Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 8th day of September 2017. Present also were Mrs. Virginia M. Rodriguez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
               
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE
 
1.   Roll Call by Honorable Margie Ramirez-Ibarra, Webb County Clerk
 
2.   Pledge of Allegiance
 
3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.
 
  1) Sister Rosemary Welsh spoke in regards to item #5.
2) Sister Maria Luisa Vera and Mr. Goyo Lopez spoke in regards to item #5.
3) Ms. Maria Sanchez and Mr. Roberto Vela spoke in regards to item #5.
4) Ms. Miriam Vasquez spoke in regards to item #5.
 
COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4.      Discussion and possible action to approve the following General fund budget amendment (line item transfer):

Issue: There are insufficient funds to cover the costs under internet services for the remainder of the fiscal year.

Solution: A transfer of funds into the account in need.

Result: There will be sufficient funds to cover pending invoices to be paid until the end of the fiscal year.
  
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Jesse Gonzalez to approve item #4 with the correction on the amount to read as $30,000 instead of $3,000
  Vote: 5 - 0 Motion Carried
 
5.      Discussion and possible action to review and evaluate the County proposed fiscal year 2017-2018 budget with discussion and possible action to recommend any changes, if necessary, before the final adoption of the budget on September 2017; and any other matters incident thereto.   
 
  The following Elected Officials, Department Heads, and Webb County personnel expressed concerns regarding their proposed budget.

3. Melissa Mojica, Chief Juvenile Probation Officer
4. Captain Diana Rodriguez, on behalf of Constable Pct. 3
5. Constable Miguel Villarreal, Pct. 2
6. Rafael Perez, Chief Deputy Auditor

Laurel Insurance representatives Mr. Robert Laurel and Ms. Tina Cerda presented a 2018 Webb County Medical and Rx Plan Rate Determination report.

  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 4 Jaime Alberto Canales for us not to adopt anything or make any changes until the adoption day

Judge Tijerina withdrew his motion.
