Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. through a virtual meeting place with the following members present to wit:
 
Tano E. Tijerina, County Judge
Jesse Gonzalez,     Commissioner, Pct. 1
Rosaura "Wawi" Tijerina,   Commissioner, Pct. 2
John C. Galo, Commissioner, Pct. 3
Cindy Liendo, Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 29th day of May 2020. Present also were Ms. Kassandra Cavazos, Co-Chief Deputy representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
 
               
CALL TO ORDER BY THE HONORABLE TANO E. TIJERINA, WEBB COUNTY JUDGE

  Roll Call by Ms. Kassandra Cavazos, Co-Chief Deputy on behalf of the Honorable Margie Ramirez Ibarra, Webb County Clerk.

3.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

COURT TO DISCUSS AND ACT ON THE FOLLOWING:

4.      Presentation by the top three (3) ranking firms for Request for Qualifications (RFQ) 2020-009 “Owners Representative for the Webb County Fairgrounds” with discussion and possible action to award a contract to the selected firm and to further authorize the Civil / Legal Department to negotiate the terms, conditions and associated fees of contract and any other matters incident thereto. [2020A Bond Series]
 
Issue: The Webb County Fairgrounds project is estimated to cost $45 million to include new construction and renovations to existing facilities. The Court is requesting an independent firm to oversee the process from beginning to end and provide frequent reports and recommendations as the project develops. The Owners representative will provide oversight and report on any recommendations, discrepancies and progress of design, construction and all other components of the construction such as compliance and project estimates being recommended by general contractor and design team to reach a guaranteed maximum price.

Solution: Commissioners Court selected the three (3) highest ranking firms to present to Commissioners Court their qualifications and experience as Owners Representatives.

Result: Commissioners Court may select a finalist and possible action to award a contract to represent Webb County as Owners Representative for the Webb County Fairgrounds Project.
  
 
  The Commissioners Court heard presentations from the top three (3) ranking firms for Request for Qualification (RFQ) 2020-009 "Owners Representative for the Webb County Fairgrounds" in the order as follows:

1) Gilpin Engineering Company
2) Marc Taylor Inc.
3) Project Control of Texas


 
 
  Judge Tijerina stated that the court will be selecting a finalist on Monday, June 8, 2020.
 
Civil Legal Division
 
5.      Discussion and possible action to adopt a Resolution Electing to Participate in Tax Abatements and Adopting a Tax Abatement Policy, Guidelines and Criteria.

Issue: Webb County may not grant tax abatements unless it participates in a tax abatement program and adopts Guidelines, Policies and Criteria for granting tax abatements.

Solution: Adopt a Resolution which confirms participation in a tax abatement program and adopt Guideline, Policies and Criteria for granting tax Abatements.

Result: Webb County may grant tax abatements to qualified businesses.
  
 
  CLD, Mr. Nathan Bratton asked the court if they're thinking to adopt this, if they can allow him one change to include a provision; the county can require additional information from any applicant that is needed to evaluate their application.
 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to approve with amendment
