Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 6th day of June 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5.   Communications

Judge Valdez congratulated both Cmr. Canales and County Treasurer, Ms. Delia Perales on their re-election. He also congratulated Mr. Jose Pepe Salinas on his election for Justice of the Peace, Pct. 4. Judge Valdez congratulated all graduates and their parents. He congratulated the Marina Family on their 2nd Annual Paint Crusaders Event at the Haynes Recreational Center to benefit students with special needs. Judge Valdez sent his heartfelt condolences to the family of Mr. Juan Elias, former Parks and Grounds employee for 26 years. He congratulated Ms. Lauren Guzman for participating in the Miss America Pageant.

Cmr. Ramirez congratulated Victoria Marquez, student at United South High School, for finishing a beautiful mural in her school's Administrative Hall. She invited all the residents of Webb County to visit the Pct. 1 Community Centers this summer. Cmr. Ramirez sent her heartfelt condolences to the family of Juan Elias. She wished a Happy belated Birthday to her father. She congratulated the Class of 2014. Cmr. Ramirez welcomed all the teachers participating in the UISD Externship. She recognized Ms. Sara Dickey who was present and is participating in the UISD Externship.

Cmr. Tijerina congratulated Cmr. Canales and County Treasurer, Ms. Delia Perales on their re-election. She also congratulated Mr. Jose Pepe Salinas on his election for Justice of the Peace, Pct. 4. Cmr. Tijerina congratulated all Laredo and Webb County area High School students on their graduations. She congratulated Fire Chief Ricardo Rangel and Webb County Volunteer Fire Department who proudly received two new fire trucks on May 29, 2014. Cmr. Tijerina mentioned that funds were to still available for repairs to homes located on Hwy 359 Pueblo Nuevo Colonia. She stated that El Aguila received $254,000 in grant monies. Cmr. Tijerina congratulated Ms. Lauren Guzman for her participation in the Miss USA Pageant. She sent her heartfelt condolences to the family of Juan Elias, Maria Del Carmen Quesada, David Andres Alegria, Joe Nieto, and Mildred Judy Reyna.

Cmr. Canales welcomed everyone present. He congratulated County Treasurer, Ms. Delia Perales on her re-election. He congratulated newly elected J.P. Judge, Jose Pepe Salinas. Cmr. Canales thanked; Webb County Pct. 4 for allowing him to continue serving Pct. 4, the Commissioners Court, volunteers, the voters, and his family. He congratulated all the 2014 graduates and educators. Cmr. Canales congratulated Alex McKeon for being the first TAMIU player to be selected in the MOB Draft by the Red Sox. He congratulated Lauren Guzman for representing Laredo, Webb County in the Miss USA Pageant. Cmr. Canales made a special invitation to the children (ages 6 to 11) of Webb County to the Pct. 4 summer camps. He sent his heartfelt condolences to the family of Juan Rodolfo Elias and Maria Alicia Serna.
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

The Commissioners Court presented an achievement award to Mr. Jesus Olvera, who was present along with both his parents and young sister, in recognition of his success in winning the State Championship for his division in boxing.
 
9.      Discussion and possible action to authorize the transportation of Webb County colonia residents via the El Aguila Rural Transit System to the Operation Lone Star event which will be held August 4-8, 2014 at the LISD Performance Arts Center (formerly known as Laredo Civic Center); and any other matters incident thereto.  Residents will be able to receive FREE health and medical services such as immunizations for children, diabetic screening; blood pressure screening; hearing and vision screenings, and sports physicals.  The funding for the transportation costs will come from Indigent Health Care Services Department Account #001-4101-7002, Medical Services. 10.      Discussion and possible action to approve an increase in part time pay, up to $30.00 per hour, for a part time Texas State Certified Teacher position who will assist in the Precinct 4 Summer camp programs for children. The operational general order states that pay for part time employees cannot exceed $15.00/hr. unless specific approval to pay more is authorized by Commissioners Court.

13.      Discussion and possible action to enter into a rural transportation federal fund agreement (No. 51422F7205) with the State of Texas, acting through the Texas Department of Transportation, wherein Webb County Community Action Agency accepts a grant amount not the exceed TWO HUNDRED FIFTY-FOUR THOUSAND TWO HUNDRED FIVE DOLLARS ($254,205.00) for the El Aguila Rural Transportation Program and authorizing the Webb County Judge to execute all relevant documents. [Requested by Juan Vargas, Community Action Agency and Economic Development Director]   
 
14.      Discussion and possible action for the Webb County Community Action Agency to enter into a One (1) year equipment maintenance agreement with Nevill Business Machines for One (1) Toshiba E-Studio 455 Copier at a monthly cost of .008 cents per copy over the lease term.  The term of the agreement will commence upon the execution of the agreement by both parties, and authorizing the Webb County Judge to sign all relevant documents.   [Requested by Juan Vargas, Community Action Agency Director]

30.      Discussion and possible action to accept an FMAG (Fire Management Assistance Grant) in the amount of $27,728.07 from FEMA (Federal Emergency Management Agency) to reimburse agencies who responded to a fire at El Cenizo on April 4, 2011.  The responding agencies were El Cenizo Volunteer Fire Department, The Rio Bravo Volunteer Fire Department, the Webb County Volunteer Fire Department, The Laredo Fire Department, the Webb County Sheriffs and El Aguila Transportation Department.  The reimbursement will be a percentage of the funds spent by each agency.

46.      Discussion and action to approve a correction to a previously approved agenda item (Commissioner’s Court Date: 09/09/2013- Item #60); the agenda approved the purchase of a copier for $8,293 from Xerox.   The actual purchase was for $5,599 from Toshiba.  The backup on the agenda indicated that from the 3 cooperative quotes Toshiba had the lower priced copier.  There was an error in listing Xerox as the vendor and not Toshiba. [Fund #603-0101-8801 (Capital Outlay)]

Due to the increase in the Federal Milk Order, prices will be adjusted slightly for the extension period of this contract. Below is the new pricing:
