Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 2:00 p.m. at the regular meeting place with the following members present to wit:

Tano E. Tijerina,                                 County Judge
Jesse Gonzalez,                                 Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,                    Commissioner, Pct. 2

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 31st day of August 2017. Present also were Mrs. Virginia M. Rodriguez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
               
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
 
1.   Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
 
  Roll Call by Ms. Lupita De Los Reyes, Senior Accountant on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk.
 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to excuse Cmr. Galo and Cmr. Canales
  Vote: 3 - 0 Motion Carried

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:
 
Honorable Delia Perales, Treasurer
 
4.      Approval of payroll and accounts payable; and any other matters incident thereto.   
 
  County Treasurer, Ms. Delia Perales presented the Recap of Checks, Liability Disbursement of County Payroll, Ratification of Checks, and Side Bills for the Indigent Health Care Services Dept made out to the Texas Health and Human Services Commission in the amount of $6,687,034.99 and for Constable Harold DeVally's Office made out to Zenitram Communications in the amount of $4,449.60. 
 
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by County Judge Tano E. Tijerina to approve the report as presented by Ms. Perales

5.      Discussion and possible action to approve a Clinical Learning Experiences Agreement with Texas A&M International University (TAMIU) and Webb County through the College of Nursing & Health Sciences (CONHS) and the Fernando A. Salinas Community Center wherein nursing students will have an opportunity to apply knowledge and skills gained in the classroom in a clinical setting. The agreement becomes effective on August 2017 and remains in effect through August 2022. There will be no impact on the county budget; and authorizing the county judge to sign all relevant documents; and any other matters incident thereto. [Requested by Fernando A. Salinas Community Center]

6.      Discussion and possible action to approve the following General fund budget amendment (line item transfer):

Issue: A printer was transferred from the Bruni Community Center to the Business Office and in addition to monthly lease payments, invoices for variable monthly maintenance charges are needed.

Solution: Transfer funds from the Materials & Supplies account into the Repairs & Maintenance Equipment account in order to pay for the variable maintenance charges for the remainder of the fiscal year.

Result: Have sufficient funds to pay for copier maintenance costs.

7.      Discussion and possible action to ratify approval of monies to the following accounts:

Issue: There are insufficient funds to cover the cost under utility assistance for the remainder of the fiscal year.

Solution: A transfer of funds into the account that are in deficit.

Result: There will be sufficient funds to cover utility assistance until the end of the fiscal year.
