Issue: The Webb County Attorney's Office is requesting to add this vehicle as part of its inventory to be used for official law enforcement purposes. It was obtained by judicial forfeiture at the 49th Judicial District Court and was awarded to Webb County.
Solution: Approve the addition of this vehicle as part of the Webb County Attorney's Office vehicle inventory.
Result: Utilization of this vehicle for law enforcement operations that will assist in identifying and dismantling organized crime within Webb County. |

Discussion and possible action to authorize the submission of a grant application submitted by the Webb County Sheriff’s Office to the Bureau of Justice Assistance (BJA) for a State Criminal Alien Assistance Program (SCAAP) grant for reimbursement of costs already incurred for the incarceration of undocumented criminal aliens at the Webb County jail; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and, in fact, is a reimbursement of costs already incurred. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Although immigration matters, including illegal immigration, are constitutionally established as existing under the legal jurisdiction and regulation of the federal government, state prisons and local detention facilities, such as the Webb County jail, incurs significant costs incarcerating undocumented foreign aliens who commit crimes in the United States. This includes but is not limited to supervision, housing, feeding, clothing, any medical and transportation expenses, and other associated detention costs.
Solution: Grant application to obtain reimbursement of a small percentage of the incurred correctional officer salary costs associated with detaining undocumented criminal aliens who had at least one felony or two misdemeanor convictions for violations of state or local law and who were incarcerated at the Webb County jail for at least four (4) consecutive days during the reporting period of July 1, 2015 through June 30, 2016.
Result: Webb County will be reimbursed by the federal government a limited percentage of the amount of its already incurred costs of detained foreign criminals incarcerated at the Webb County jail. |

Discussion and possible action to approve the submission of a grant application to the Office of the Governor Homeland Security Grants Division for the Border Prosecution Grant estimated at $500,000 over the term of the contract. This formal request shall authorize the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in this grant. There is no cash match required for this grant. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. The Office of the Governor of Texas has provided available resources through a grant opportunity to enhance prosecution in the area of organized crime/criminal enterprise cases.
Solution: Authorize the submission of the grant application as set forth above to ensure that the Border Prosecution Unit at the District Attorney's Office can continue to successfully prosecute border crime cases along the Texas-Mexico Border.
Result: The District Attorney's Office will have the opportunity to receive additional resources to continue prosecution specifically in the area of organized crime / criminal enterprise cases. |

Discussion and possible action to authorize the acceptance of the first allocation of the High Intensity Drug Trafficking Areas Grant (HIDTA Program) from the Executive Office of the President, Office of National Drug Control Policy in the amount of $166,966 of the total $477,046 grant number for the continued salary and fringe benefits of seven Task Force Investigators; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Matching funds have already been committed for this grant in the amount of $100,121 through the budgetary process. Result: Disrupt the illicit drug traffic in Laredo by immobilizing targeted violators and trafficking organizations. |

Discussion and possible action to authorize the submission of a Fiscal Year 2019 Local Border Security Program (FY 19 LBSP) grant application as developed, written and submitted by Webb County Constable Pct. 3 Department to the office of Homeland Security Grants Division (HSGD) in the amount estimated at $50,000.00 for peace officers' overtime/applicable fringe benefits, fuel/vehicle maintenance and equipment. Grant funds shall be utilized to help provide enhanced border securtiy in Webb County and the Precinct 3 area, and authorizing the Webb County Judge to execute all relevant documents and any other matters incident thereto. This grant does not require a match; and thus, will not have and impact on the general fund. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: The State of Texas recognizes that border communities face urgent security challenges caused by increased activity from transnational organized criminal syndicates and their allies that are intensified by the fludidity of border crossings, heavy commercial activity, and interdependence of the international border communities' economies. These socio-economic pressures place increased demands on law enforcement services and intensify the need for augmented public safety resources.
Solution: Grant application to provide enhanced border security in Webb County and the Precinct 3 area in order fulfill State of Texas Local Border Security Program objectives, including overtime (OT) resources to suppress, deter, and reduce border-related criminal activity in Texas.
Result: Enhanced/increased patrol for certified peace officers working at Webb County Constable Pct. 3. |

Discussion and possible action to authorize the Economic Development Department to develop and submit a U.S. Department of Homeland Security, Fire Prevention and Safety grant application under the FY 2017 Assistance to Firefighters Grant Program for up to $50,000.00, and authorizing the County Judge to act as the Authorized Representative in all matters pertaining to the County's request for Assistance to Firefighters Grant Program funding. If awarded this grant, Webb County Volunteer Fire Department will work in conjunction with the Texas A&M Colonias program to implement the goals of the grant. This application requires a five percent (5%) match, this will be in-kind provided by Webb County Volunteer Fire Department. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Fire safety campaign development to promote life safety initiatives by assisting rural households with early evacuation during home fires by providing smoke alarms.

Result: A more knowledgeable and better prepared rural population, aware of fire hazards, and provided an additional system for faster evacuation. |

Issue: Excess County property that either is salvage property because of time, accident, or any other cause is so worn, damaged, or obsolete that it has no value for the purpose it was originally intended for and/or surplus property that that is no longer needed by the department and may have some usefulness for the purpose it was intended and would be transferred for use by another County department or auctioned online to the general public.
Solution: Attempt to sell the County surplus or salvage property by competitive bids or auction, dispose or destroy property that cannot be sold through auction and/or competitive bids because it has deemed worthless or dispose through a and/or competitive bids because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products.
