Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 11th day of July 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Judge Danny Valdez administered the oath of office to Commissioner Pct. 1, Linda R. Ramirez. Judge Valdez stated that he had appointed her on Friday, July 11, 2014 and she would be the presiding Commissioner Pct. 1 until the November General Election.

Commissioner Linda R. Ramirez thanked her mother, father, sisters, brother-in-law, nieces, and nephews for attending her swearing in ceremony. She thanked Judge Valdez for allowing her to continue as Pct. 1 Commissioner and all the department heads.

9.      Discussion and possible action to correct an error in the approval of item #33 from the June 9th, 2014 commissioner's court meeting (which approved a salary adjustment for Slot #2320 to the original budgeted salary rate). The correct Slot number should have been Slot #0914 instead of Slot #2320; and to further authorize a correction in the minutes of said meeting; and any other matters incident thereto.

Judge Valdez recognized Mayor Raul Salinas and Councilman Jorge Vera. Judge Valdez invited Mayor Raul Salinas to read the Joint Resolution.

Judge Valdez and Mayor Raul both read a proclamation recognizing the week of July 13 thru July 19, 2014 as Probation, Parole, and Community Supervision Week.
 
5.   Communications

Cmr. Ramirez congratulated the residents and the children of El Cenizo for the ribbon cutting ceremony held on Wednesday, July 9, 2014 at the Carlos Aguilar Senior Activity Center. She thanked all the departments and department heads who attended, Mr. Larry Sanchez, PIO, and Jose Diaz De Leon for his invocation and representing Judge Danny Valdez. Cmr. Ramirez thanked the parents and the family of Mr. Carlos Aguilar, Sr., a veteran of both Afghanistan and Iraq. She reminded all residents of the clean up campaign in Mirando City this Wednesday, July 16, 2014 from 9:00 a.m. to 2:00 p.m. Cmr. Ramirez congratulated Dr. Marcus Nelson for being named Region 1 Educational Service Center Superintendent of the Year. She congratulated Mr. Dino Smith for being elected president of the Board of Trustees for the Webb Consolidated I.S.D. Cmr. Ramirez congratulated Cmr. Tijerina for being named the 2014 Reyna del Sol of the Sol Masquerade Streets of Laredo. She thanked La Presa Community Center for hosting a wonderful 4th of July Lunch. Cmr. Ramirez thanked the Bruni Community Center Director, Ms. Nelda Cortinas for helping to re-establish bank food services for the residents of Mirando City. She thanked Sister Rose Mary Welsh and Mercy Ministries for hearing the concerns and needs of the Mirando City residents. Cmr. Ramirez sent her heartfelt condolences to the family of Reynaldo Rios, Rosa Belia Gonzalez, Luciano Rodriguez, Mary Sandlin, Sylvia Holguin, and Crispin Soto, World War II veteran.

Cmr. Tijerina congratulated Cmr. Ramirez for having earn the vote of confidence of Judge Danny Valdez and for being appointed as Precinct 1 Commissioner. She congratulated the Sisters of Mercy on their 120th year celebration on the founding of the Mercy Hospital in Laredo, Texas. Cmr. Tijerina congratulated Dr. Marcus Nelson, Superintendent from Laredo Independent School District, for being named Region 1 Educational Service Center Superintendent of the Year. She congratulated Mr. Gene Walker for being named 2014 Business Person of the Year by the Laredo Chamber of Commerce. Cmr. Tijerina congratulated Councilman Roque Vela on the inauguration of the crosswalk located at the McPherson/Wyoming intersection. She congratulated La India Packing Company and the Rodriguez Family on their 90th Anniversary. Cmr. Tijerina congratulated Camila San Miguel for winning the gold metal on poetry and being honored by the Lions of Young Artists and Writers in New York City at Carnegie Hall on June 6, 2014. She congratulated Bonnie Mata from Mirando City native and resident of Laredo for having her original book Just a Kiss, nominated as the best romantic novel for the 2014 International Latino Book Award. Cmr. Tijerina congratulated Marilyn De Llano and the De Llano Family for the dedication of the Border Region Behavior Health Center Art Building in honor of their daughter Shira. She congratulated Mr. Dino Smith for being elected president of the Board of Trustees for the Webb Consolidated Independent School District. Cmr. Tijerina congratulated former Coaches Rene Ramirez, Bobby Badey, and Arturo Contreras named to the South Texas High School Coaches Association Hall of Honor. She congratulated Vidal Cantu, Jr., 2014 Graduate of St. Augustine High School and future Texas A & M University student, for being selected from a group of 200 applicants to be one of fourteen members in the Texas 4-H Shotgun Team. Cmr. Tijerina thanked Mr. Gilbert Garza and Mr. Mike De La Fuente for their help in moving around furniture during the floor replacement at the Larga Vista Community Center. She wished a very Happy Birthday to County Engineer, Mr. Luis Perez Garcia. Cmr. Tijerina sent her heartfelt condolences to the family of Reynaldo Rios, Sylvia Holguin, Narciso Solis, Henry Charles Jackson, Crispin Soto, Rosa Belia Gonzalez, Mary Sandlin, Sergio Carlos Mora, Luciano Rodriguez, and Odila D. Molina. She congratulated Cmr. Ramirez on the opening of the Carlos Aguilar recreation center. Cmr. Tijerina invited everyone to the 1st Female Veterans Conference to be held on Saturday, July 19, 2014 from 9 to 3 p.m. at 1937 E. Bustamante, UT Health Science Center.

