Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 20th day of October 2016. Present also were Mrs. Virginia M. Rodriguez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

4.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
 
CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda.  It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion.  Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.

The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.

The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.


 
CONSENT ITEMS
 
5.   Honorable Oscar Hale, 406th District Court Judge
 
a.      Discussion and possible action to authorize the 406th Judicial District Court Veterans Treatment Program to submit a continuation grant application for the "Veterans Treatment Court Grant" offered by the Texas Veterans Commission which will continue to enhance the services currently being provided by the Veterans Treatment Program. There are no matching funds required.

Issue: The Texas Veterans Commission has been authorized to issue grants, from funds appropriated under the Fund for Veterans' Assistance, in support of Veterans Treatment Courts in order to address the needs of veteran participants and their families.  This grant will provide necessary resources to assist with the drug testing and other regional services.

Solution: The 406th Veterans Treatment Program's fiscal responsibility and obligation to submit a Request for Application to the Texas Veterans Commission Fund for Veterans' Assistance 2017-2018 Veterans Treatment Court Grant.

Result: Enabling the 406th Veterans Treatment Program to provide additional services and/or enhance the services currently being provided.
  
 
b.      Discussion and possible action to authorize the expansion of the 406th Veterans Treatment Court Program by teaming up with other South Texas counties and establishing a Regional Veterans Treatment Court Program pursuant to the Texas Government Code Section 124.004 to provide a greater population of South Texas veterans, including veterans in the counties of Duval, Jim Hogg, Jim Wells, Maverick, Starr, Webb, and Zapata, with the necessary services to address their ongoing battles with issues involving alcohol and substance abuse, post-traumatic stress disorder (PTSD), and addiction. There will be no impact to the General Fund.
 
Issue:  The South Texas Regional Veterans Treatment Court Program will work on addressing some of the common mental health issues that our veterans are enduring and will utilize its joint resources to ensure that all of the treatment sources available to our veterans are provided.
 
Solution: For the County of Webb to join forces with the counties of Duval, Jim Hogg, Jim Wells, Maverick, Starr, and Zapata to establish a South Texas Regional Veterans Treatment Court Program to bring more awareness regarding issues affecting our veterans, including alcohol and substance abuse, post-traumatic stress disorder (PTSD), and addiction.
 
Result:  The South Texas veterans, including veterans of Duval, Jim Hogg, Jim Wells, Maverick, Starr, Webb, and Zapata counties will receive much needed assistance to be able to address and treat symptoms associated with alcohol and substance abuse, post-traumatic stress disorder (PTSD), and addiction.
  
 
6.   Auditor
 
a.      Discussion and possible action to approve Membership/Dues of $900 for the Texas Commission on Fire Protection (TCFP) as required by Local Government Code §89.002. This membership is for the Fire Chief.  [Funding Source #001-2203-6007]

Issue: Local Government Code §89.002 requires that:

The Commissioners Court may spend, in the name of the county, money from the county's membership fees and dues of nonprofit State Association of Counties if:

(1) a majority of the court votes to approve membership in the association;

Solution: Obtain court approval as required.

Result: Purchase Orders for associations approved by the court will be processed for payment.
  
 
7.   Community Action Agency
 
a.      Discussion and possible action to approve conducting Category "B" Elections to fill current vacancy as per the Governing Regulations of the Advisory Board of the Webb County Community Action Agency. (The Advisory Board shall be composed of membership that complies with the Community Services Block Grant - Texas Administrative Code Rule 5.215). Election will be held on Wednesday, October 26, 2016 for a Representative and Alternate for the Area IX- Rio Bravo in the Rio Bravo Community Center, 1600 Orquidia Lane from 9:00 a.m. till 5:00 p.m.

Issue: To hold Election to fill current vacancy for Representative and Alternate for Area IX- Rio Bravo.

Solution: The Advisory Board shall be composed of membership that complies with the Community Services Block Grant -Texas Administrative Code Rule 5.215.

Result: Once the Election is held CAA will comply with the Texas Administrative Code Rule 5.215.
  
 
b.      Discussion and possible action to accept a grant award for the Community Services Block Grant Program (CSBG) from the Texas Department of Housing & Community Affairs (TDHCA) for Program Year 2017, in the amount of ($518,709.00) FIVE HUNDRED EIGHTEEN THOUSAND SEVEN HUNDRED AND NINE DOLLARS, and 2017 CSBG Community Action Plan (CAP) and authorizing the County Judge to sign all relevant documents. Community Services Block Grant (CSBG), Grant #920-4200-3501. This action will not have impact on the General Fund.

