Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 20th day of June 2014. Present also were Ms. Kassandra Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5.   Communications

Cmr. Galo congratulated Alexander Bulldogs outfielder Rudy Gaona on making the All Star second team, the only local player from Laredo to make the 4A and 5a list. He congratulated Father Jose De Leon who was ordained father and is the first local priest to be ordained in 23 years. Cmr. Galo announced the Empty Bowls Annual Food Bank Event, which will be held on August 22. The event honors the Beaumont Foundation of America for its contribution to the South Texas Food Bank which will feature a concert by The Commodores. He congratulated Ms. Cynthia Mares and her staff on saving County money on Unemployment. Cmr. Galo sent out his heartfelt condolences to to the family of Dr. Rafael Lecuona, Anna Maria Garza, Alicia Salinas Esquinca, Josefina Lafon, Maria De Jesus Mancha, Megla P. Gutierrez, and Faith Ellen Mainhart.

Cmr. Tijerina congratulated Sheriff Martin Cuellar, Jail Commander Jose "Pepe" Salinas and the Sheriff's Office Employees on passing the State Jail Inspection for the 6th year in a row. She congratulated Chief Clemente Camarillo who was appointed Chief of Police by United Independent School District. Cmr. Tijerina congratulated Cynthia Mares and the Administrative Services Office for hosting a successful event at the Webb County Health Fair. She congratulated the Webb County Historical Commission for being presented the 2013 Distinguished Service Award by the Texas Historical Commission for their outstanding preservation work. Cmr. Tijerina congratulated Ms. Fanny Stavoroswki for being honored with the Jefferson Award Foundation for over 25 years of service on behalf of the homeless and hungry in Laredo. She congratulated 2014 Miss Laredo USA, Dalia Benavides, and 2014 Miss Laredo Teen USA, Catherine O’Connor. Cmr. Tijerina congratulated Bobby Morales and Teresa Chives top male and female tri- athletes at the LCA Super Strength Triathlon held at the Lake Casa Blanca International Park. She congratulated Ms. Cynthia Mares on the refund that the County received. Cmr. Tijerina sent out her heartfelt condolences to the family of Dr. Rafael Lecuona, Alicia Salinas Esquinca, Coach Johnson, Rafael Quiroz, Josefina Lafon, and Faith Mainhart.

Cmr. Ramirez congratulated her sister Lisa Rogelio in being the only certified court manager in Webb County. She congratulated 2014 Miss Laredo USA, Dalia Benavides and 2014 Miss Teen Laredo USA, Catherine O’Connor. Cmr. Ramirez sent out her heartfelt condolences to the family of Faith Mainhart, and Dr. Rafael Lecuona. She congratulated Councilman Alex Perez for the ribbon cutting ceremony on the Market St. Tennis Court Splash Parks. Cmr. Ramirez congratulated the staff at the Water Treatment Plant in Rio Bravo, Texas for their hard work and also welcomed on board Mr. Montemayor who is the New Systems Manager. She thanked Congressman Henry Cuellar for donating two United States Flags for both the La Presa Community Center and Rio Bravo Water Treatment Plant. Cmr. Ramirez congratulated Sheriff Martin Cuellar and his staff for passing the inspection completed by the Texas Commission on jail standards with flying colors for the 6th year in a row. She also congratulated Webb County Auditor, Leo Flores for receiving his standard in pro rating in double A stable. Cmr. Ramirez thanked her staff and each of her community centers for hosting the special events; La Presa Community Center for their Father’s Day luncheon and she thanked Mr. Pantoja at the Fernando A. Salinas Community Center for joining them. She mentioned that the  Rio Bravo Community Center had a Father’s Day luncheon, El Cenizo Activity Center hosted a Father’s Day luncheon at Emperor Garden. El Cenizo Community Center took 32 kids on a field trip to the bowling alley, and the Rio Bravo Activity Center took children to the LCC Environmental Center. She also thanked Rio Bravo Fire Department for going out to educate the children on fire safety. Cmr. Ramirez also mentioned that the  EJ Salinas Community Center took a trip to the Seven Flags Splash Parks. She thanked the all-star coaches Beth, Selina, and Jenny for attending the centers to show the young ladies new cheerleading moves. Cmr. Ramirez congratulated Ms. Fanny Stavoroswki, for receiving the Jefferson Award Honor in Washington D.C. Cmr. Ramirez informed the public of the immigration influx and encouraged the public to drop off any donations at the Holding Institute. 

