Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 30th day of August 2018. Present also were Ms. Kassandra L. Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

 
 
               
PUBLIC HEARING ON TAX INCREASE

  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 1 Jesse Gonzalez to excuse Cmr. Galo and Cmr. Canales

2.   Open Public Hearing on Tax Increase (pursuant to Chapter 26, Tax Code) by Honorable Tano E. Tijerina, Webb County Judge.
 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to open up the Public Hearing on Tax Increase
  Vote: 3 - 0 Motion Carried
 
3.   Public Hearing on Tax Revenue Increase. Last year, the Webb County property tax rate was 0.414700. That rate raised $78,259,758 in revenues, a portion of which was used to fund maintenance and operations such as for road and bridge, law enforcement, judicial functions, county government, health and welfare, recreation and culture, community service, and other sources and uses. This year, Webb County Commissioners Court is proposing a property tax rate of 0.412000. This rate will raise $84,902,719 which is $6,642,961 more in revenues than that raised by taxes imposed last year.
 
  Judge Tijerina asked if anyone was for or against.

No one responded.
 
4.   The Commissioners Court of Webb County is scheduled to vote on the tax rate that will result in that tax revenue increase at a public meeting to be held on Monday, September 10, 2018, at 9:00 a.m., at the Webb County Courthouse, Second Floor, 1000 Houston St., Laredo, Texas 78040.

Issue: There are funds available in the Head Start grant due to payroll savings, leave without pay, vacant slots, and the like.

4.      Status report from county staff regarding current negotiations on the potential purchase of the former HEB downtown property, with discussion and possible action to make a final decision on purchase; authorizing the Webb County Judge to execute any and all relevant documents; and any other matters incident thereto. [Executive Session is requested pursuant to Texas Government Code, Title 5, Subchapter D, Section 551.072 (Deliberations regarding purchase of Real Property) [Requested by Commissioners Court Administrator]   
 
  Civil Legal Division, Mr. Ray Rodriguez recommended approval and purchase of the HEB property and to authorize the Judge to execute an earnest money contract for Five Thousand Dollars ($5,000.00) and the purchase at Four million One Hundred Twenty-Five Thousand Dollars ($4,125,000.00) subject to the timing of the financing.

Result: There will be sufficient funds in all budget line items to pay for requested items.
  
 
6.      Discussion and possible action to approve a budget amendment by increasing revenues and expenditures in the amount of $38,572.57 for new revenues received for the Buenos Aires Community Center in accordance with Texas Local Government Code Section 111.07075 (Special Budge for Revenue Received after start of Fiscal Year). [Fund #3040 (Buenos Aires Community Center 2010)]

Issue: Increase budget for revenue receipts received and budgeted expenditures.

Solution: Appropriate new revenue and expenditures to be recorded and used for the purpose of construction in progress expenditures.
  
 
  County Auditor, Mr. Rafael Perez stated that he has a correction and that he's quoting the Buenos Aires Community Center and it should be the Fernando Salinas Community Center.