Issue: Approve funding for the Community Services Block Grant (CSBG) from the Texas Department of Housing and Community Affairs (TDHCA) for Program Year 2017 in the amount of $518,709.00.

Solution: The Community Services Block Grant Program (CSBG) provides support services to eligible elderly, disabled and low income residents of Webb County.

Result: The support services are intended to assist eligible Webb County residents to transition out of poverty.
  
 
8.   Honorable Adrian Cortez, Constable Pct. 3
 
a.      Discussion and possible action to authorize the acceptance of a 2017 Local Border Security Program (LBSP), Grant number 344042 from Office of the Governor Homeland Security Grants Division (HSGD) in the amount of $30,000.00 for overtime for Deputies and any applicable fringe benefits to provide enhanced border security for the Webb County Constable Pct. 3 Department; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match.

Issue: The State of Texas recognizes that border communities face urgent security challenges caused by increased activity from transnational organized criminal syndicates and their allies. These socio-economic pressures place increased demand on law enforcement services and intensify the need for augmented public safety resources within Webb County and Precinct 3.

Solution: Grant will allow deputies with in Webb Constable Pct. 3 to work overtime (OT) to help suppress, deter, and reduce criminal activity in Webb County Precinct 3.

Result: By approving the grant it will enhance/increase patrol and investigative capacity for deputies working at the Webb County Constable Pct. 3 Department.
  
 
9.   Honorable Marco Montemayor, County Attorney
 
a.      Discussion and possible action to enter into an Educational Services Agreement between Sandra S. Morales, M. ED and Webb County for the Webb County Head Start/Early Head Start Program, to assure that educational services to the Head Start children and families are in compliance with federal, state and local laws and regulations. The term of this agreement is for Two (2) years (September 1, 2016 through August 31, 2018), at a cost set forth in the fee schedule within the agreement; and any other matters incident thereto. [Requested by Aliza Oliveros, Director-Webb County Head Start/Early Head Start Program; Accounts #903-4211-6083 (Regular Head Start), #909-4207-6083 (EHS), and #918-4211-6083 (Child Care Partnership)]   
 
b.      Discussion and possible action to enter into a Educational Services Agreement between Yolanda Rodriguez, M.ED and Webb County for the Webb County Head Start/Early Head Start Program, to assure that educational services to the Head Start children and families are in compliance with federal, state and local laws and regulations. The term of this agreement is for two (2) years (September 1, 2016 through August 31, 2018), at a cost set forth in the fee schedule within the agreement; and any other matters incident thereto. c.      Discussion and possible action to enter into a Thirty-Six (36) month (October 1, 2016 through August 31, 2019) Professional Services Contract between Ana Maria Pena – Registered Dietician and Webb County for the Webb County Head Start/Early Head Start Program to secure dietician services for the Webb County Head Start /Early Head Start Program population at a cost set forth in the fee schedule within the agreement, and authorizing the County Judge to sign and execute all relevant documents. [Requested by Aliza Oliveros, Director, Webb County Head Start; Account #903-4211-6083]   
 
e.      Discussion and possible action to enter into a Thirty-Nine (39) month (October 24, 2016 through January 23, 2020) Lease with Maintenance Agreement between Nevill Solutions and Webb County for the Webb County Sheriff’s Office for a FS-4300DN SMART Laser Printer at a monthly cost of Sixty-Eight Dollars and Thirty-Four Cents ($68.34) and at a total cost of Two Thousand Six Hundred Sixty-Five Dollars and Twenty-Six Cents ($2,665.26) over the term of the agreement, subject to annual budget appropriations and authorizing the County Judge to sign and execute all relevant documents. [Requested by Martin Cuellar, Webb County Sheriff; Account #001-2001-6014]   
 
