Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 11:30 a.m. at the regular meeting place with the following members present to wit:

Tano E. Tijerina,                                 County Judge
Rosaura "Wawi" Tijerina,                    Commissioner, Pct. 2
John C. Galo,                                      Commissioner, Pct. 3

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 15th day of September 2017. Present also were Ms. Kassandra L. Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
               
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

  Roll Call by Ms. Brigette M. Garay, Co-Chief Deputy County Clerk on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk. 
 
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by County Judge Tano E. Tijerina to excuse Cmr. Gonzalez and Cmr. Canales

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

4.      Approval of payroll and accounts payable; and any other matters incident thereto.   
 
  County Treasurer, Ms. Delia Perales presented the Recap of Checks, Ratification of Checks, and Liability Disbursements of County Payroll.

5.      Discussion and possible action to approve the following General fund budget amendment (line item transfer):

Issue: Monies in part-time line item have been exhausted and require a line item transfer to correct deficit and take care of any pending salary payments for the remaining fiscal year.

Solution: Process line item transfer to have sufficient monies for the remainder of the fiscal year. 

Result: Sufficient funds for all salaries.

Issue: Invoices for previous months bills will exhaust the Utilities line item. Line item transfer required to have sufficient funds for the remainder of the fiscal year. 

Solution: Process line item transfer.

Result: Sufficient funds for all invoices currently processed and pending invoices.

7.      Discussion and possible action to approve Webb County Head Start’s Application for Special Risk Accident Insurance with Ameritas Life Insurance Corporation for 1,282 participants who are enrolled children in Webb County Head Start/Early Head Start/Child Care Partnership. The term of coverage will be for One (1) year, effective on October 1, 2017 and shall expire on October 1, 2018 at a total cost of SIX THOUSAND FOUR HUNDRED TEN DOLLARS ($6,410.00), and authorizing the county Judge to sign all relevant documents; and any other matters incident thereto. [Requested by Aliza Oliveros, Webb County Head Start Director; Accounts #2357-5200-531-452001-030; #2361-5200-531-452001-030]
