Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 11:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 1st day of June 2018. Present also were Mrs. Virginia M. Rodriguez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member, individually or in a group, will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4.      Approval of payroll and accounts payable; and any other matters incident thereto.   
 
  County Treasurer, Ms. Delia Perales presented the Recap of Checks, Ratification of Checks, and Payroll. 
 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina

5.      Discussion and possible action to authorize the Purchasing Agent to procure additional leased vehicles for law enforcement departments and further authorize that all available leasing and financing options be considered in order to lease the units and  purchase the necessary law enforcement equipment required to outfit; and authorizing the Country Judge sign any relevant documents; and any other matters incident thereto.   
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to bring up item #8 and continue with item #5

Purchasing
 
8.      Discussion and possible action to finalize the distribution of the Eighteen (18) Chevrolet Tahoes approved by Commissioners Court on December 21, 2017 and authorize additional lease vehicles if necessary, and further authorize the transfer from payroll salary reserve account to the capital outlay account in order to purchase law enforcement equipment; and approval to authorize a finance agreement between Webb County and Motorola Solutions for mobile radios, and authorizing the Country Judge sign any relevant documents; and any other matters incident thereto.   
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Jesse Gonzalez to standardize to the 8500 and salvage anything that is 7500 and above
  Vote: 4 - 0 Motion Carried
 
  Cmr. Tijerina recognized representatives from the 486th Civil Affairs Battalion.
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 1 Jesse Gonzalez to standardize only two colors either solid black or solid white vehicles
  Vote: 4 - 0 Motion Carried
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to standardize to Tahoes for all law enforcement vehicles unless needed for some other special thing 
  Vote: 4 - 0 Motion Carried
 
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by Commissioner, Pct. 1 Jesse Gonzalez on doing 2,2,2 & 2 disbursements and then all the rest after 100,000 miles will be getting them in September
  Vote: 4 - 0 Motion Carried
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to replace every vehicle that is 90,000 miles or above
  Vote: 4 - 0 Motion Carried
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to authorize a 5 year amortization on the vehicles instead of the 3 years but with extended warranty with Enterprise 
  Vote: 4 - 0 Motion Carried
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by County Judge Tano E. Tijerina to finance with GCC first we can if not we will pay cash from our Operational Account for financing of the $600,000

Civil Legal Division
 
7.      Discussion and possible action to amend the contractual agreement for rental of the community centers owned by Webb County to include the reconsideration of rental fees for the use of the facilities’ chairs and tables; and any other matters incident thereto. [Requested by Alexandra Colessides-Solis, Director, Webb County Civil Legal Division]

Issue: A line item transfer is required to cover anticipated expenses for legal fees for the remainder of fiscal year and to cover a feasibility study that was approved by Commissioners Court on April 9, 2018.

Solution: Consideration to approve line item transfer to cover such expenses.

Result: Funding will be in place to pay study and cover projected legal fees for the remainder of fiscal year.

5.   Discussion with possible action to rent two (2) motor graders on a month-to-month basis for the Webb County Road & Bridge department; and any other matters incident thereto.
 
  Motion by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina, seconded by County Judge Tano E. Tijerina to allow Road and Bridge to rent at their discretion and any equipment that they need at anytime, they have a rental account and if it doesn't have enough money, we can transfer

6.   Discussion with possible action to explore changing the leasing terms with Caterpillar Financial Services Corporation from a 3-year lease to a 5-year lease. Greater savings are realized with a longer term lease; and any other matters incident thereto.