Cmr. Galo congratulated Cmr. Ramirez on her re-appointment as Precinct 1 Commissioner. He congratulated Cmr. Tijerina for being named the 2014 Reyna del Sol of the Sol Masquerade Streets of Laredo. Cmr. Galo congratulated 13 year old Laredoan, Camila San Miguel, for being honored at the New York City's Carnegie Hall by the Lions of the Young Artists and Writers for her writing submission for the scholastic art and writing award. He mentioned that the 4th Annual Dinner by the Imaginarium of South Texas would be held on Thursday at the Laredo Country Club. Cmr. Galo congratulated Mr. Walker for being named 2014 Business Person of the Year. He congratulated Rosie Ramirez for receiving the honorary award for 55 years of service to the Laredo Medical Center. Cmr. Galo congratulated Priscilla Salinas Ramos, FMP BC, Dr. Arturo Garza Gongora, and Laura Garza Gongora DMP on the ribbon cutting ceremony for the new Doctor's Hospital, Mines Road Family Clinic. He congratulated Dr. Marcus Nelson for being named Region 1 Educational Service Center Superintendent of the Year. Cmr. Galo congratulated the De Llano Family for the dedication of the Border Region Behavior Health Center Art Building in honor of their daughter Shira. He congratulated La India Packing Company on their 90th Anniversary. Cmr. Galo congratulated Mr. Dino Smith for being elected president of the Webb Consolidated Independent School District. He congratulated David Gonzalez, the new associate superintendent for U.I.S.D., who will oversee curriculum and instruction for students. Cmr. Galo congratulated LULAC No. 12 for being recognized as Outstanding Council of the Year. He congratulated Raul Casso, Jr. for staring in a new NBC drama Taxi Brooklyn. Cmr. Galo congratulated the Laredo Heat Youth Soccer Club for making history by becoming the first team to qualify from Laredo for the U.S. Youth Soccer President's Cup National Finals in Greenville, South Carolina. He congratulated Jackie Rodriguez, former Assistant Director of Ruth B. Cowl, for being named the new Executive Director. Cmr. Galo congratulated Trautmann Middle School 6th Graders; Decarlo Calderon and Deandre Carroll who will be the only representatives to attempt to place in National Track and Field Meet. He congratulated Sergio Rodriguez, senior at San Augustine High School, for being accepted to attend the Summer Leader Experience at Westpoint, New York. Cmr. Galo congratulated Judge Oscar O. Martinez and his staff for being recognized by SCAN Alcohol Awareness Education. He congratulated Enrique Gallegos for being named CEO for Laredo Medical Center and Jorge Leal as Assistant Chief Executive Officer. Cmr. Galo wished a Happy Birthday to Mr. Luis Perez Garcia, County Engineer. He sent his heartfelt condolences to the family of Sylvia Holguin, Maria Luisa Sandlin, Rosa Belia Gonzalez, Crispin Soto, Reynaldo Rios, Henry Charles Jackson, Luciano Rodriguez, Anita Rodriguez, Sergio Carlos Mora Medina, and Juan Jose Loscano.

Cmr. Canales congratulated Cmr. Ramirez on her re-appointment. He congratulated Cmr. Ramirez on the ribbon cutting ceremony for the Carlos Aguilar Activity Center. Cmr. Canales congratulated Mr. Clemente Camarillo for being named Chief of Police for U.I.S.D. He congratulated Victor Garcia for receiving the Webb County Veterans Commission Award. Cmr. Canales congratulated H-E-B on their re-opening ceremony for their newly remodeled store on McPherson. He congratulated congratulated Cmr. Tijerina on being named Reyna del Sol by Streets of Laredo. Cmr. Canales congratulated the Laredo Heat Youth Soccer Club and Academy for making history in becoming the first Laredo team to qualify for the U.S. Youth Soccer President's Cup National Finals. He congratulated Mayor Julian Castro from San Antonio for being named the U.S. Department of Housing and Urban Development Secretary. Cmr. Canales congratulated to all the Probation and Parole Officers for all their hard work and dedication. He congratulated the students who participated in the second week of the ongoing educational summer camps and all those support the program. Cmr. Canales congratulated Dr. Marcus Nelson for receiving the award for Superintendent of the Year. He sent out his heartfelt condolences to the families of those mentioned earlier.

