Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5.   Communications

Judge Valdez recognized former Municipal Court Judge Molina.

Cmr. Ramirez recognized Jesus Chavez, Junior at Cigarroa High School for winning 1st Place at a State Wide Humanities Texas President's Vision Poster Contest. She congratulated the Sheriff's Office on their Law Enforcement Week Award Ceremony; Deputy Joey Medellin and Captain Ponce Trevino. Cmr. Ramirez congratulated Councilman Alex Perez and Esteban Rangel for the ribbon cutting ceremony at the Kawas Elementary Playground. She congratulated the men and women participating in the Torch Run Event for the Special Olympics. Cmr. Ramirez congratulated and thanked the Veteran Service Officers and Mr. David Garza for assisting World War II Veteran, John Edward Berry. She congratulated Reymundo Dovalina for being named Acting Street Transportation Director and City Engineer for the City of Phoenix Transportation Department. Cmr. Ramirez sent her heartfelt condolences to the family of Joe Nieto and Sara Joe Dovalina. She congratulated Alexander High School Baseball Team for advancing to the round of 16 in the State Baseball Playoffs especially Pablo Ortiz. Cmr. Ramirez congratulated Alejandra Flores for placing 10th at the State UIL Contest in Accounting. She congratulated all Sophomores and Juniors who were inducted into the National Honor Society at all of the local High Schools. Cmr. Ramirez wished a very Happy Birthday to her Sister Lilian and congratulated her parents Tomas and Maria Elena Ramirez on their 50th Wedding Anniversary.

Cmr. Tijerina reminded everyone of Election Day for the Democratic Primary Run-Off and wished good luck to all the candidates. She congratulated Judge Danny Valdez on a very successful 20th Annual Fishing Derby. Cmr. Tijerina congratulated Cmr. John Galo on very well attended Memorial Day Luncheon held for all veterans. Cmr. Tijerina stated that on Tuesday, May 13, 2014 she hosted the Secretary of State Nandita Berry and Director of Border Affairs Alejandro Garcia and welcomed them to a tour of the colonias of Hwy 359. She thanked Mr. Juan Vargas for assisting in the tour for Secretary of State Nandita Berry. Cmr. Tijerina also mentioned she hosted Mr. Ron Curry, Administrator of the Environmental Protective Agency. She congratulated the Webb County Sheriff Office; Deputy of the Year, Joey Medellin and Supervisor of the Year, Captain Ponce Trevino. Cmr. Tijerina congratulated all of law enforcement involved in the Torch Run. She congratulated and thanked Veteran Service Officer, Mr. David Garza and Habitat for Humanity for assisting Mr. John Edward Berry. Cmr. Tijerina congratulated Ms. Catalina Reyna for her recent retirement as President of the Ladies Auxiliary for over 20 years for the American Legion Veterans Service. She congratulated the Laredo Police Department top officer Gerardo Jalomo, Jr., top investigator Edgar Garza, and Life Saving Award Officer Moses for being honored in the 2014 Laredo Police Week Awards. Cmr. Tijerina congratulated Martin High School Senior Ms. Daisy Cantu for being selected as the 2014 Border Patrol Youth of the Year. She stated that the GEO Group Rio Grande Detention Center Warden George Head and Webb County Commissioners Court awarded twenty-five (25) $1,000 scholarships to deserving area students. Cmr. Tijerina congratulated Mr. Pacho Ochoa, Mr. Irving, and Mr. Isidoro Greenblum for being honored by Catholic Social Services on their 5th Annual Recognition Dinner. She congratulated Dr. Joaquin Cigarroa for being honored as the 2014 Veteran of the Year by the Korean War Veterans Association at a ceremony held at the Jarvis Plaza. Cmr. Tijerina congratulated three Seniors from San Agustin High School who competed at the U.I.L. TABS Competition in Number Sense; Jose Alberto Cipres for placing 2nd in District Competition, Luis Hinojosa for placing 3rd in District Competition, and Daniel Martinez for placing 1st in District and State Competitions. She sent her heartfelt condolences to the family of her aunt Ms. Irene Perez, Ms. Edna Garcia, Mr. Leo Garza, Jr., Ms. Adela Recio, Ms. Olivia Salinas Diaz, Mr. Jerome "Jerry" Czar, Mr. Joe Nieto, and Ms. Angela Aurel. 

