Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 2:00 p.m. at the regular meeting place with the following members present to wit:

Tano E. Tijerina,                                County Judge
Frank Sciaraffa,                                 Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,                   Commissioner, Pct. 2
John C. Galo,                                     Commissioner, Pct. 3

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 27th day of June 2016. Present also were Ms. Virginia M. Rodriguez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
               
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
 
1.   Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to excuse Cmr. Galo
  Vote: 3 - 0 Motion Carried
 
Other: Commissioner, Pct. 3 John C. Galo (ABSENT)
  Commissioner, Pct. 4 Jaime Alberto Canales (ABSENT)
 
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by County Judge Tano E. Tijerina to excuse Cmr. Canales
  Vote: 3 - 0 Motion Carried
 
Other: Commissioner, Pct. 3 John C. Galo (ABSENT)
  Commissioner, Pct. 4 Jaime Alberto Canales (ABSENT)
 
2.   Pledge of Allegiance
 
  2:05 p.m. - Cmr. Galo present.
 
3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.
 
  Judge Tijerina stated that everyone who signed up for Public Comment would be given an opportunity to speak in regards to item #4 after the presentation from staff.

4.      Discussion and possible action to implement summer work hours for Webb County employees starting July 1, 2016 through September 30, 2016; and any other matters incident thereto.

  Motion by Commissioner, Pct. 1 Frank Sciaraffa, seconded by County Judge Tano E. Tijerina to adopt new hours of operation for Webb County Department Heads starting July 8, 2016 through September 29, 2016: 7:30 a.m. - 6:00 p.m., Monday - Friday and give the Elected Officials the option to a flex plan

Cmr. Sciaraffa withdrew his motion.

Judge Tijerina withdrew his second.
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina for all Department Heads under the Commissioners Court purview to adopt the work schedule of 7:30 a.m. - 6:00 p.m., Monday - Friday and have all employees work a 40 (forty) hour week with the caveat of having Directors assign employees to be off only on a Monday or a Friday unless the employee requests a different day effective Friday, July 8, 2016 through Thursday, September 29, 2016
  Vote: 4 - 0 Motion Carried