f.      Discussion and possible action to enter into a Professional Services Agreement between Dr. Rolando Salazar and Webb County for the Webb County Sheriff’s Office, to provide dental health services to the Webb County Adult Detention Facility at a monthly cost of Three Thousand Five Hundred Dollars ($3,500.00) and a total cost of One Hundred Twenty-Six Thousand Dollars ($126,000.00). The term of this agreement is for Thirty-Six (36) months and will commence on October 1, 2016 and end on September 30, 2019, subject to annual budget appropriations; and any other matters incident thereto. g.      Discussion and possible action to enter into a Professional Services Agreement between Dr. Arturo G. Garza-Gongora, M.D. and Webb County for the Webb County Sheriff’s Office, to provide medical health services to the Webb County Adult Detention Facility at a monthly cost of Thirteen Thousand Nine Hundred One Dollars and Fifty-One Cents ($13,901.51) and a total cost of Five Hundred Thousand Four Hundred Fifty-Four Dollars and Thirty-Six Cents ($500,454.36). The term of this agreement is for Thirty- Six (36) months and will commence on October 1, 2016 and end on September 30, 2019, subject to annual budget appropriations; and any other matters incident thereto. h.      Discussion and possible action to enter into a Forty-Eight (48) month (October 24, 2016 through October 23, 2020) Lease with Maintenance Agreement between Toshiba Business Solutions and Webb County for the Webb County Attorney’s Office for a Toshiba E-Studio 8508A Copier at a cost of One Hundred Eighty-Seven Dollars and Thirty-Five Cents ($187.35) per month and a total amount of Six Thousand Seven Hundred Forty-Four Dollars and Sixty Cents ($6,744.60) over the term of the agreement, subject to annual budget appropriating and authorizing the County Judge to sign and execute all relevant documents. i.      Discussion and possible action to enter into an Independent Contractor Agreement with Todd Russell, Ph. D. to provide needs assessment, evaluation, and consulting services for the Webb County Court at Law #2 DWI Drug Court Program for a term of One (1) year that shall commence on September 30, 2016 and expire on September 29, 2017 at a monthly cost of Nine Hundred Dollars ($900.00), with a total cost of Nine Thousand Three Hundred Seventy-Five Dollars ($9,375.00) and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. j.      Discussion and possible action to enter into a One (1) year (November 1, 2016 through October 31, 2017) Maintenance Agreement between Destiny Software and the Webb County Public Information Office for a software license maintenance and streaming video service at a cost of ELEVEN THOUSAND SIX HUNDRED DOLLARS ($11,600.00) and authorizing the County Judge to sign and execute all relevant documents. Issue: The following accounts need funds to cover estimated expenditures that are forecasted for the 1st quarter of Fiscal Year 2017. Minor Tools & Apparatus, Firearms & Ammunition and Bullet Proof Vests.

Solution: Create a line item transfer. 

Result: The accounts will have sufficient funds to cover the estimated expenditures.
  
 
12.   Honorable Jose "Pepe" Salinas, Justice of the Peace Pct. 4
 
a.      Discussion and possible action to accept a grant award in the amount of $48,126 (CJD Grant No. 2904902) from the Office of the Governor Criminal Justice Division (CJD) to pay the salaries and fringe benefits of a Juvenile Delinquency Diversion Case Manager to continue to provide prevention, intervention, and diversion strategies for juveniles served by the court of the Justice of the Peace, Precinct 4, and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any match; and, thus, will have no impact to the general fund. [Grant Fund #314]

Issue: Juvenile delinquency is a nationwide problem that negatively affects not only the delinquent youth and their families but also adversely impacts schools, neighborhoods, and the local community at large.  In addition, youth at-risk for juvenile delinquency who enter into the juvenile justice system tend to face limited future career, educational, and other socio-economic prospects, especially in the South Texas area. 

Solution: Grant award to continue to staff a juvenile delinquency diversion case manager in order to provide prevention, diversion, and intervention strategies through the court of the Justice of the Peace, Precinct 4 in Laredo/Webb County area.

Result: Increased focus on diversion strategies to steer at-risk juveniles from the juvenile justice and criminal justice system.
  
 
13.   Purchasing
 
a.      Discussion and possible action to authorize the Purchasing Agent to solicit bids for the following contracts:

Bid 2017-47 - Annual Contract for Ammunition
Bid 2017-48 - Annual Contract for Welding Services

Issue: Funds currently being spent on ammunition is nearing the $50,000.00 threshold, and therefore requires the Purchasing Department to seek competitive, sealed bids.

Solution: Solicit bids for ammunition.

Result: Purchasing Efficiency, Compliance of the Law, Compliance of Purchasing Policy.
  
