Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 2:00 p.m. at the regular meeting place with the following members present to wit:

Rosaura "Wawi" Tijerina,                  Commissioner, Pct. 2


Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 30th day of April 2018. Present also were Ms. Kassandra L. Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
               
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

  Roll Call by Ms. Lupita De Los Reyes, Senior Accountant on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk.
 
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by Commissioner, Pct. 1 Jesse Gonzalez to excuse Cmr. Galo and Cmr. Canales

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

4.      Approval of payroll and accounts payable; and any other matters incident thereto.   
 
  County Treasurer, Ms. Delia Perales presented the Recap of Checks, Ratification of Checks, and Payroll.

5.      Discussion and possible action to approve and process a budget amendment to transfer and allocate county personnel savings funds available as of April 20, 2018 in the amount of $1,378,776.73 into the Operational & Payroll Reserve accounts; with additional action to process line item transfers for pending adjustments approved by Commissioners Court; and any other matters incident thereto. [Accounts #1001-1130-001-431007-010 and #1001-1130-001-431007-005]

6.      Discussion and possible action to approve the following budget amendment (line item transfer) within the General fund:

Issue: Transfer needed for Fire Alarm Panel replacement at Justice Center

Solution: Approve line item transfer to fund emergency order.
 
Result: Repair and Replace Fire Alarm Panel at the Justice Center Building.
  
 
  Purchasing Agent, Mr. Joe Lopez stated that under item #6 the correct Acct. Number and Acct. Name should read as 1001-1130-001-431007-010 Operational Reserve instead of 1001-1130-001-431007-015 Operational Reserve Wage Classification.

7.      Discussion and possible action to approve an emergency purchase order for SimplexGrinnell to replace the existing Fire Alarm Control Panel at the Webb County Justice Center in an amount not to exceed $144,437.00 and further authorizing the approval of a Discretionary Exemption under the Texas Local Government Code, Section 262.024 (a)(2). [Requested by Jose Luis Neira, Building Maintenance Director; Account #1001-1100-001-443000-255 (Repairs & Maint. Justice Center)]

Issue: The current fire alarm panel system for the Justice Center Building is not operable. In addition, the fire panel is obsolete and no parts are available to repair system. The fire alarm panel is an important system that provides occupants and visitors of the Justice Center with prompt warning in the event of a fire. It also provides security measures for emergency doors to prevent security breaches and other access control measures.
 
Solution: Authorize an emergency purchase order as per State law and secure immediate services to replace with a new fire alarm panel.
 

Result: Comply with regulatory building code.  Modernize the Fire Alarm Panel System for the Webb County Justice Center.