Cmr. Galo congratulated United Day 7th Grade Patriots; Christian Soto, Ana Sofia Garza, Alejandro Medina, Daniela Trevino for winning the Bronze Key in the State Wide Texas Holocaust Video Competition.  He congratulated Alexander High School Senior Martin Martinez for signing his letter of intent to swim for the Division 3 Southwestern University Georgetown, Texas. Cmr. Galo congratulated a trio of United High School on signing their letters of intent; Abigail Maganes, Angeles Quiroz, and Alex Cruz. He congratulated Martin High School Senior Daisy Cantu for being selected as Laredo Border Sector Patrol Youth of the Year. Cmr. Galo congratulated the recipients of the United High School Krizia L. Keiser Memorial Fund; Eduardo Ramos, Christina Vasquez, Marco A. Solorio, Antonia Taylor, and Amanda Garcia. He congratulated three Seniors from San Agustin High School who competed at the U.I.L. TABS Competition in Number Sense. Cmr. Galo advised everyone to exercise their right to vote. He thanked and congratulated Mr. David Garza, Habitat for Humanity, and all those who helped Mr. John Edward Berry. Cmr. Galo congratulated Judge Valdez on his 20th Annual Fishing Derby. He congratulated the Alexander High School Baseball Team on their victories. Cmr. Galo congratulated Nixon High School One-Act for competing and placing 5th at the State Level Competition. He congratulated Kathyrn Carroll for winning the Samuel French Award for Outstanding Performance. Cmr. Galo congratulated Cmr. Ramirez's parents on their 50th Wedding Anniversary and her sister's birthday. He sent his heartfelt condolences to the family of Edna Garcia, Raquel Falcon, Mildrid Reyna, Irene Perez, Jerry Garcia, and former Commissioner Angel Laurel, Sr.

Judge Valdez encouraged everyone to exercise their right to vote on Election Day for the Democratic Primary Run-Off. He thanked everyone who was involved in the 20th Annual Fishing Derby; sponsors, volunteers, Elected Officials present, and Texas Parks and Wildlife. Judge Valdez sent his heartfelt condolences to the family of Mr. Jeffrey Czar and Irene Perez.
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Administrative Services Director, Ms. Cynthia Mares was in attendance to present certificates to the monthly winners of September through April in appreciation of their efforts in the Safety Olympics Project. Mr. Mares presented monetary awards to three individuals who were considered the overall Safety Olympics winners. Lastly, Ms. Mares presented a certificate to the winner of the theme/slogan Poster Contest.

Head Start Director, Ms. Aliza Oliveros was in attendance along with Mr. Vicente Molina to present the "The Vicente Molina Community Volunteer Award" to Dr. Jessie Olivares. Ms. Oliveros presented a plaque inducting Dr. Rebecca Lee Cisneros into the Head Start Society. Ms. Oliveros also presented and recognized Mr. Juan David Ramirez and Ms. Lisa Natera as the 2014 Top Male and Female Parent Volunteer.

Mr. Medford stated that a letter of recommendation was sent to the Governor's Office recommending Mr. Gerry Schwebel as a potential candidate for chairman of the board of directors.
 
9.      Status report by county Auditor regarding upcoming fiscal year 2014-2015 budget preparations, with discussion and possible action to provide direction and expectations for final budget; and any other matters incident thereto.

23.      Discussion and possible action to approve or amend the recommendation of the County Energy Transportation Reinvestment Zone (CETRZ) Advisory Board to update and prioritize list of county transportation infrastructure projects, as per the County Transportation Infrastructure Fund Grant Program - to be submitted to the Texas Department of Transportation.  Project consultants, Totem LLC and S&B Infrastructure, will continue to meet with energy industry representatives to collaborate and maximize the use of grant funds and the improvement to county roads.  As per the grant agreement, Webb County may update the list of transportation infrastructure project during the agreement period.