 
14.   Honorable Martin Cuellar, Sheriff
 
a.      Discussion and possible action to accept a grant award from the Bureau of Justice Assistance (BJA) for Fiscal Year (FY) 2016 State Criminal Alien Assistance Program (SCAAP) in the amount of $113,890 for reimbursement of costs already incurred for the incarceration of undocumented criminal aliens at the Webb County jail; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant is a reimbursement of expenses already incurred at the Webb County jail, does not require any cash match, and, thus, will have no impact to the general fund.

Issue: Although immigration matters, including illegal immigration, are constitutionally established as existing under the legal jurisdiction and regulation of the federal government, state prisons and local detention facilities, such as the Webb County jail, incur significant costs incarcerating undocumented foreign aliens who commit crimes in the United States. This includes but is not limited to supervision, housing, feeding, clothing, any medical and transportation expenses, and other associated detention costs.

Solution: Grant award for reimbursement of a small percentage of the incurred correctional officer salary costs associated with detaining undocumented criminal aliens who had at least one felony or two misdemeanor convictions for violations of state or local law and who were incarcerated at the Webb County jail for at least four (4) consecutive days during the reporting period of July 1, 2014 to June 30, 2015.

Result: Webb County will be reimbursed by the federal government a limited percentage of the amount of its already incurred costs of detained foreign criminals incarcerated at the Webb County jail.
  
 
15.   Veteran's Service Office
 
a.      Discussion and possible action to change the job title and description for Slot #2707 from Center Aid to Veterans Transportation Driver/Assistant Veteran Service Officer and approve the posting and filling. If approved by Commissioners Court modification for job title and description will be taken to Civil Service for certification.

Issue: Current job title reads, "Center Aide". Since our office is not a Community Center, the job title and job description need to change to accommodate the Veterans Office's requirements.

Solution: Changing the job title to "Veterans Transportation Driver/Assistant Veteran Service Officer", and job description to allow for the slot to be better suited for the Veterans Service Office.

Result: Job title will accommodate the requirements of the Webb County Veterans Service Office and position will meet the required Condrey Scale.
  
 
b.      Discussion and possible action to authorize the Economic Development Department to develop and submit a General Assistance Grant application to the Texas Veterans Commission on behalf of the Veterans Service Office in the amount of One Hundred Thousand Dollars ($100,000) for the purpose of addressing the transportation needs of Webb County Veterans (and their eligible dependents); and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. There will be no impact to the General Fund.

Issue: Many Webb County Veterans (and dependents) do not have transportation means.

Solution: A transportation program implemented by the Webb County Veterans Service Office will aid in addressing the transportation issues faced by many local Veterans.

Result: The development and submission of a General Assistance Grant application to the Texas Veterans Commission for a transportation program.

17.   Human Resources
 
a.      Discussion and possible action to authorize the Purchasing Agent to solicit Professional Services from a licensed attorney in the State of Texas, in an amount not to exceed  One Thousand Five Hundred Dollars ($1,500.00) as a retainer, for outside counsel to the Civil Service Commission, and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. Issue: The Commission would like to have outside counsel for hearings that come up. County Attorney currently represents the County and Elected Officials and Department Heads. They feel that independent counsel will assist them in making the proper decision.

Solution: Assist the Civil Service Commission when and if they need to deliberate in executive session, over hearings that come before them related to employee disciplinary issues.

Result: Commission will benefit from outside counsel.

d.      Discussion and possible action to enter into a Forty-Eight (48) month (October 24, 2016 through October 23, 2020) Lease with Maintenance Agreement between Nevill Solutions and Webb County for the Webb County Sheriff’s Office for a Kyocera TASK alfa 8001i at a monthly cost of Four Hundred Fifteen Dollars and Twenty-Nine Cents ($415.29) and a total cost of Nineteen Thousand Nine Hundred Thirty-Three Dollars and Ninety-Two Cents ($19,933.92) over the term of the agreement, subject to annual budget appropriations and authorizing the County Judge to sign and execute all relevant documents. [Requested by Martin Cuellar, Webb County Sheriff; Account #001-2060-6014]

Indigent Healthcare Services
 
18.      Discussion and possible action to authorize Inter-Governmental Transfers (IGTs) to the State of Texas in connection with the Texas Healthcare Transformation and Quality Improvement Program/1115 Waiver in amounts not to exceed a total of $900,000 for Fiscal Year 2016-2017.  [Accounts #001-4100-6714-3 (Hospital Inpatient) and #001-4100-6714-4 (Hospital Outpatient) from Fiscal Year 2016-2017 Budget]

Issue: Since 2006, Webb County has participated as the Inter-Governmental Transfer (IGT) entity for Laredo Medical Center and Doctors Hospital of Laredo.  The IGT submitted allows our local hospitals to receive matching funds from the federal government that is used to offset the uncompensated care that both hospitals provide.

