearly for renewal. This grant requires no match; and, thus will have no impact to the general fund. Issue: Local law enforcement working in international border communities must work within limited budgetary constraints to provide both proactive and responsive law enforcement services while transborder criminal organizations possess unlimited funding to access the latest technology and equipment to avoid detection/disruption of their activities utilizing their proceeds obtained through illegal but highly lucrative drug trafficking and other unlawful enterprises.
Solution: Supplemental grant award to provide supplemental resources to assist in combating illegal drug trafficking and provide enhanced border security for the residents/citizens of Laredo/Webb County.
Result: The Webb County Sheriff’s Office and its sworn officer force will be equipped with needed additional resources. |

Issue: Slot #0263 became vacant on October 1, 2023. This slot may be filled from within, thus, creating a vacant Criminal Investigator slot.
Solution: Request is being made to post and fill the vacant Chief Criminal Investigator slot (#0263), and to post and fill any remaining vacant investigator slot created by promoting from within.
Result: This action will allow our department to promote from within and fill the remaining vacant slot, and will allow us to continue to function efficiently and effectively. |

Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose or destroy property that cannot be sold through public auction because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments and make room for future assets replacing salvage or surplus items no longer needed. |

Discussion and possible action to approve the purchase of two (2) Mobility Trans Rear Lift Full Size, 10 Passenger, Conversion Vans, from Creative Bus Sales (State Oklahoma Interstate Contract SW0797C) for a total not to exceed $235,600.00 for the Webb County Community Action Agency El Aguila Rural Transportation Program pursuant to Section 271.101 and 271.102 of the Texas Local Government Code, Cooperative Purchasing Program; and any other matters incident thereto. Issue: Grant funding is available for the purchase of two (2) vans to be utilized by the Webb County Community Action Agency, El Aguila Rural Transportation Program.
Solution: Authorize the purchase utilizing cooperative pricing through The State of Oklahoma Contract that is accepted and used in the State of Texas as a cooperative contract. ETA on delivery is 60 days.
Result: Purchase the grant funded vehicles to enhance community outreach services to those citizens in need of transportation within Webb County boundaries and in accordance with El Aguila's Rural Transportation Guidelines. |