Judge Valdez congratulated Cmr. Tijerina for being named Reyna del Sol and Tito Garcia for being named Rey del Sol. He congratulated Cmr. Linda Ramirez for hosting the ribbon cutting ceremony for the dedication of the Carlos Aguilar Activity Center at El Cenizo. Judge Valdez congratulated Dr. Marcus Nelson, Laredo Independent School District Superintendent, for being named 2014 Region 1 Educational Service Center Superintendent. He congradulated LMC's two new executives, Enrique Gallegos, CEO of LMC and Jorge Ernesto Leal, Assistant Chief Executive Officer. Judge Valdez sent out his heartfelt condolences to the family of Luciano Rodriguez and former Democratic Chair, Sergio Mora.
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

18.      Status report by county staff regarding commercial traffic and road conditions on Espejo Gates Road in North Webb County; with discussion and possible action to authorize the posting of speed limit signage; and any other matters incident thereto.

County Engineer, Mr. Luis Perez Garcia, Road and Bridge Superintendent, Mr. Jose Luis Rodriguez, and County Attorney, Mr. Marco Montemayor were all present to address the Commissioners Court on item #18.

19.      Discussion and possible action to apply for an Emergency Sub-grant from Save the Children. This grant will allow Webb County to hire (on a contract basis) Head Start staff (or other qualified applicants) to aid homeless immigrant children crossing the U.S. border by providing them with "Child Friendly Spaces" as they are temporarily sheltered in Webb County. 21.      Discussion and possible action to approve an inter local agreement with the City of Laredo for certain public health services funded from grant agreements or awards from federal or state agencies on a county-wide basis; the City of Laredo will provide the following services: Women, Infants and Children (WIC) Nutrition services, Human Immunodeficiency Virus (HIV)  prevention activities, Acquired Immuno Deficiency Syndrome (AIDS) services, Public Health Emergency Preparedness (PHEP) services, and Healthcare Hospital Preparedness (HPP) services. 23.      Discussion and possible action to enter into a Thirty-Six (36) month (June 14, 2014 through June 14, 2017) Maintenance Agreement between Toshiba Business Solutions and Commissioner Precinct 2 for a Toshiba E-Studio 3555C at a cost of THREE HUNDRED FIVE DOLLARS AND THIRTY CENTS ($305.30) annually for a total amount of NINE HUNDRED FIFTEEN DOLLARS AND NINETY CENTS ($915.90) over the term of the agreement with an excess charge of 0.00730 per copy, subject to annual budget appropriating and authorizing County Judge to sign and execute all relevant documents. 24.      Discussion and possible action to authorize the Webb County Head Start Director to exercise an option to extend a property lease agreement with VIMOSA II located at 102 Sierra Vista Blvd. for One (1) year from September 1, 2014 through August 31, 2015 with an option to extend a renewal at an annual rate of ONE DOLLAR ($1.00) and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 25.      Discussion and possible action to approve an agreement between Webb County and Teaching and Mentoring Communities (TMC), A Texas nonprofit corporation wherein TMC will set up, implement and operate Two (2) classrooms and other facilities for the Early Head Start Program. The term of this agreement shall be for One (1) year commencing September 1, 2014 thru August 31, 2015, for a total cost of $202,974.00 for the services to be provided under this agreement and authorizing County Judge to sign and execute all relevant documents. 26.      Discussion and possible action to enter into a Collaborative Partnership Agreement with Community Action Corporation of South Texas.  The main goal of this agreement is to provide outreach, education, and direct application assistance to families and enroll all eligible children in the CHIP/Medicaid Program through the Your Texas Benefits online application.  Webb County Head Start will collaborate and participate in referring uninsured children and their families to Community Action Corporation of South Texas – Project MCARE at no financial impact to the General Fund; and any other matters incident thereto.
 
  
 
27.      Discussion and possible action to enter into a Memorandum of Understanding with the United Independent School District concerning the coordination and collaboration of preschool educational services to children enrolled in the Head Start Program, this agreement becomes effective on the date of United ISD Board Approval, and will remain in effect through June 30, 2016. This Agreement shall remain in effect for a period of Two (2) scholastic calendar year (2014-2016) at a cost of $50,000.00 to be paid in Twenty-Four (24) monthly installments, subject to annual budget appropriations, and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. Discussion and possible action to enter into a Thirty Nine (39) month Fair Market Value contract  Lease Agreement  between Webb County Head Start and Nevill Imaging Solutions beginning on July 14 , 2014 and ending October 14, 2017 for a M2535dn SMART located at Sanchez-Ochoa Elementary School at a  monthly rate of THIRTY-FOUR DOLLARS AND NINTY-NINE CENTS ($34.99) for a total annual cost of  ONE THOUSAND THREE HUNDRED SIXTY-FOUR DOLLARS AND SIXTY-ONE CENTS ($1,364.61), subject to annual budget appropriation and authorizing the County Judge to execute all relevant documents. 29.      Discussion and possible action to accept a relocation of an access easement between Rodolfo Garcia Properties, LLC and Webb County. The proposed easement will be from Casa del Lago road to a Two acre tract owned by Webb County and  presently leased by U.S.D.A. The new easement will give Webb County a more direct route to the tract and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto.