Solution: The Commissioners Court may approve (quarterly, bi-annually, or yearly) contribution amounts that Webb County will submit on behalf of both hospitals.

Result: The authorization of IGT will allow local hospitals to access matching federal funds for FY 2016-2017 to offset uncompensated care costs as well as receive incentive payments from the State of Texas for successful completion of 1115 Waiver project milestones and metrics.

36.      Discussion and possible action to accept and approve the terms of the Memorandum of Understanding (MOU) authorized by the Juvenile Board of Judges on September 14, 2016 which provides for the following transfer of funds for the Hon. 25.      Presentation, with discussion and possible action, to consider recommendations in the creation of a proposed county ordinance under §364.012, Health and Safety Code identifying areas of the county suitable for the disposal of municipal or industrial solid waste; authorizing the preparation and publication of a proposed county ordinance under §364.012, Health and Safety Code together with associated public notices and assessments as prescribed by State law; setting of a public hearing; and any other matters incident thereto.
 
Issue: In conformance with the Commissioners Court action of September 26, 2016 (Item 53), staff has prepared recommendations for the Court’s consideration for the development of a proposed county ordinance under the authority of §364.012, Health and Safety Code to identify areas of the county that may be suitable for municipal or industrial solid waste disposal.  While the adoption of such an ordinance will not affect existing permitted sites or sites in which an application is currently pending before the TCEQ, such an ordinance can guide the placement of future disposal sites. 
 
To finalize the draft of the proposed ordinance and required publications, staff needs direction from the Court regarding the acceptance, rejection, modification, deletion or addition of controlling factors that will establish the basis of the proposed ordinance and authorization to proceed with publications and the setting of the public hearing.  

Solution: Evaluate recommendations to approve, reject, modify, delete or add criteria to prepare a proposed county ordinance to identify areas of the county which may be suitable for municipal or industrial solid waste disposal and grant/deny authorization to proceed with required publications and the setting of a public hearing necessary for the Court’s adoption of an ordinance under §364.012, Health and Safety Code.
 
Result: If implemented by the Commissioners Court, an ordinance established under the authority of §364.012, Health and Safety Code could enhance local measures for the protection of environmentally and socio-politically sensitive areas that could be adversely impacted by the effects of future municipal or industrial solid waste disposal sites.

The annual amount for monitoring service will be $319.80 plus a one-time programming fee of $325.00, pursuant to Sections 271.101 and 271.102, Subchapter F, Cooperative Purchasing Programs, Texas Local Government Code (TXMAS-5-03FAC010). Issue: The fire alarm panel installed at the Casa Blanca Golf Course is proprietary equipment owned by Simplex Grinnell. Simplex Grinnell is the only vendor that can monitor that particular panel. Webb County currently has a contract for alarm monitoring services with the Best Alarm Company. In order to contract the awarded vendor, the County will have to allocate funds to install a conventional panel.  

Solution: Enter into an agreement with Simplex Grinnell to avoid the costly expense of installing a new fire alarm panel.

Result: The Golf Course can receive fire alarm monitoring service without having to replace the existing panel.

Issue: Employees at times use there own credit cards to purchase work related items and request reimbursement. Purchases are made by employee since Vendor does not accept any purchase orders or checks.  Mainly online purchase such as domain addressees for MIS use, reservation of airline tickets, hotel or other uses that may require a credit card prior to making purchase.

Solution: Authorize Purchasing Agent to secure one credit card through the County's financial institution; International Bank of Commerce.  Similar to the credit cards currently issued to the Sheriff's Office for transportation of inmates.

Result: Employees will no longer have to use their personal credit cards for County business. Use of credit card will require Commissioner Court approval prior to Purchasing Agent releasing card for County related expense.

37.      Discussion and possible action to authorize the acceptance of a Homeland Security Grant Program (HSGP) Law Enforcement Terrorism Prevention Activities (LEPTA) grant award in the amount of $92,603.72 (HSGD Grant No. 3010701) from the Office of the Governor (OOG) Homeland Security Grants Division (HSGD) to provide needed interoperability upgrades in the form of an upgraded radio dispatch console and other interoperable equipment/supplies, and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any match; and, thus, will have no impact to the general fund.