Cmr. Canales congratulated the county and everyone who has contributed with the credit rating. He Congratulated the Sheriff’s Department on passing the state standards for the 6th year in a row. Cmr. Canales thanked everyone who contributed and attended the summer camps; Lily Perez and 25 kids who graduated from the program. He informed the public of the 5 summer camps that are going to be held throughout the county. Cmr. Canales congratulated the Laredo Cycling Club on their first LCA Spring Triathlon at the Lake Casa Blanca. He sent out his heartfelt condolences to the family of Francisca Alvarez, Nasario Solis, and Reymundo Serna.

Judge Danny Valdez congratulated County Auditor, Leo Flores and his staff for their hard work and dedication in regards to the Webb County credit rating. He congratulated Sheriff Martin Cuellar and staff for passing their state standards 6th year in a row. Judge Valdez congratulated Cynthia Mares and her staff for organizing the annual health fair. He sent out his heartfelt condolences to the family of Dr. Leucona, and Faith Mainhart. Judge Valdez recognized his new staff member Jose Diaz De Leon.
 
Cmr. Tijerina congratulated County Auditor, Leo Flores for the County rating. She informed the public that Mr. Greg Araiza from the Larga Vista Community Center, currently has many summer activities for the children of Laredo. If interested, the public may contact the different community center offices.
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Commissioners Court Administrator, Mr. Leroy Medford was in attendance to present the status report on county appointments to the Regional Mobility Authority (RMA) Board of Directors. Mr. Medford stated for the record the members that were selected and accepted were: for Pct. 1 Carlos Flores, Pct. 2 Viviana Frank, Pct. 3. Steve LaMantia, and Pct. 4 Albert Muller, Sr.

The Commissioners Court presented Certificates of Achievement to 2013-2014 Webb County Golf standouts, male Player of the Year, Mr. Alfredo Virgen, female Player of the Year, Daniela Mendez, Senior of the Year, Valeria Padilla and Coach of the Year, Coach Rangel.

17.      Discussion and possible action to approve the Consulting Services Agreement (including terms and fees) between Webb County and Johnson & Johnson Attorneys at Law for consulting and professional services concerning legislative matters for a Two (2) year term effective October 1, 2014 through November 30, 2016, and to authorize a  Professional Service Exemption as per Section 252.022 Local Government Code; and authorizing the County Judge to execute all relevant documents; and any matters incident thereto.

18.      Discussion and possible action to enter into a Forty-One (41) month Maintenance Service Agreement with ThyssenKrupp Elevator Corporation for the maintenance of Ten (10) elevators located at the Webb County Justice Building, Webb County Engineering/Indigent Healthcare Building, Webb County Justice of the Peace Precinct #2, Webb County Justice Building 1000 Houston Street, and the Webb County Administrative Building, at a cost of Two Thousand Seven Hundred Fifty-Six Dollars and Ninety Four Cents ($2,756.94) per month over the term of the agreement.  The agreement will become effective on the date of execution by both parties, subject to annual budget appropriations, and authorizing the County Judge to execute all relevant documents, and any other matters incident thereto.

County Attorney's Office, Ms. Molly Higgins Santos recommended that the Commissioners Court approve the settlement offer of $7,000 in addition as part of the settlement agreement Webb County will agree to provide Cultural Competency Training in the Deaf Culture to include a cap on the cost of the training ranging from $2,500.00 to $2,750.00.
 
  Motion by County Judge Danny Valdez, seconded by Commissioner, Pct. 4 Jaime A. Canales to approve the County Attorney's Office recommendation and authorize the settlement offer of $7,000 in addition as part of the settlement agreement Webb County will agree to provide
Cultural Competency Training in the Deaf Culture to include a cap on the cost of the training ranging from $2,500.00 to $2,750.00