Issue: Since the tragedy of 9/11, the urgent need for expanded and enhanced interoperable communications for first responders in the United States was understood to help save the lives of both first responders and the citizens they serve.

Solution: Grant award to provide enhance interoperable communications for the Webb County Sheriff’s Office Dispatch Communications Center and the many law enforcement agencies and other first responders they serve and assist.

Result: The Webb County Sheriff’s Office Dispatch Center, its 911 operators, the Webb County Sheriff’s Office, other local law enforcement agencies, and other first responders will have increased interoperability capacities.
  
 
38.      Discussion and possible action to authorize the submission of a grant application to the Office for Victims of Crime, U.S. Department of Justice in the amount estimated at $5,000 for community awareness project activities to take place during the 2017 National Crime Victims’ Rights Week; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any type of match; and, thus will have no impact to the general fund. 

Issue: The rights of crime victims are enshrined in the federal code (Section 3771 of Title 18 of the U.S. Code, Crimes and Criminal Procedure), the Texas Constitution (Article I Section 30), and the Texas Code of Criminal Procedure (Chapter 56).  However, many victims of crime are unaware of their mandated rights as well as the services that are specifically available to them to facilitate needed restitution, recovery, privacy, dignity, and justice.

Solution: Grant application to highlight the rights of and services for crime victims in the Laredo/Webb County area during the 2017 National Crime Victims’ Right Week.

Result: The general public and any victims of crime will become more aware of the services available to them in the Laredo/Webb County area.

Issue: As articulated by members of the Webb County Commissioners’ Court and other Webb County officials at the court meeting held on September 26, 2016, certain modifications are needed to the job descriptions developed by the Condrey and Associates, Inc.  Specifically, it was articulated at the meeting that many applicants for maintenance positions were highly skilled and experienced, but did not meet certain criteria set by the job descriptions written by Condrey and Associates, Inc. and, thus, were not eligible for employment for these low-paying positions. This made it difficult to fill these positions and/or retain personnel in these low-paying positions. 

Solution:  Approve the modification of these afore-mentioned job descriptions so that a larger pool of skilled and experienced personnel may be eligible to apply for these types of positions. 

Result: A modified job description with more suitable employment screening criteria for these types of jobs will allow for more qualified applicants to be considered for employment at the Webb County Sheriff’s Office.

Issue: The current term of the Webb County Casa Blanca Golf Course Management agreement with Southern Golf Management, LLP., expires on October 31, 2016. The agreement has a two (2) year term renewal option, and Southern Golf Management, LLP., has requested Webb County to approve, renew and extend the agreement for two (2) more years.

Solution: Obtain Webb County Commissioner’s Court approval of Southern Golf Management, LLP.’s, request to renew the Webb County Casa Blanca Golf Course management agreement for an additional two (2) year term.

Result: Continued management and operation of the Webb County Golf course on a daily basis.

Issue: Webb County secured proposals for TPA and related services.

Solution: Evaluate, score and select proposal that is in the best interest for Webb County.

31.      Presentation of recommended delivery methods with discussion and possible action to select best value approach in accordance with the Texas Government Code; Chapter 2269 (Contracting and Delivery Procedures for Construction Projects) or Texas Local Government Code; Chapter 302(Energy Savings Performance Contracts for Local Governments) to proceed with the upgrades to the Central Plant Facility to replace existing downtown chiller system and related components; subject to the annual appropriations from the Certificate of Obligations Series 2016 and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Funding Source - Bond Series 2016]

Issue: Upcoming Certificate of Obligations Series 2016 projects includes funding for upgrades to the Central Plant facility to replace existing chiller system and related components for downtown facilities such as the Billy Hall building, Justice Center, Court House and other County buildings currently tied into main system. The current system is over 15 years old and replacing existing system with a more energy efficient system will save the County money by reducing electricity and maintenance expenditures.

Solution: Authorize the solicitation of best value delivery method for the removal of existing system and installation of a new HVAC system for County facilities located downtown.

Result: Finalize HVAC system upgrades. Contracting and delivery procedures for this construction project will be in accordance with Government code; Chapter 2269 or Local Code; Chapter 302 as authorized by Commissioners Court on 10/24/2016.

Rates will be calculated on an annual basis and adjusted to the 26 week pay period only, as presented in supporting attachment; and any other matters incident thereto.
