Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 8th day of August 2014. Present also were Ms. Kassandra Cavazos, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Ms. Delia Perales presented the checks/payables, side bills, and ratification of payroll ending August 1 pending approval. Ms. Perales also presented bills paying the school districts 18 years back, retro pay from 1995 through December 2013 to U.I.S.D. for $21,865.20 and L.I.S.D. for $41,034.56 .

  County Auditor, Mr. Leo Flores stated that the fees owed to the districts mentioned previously by Ms. Perales, were paid through Truancy Funds.

5.   Communications

Cmr. Canales congratulated and thanked everyone who participated, volunteered, and contributed donations to his Summer Camps. He thanked Mr. Larry Sanchez and his staff for the presentations. Cmr. Canales congratulated the Imaginarium of South Texas on their Robo-Tech Summer Camp competitions. He congratulated Jimena Elizondo, 8th grade student at Trautmann Middle School, for bringing back a gold metal from the Korea Open International Taekwondo Championships. Cmr. Canales congratulated the City of Laredo Health Department, Texas Military Service, the Department of State Health Services on their Operation Lone Star event. He congratulated the Laredo Police Department B-13 Cadet Class on their recent graduation. Cmr. Canales sent his heartfelt condolences to the family of Pete Arguindegui, Jr., Ana Laura Urbina, Paulina Hernandez, Nicolas Velasquez, Consuelo Pena, and Leticia Jasso.

Cmr. Galo congratulated Cmr. Canales on his 4th Annual Educational Program. He congratulated Senator John Cornyn for being named Mr. South Texas for this year. Cmr. Galo congratulated Diana Farias for being honored and celebrated for her divine years at LAPS. He congratulated the City of Laredo on their ribbon cutting ceremony for the Housing Rehabilitation Program. Cmr. Galo congratulated Terry Cruz for being named the new head coach for the Lady Palominos at L.C.C. He congratulated the Ruthe B. Cowl Rehabilitation Center for hosting the Medical Team from Shriners Hospital in Houston on a Free 2 Day Clinic for all local children. Cmr. Galo congratulated Ernesto Sandoval, Jr. for being named the new principal at Alexander High School. He congratulated the Santa Teresita Community Center on their 1st group of RadKIDS graduates. Cmr. Galo congratulated the Alamo Drafthouse Theater on their groundbreaking ceremony. He congratulated Selma Gonzalez for being named the City Editor for the Laredo Morning Times. Cmr. Galo congratulated Mary Lee Gonzalez, L.C.C. Baseball Team Player, for signing a letter of intent for Texas A and M. He congratulated Eagle Scout Reet Pandya for the mural painting at the North Central Park. Cmr. Galo congratulated the Laredo Heat defenseman Yaye Hernandez for being named as member of the 2014 PBL All League Team at the Southwest Conference. He congratulated Jimena Elizondo, 8th grade student at Trautmann Middle School, for bringing back a gold metal from the Korea Open International Taekwondo Championships. Cmr. Galo congratulated Erika Escamilla on winning three events at the 2014 Long Course South Texas Junior STAGS Championships. He congratulated Alex Ramirez for winning the world championship at the 14th Annual Ringside World Championships. Cmr. Galo congratulated the Laredo boxing champs and the members of the Webb County Sheriff's Office POW's Boxing Gym for taking home the championship trophy for the 2014 World Ringside Championship. He reminded everyone to go out and support our local food bank at the Empty Bowl event on August 22 to be held at the Laredo Energy Arena. Cmr. Galo sent out his heartfelt condolences to those who have lost loved ones in the past two weeks especially; the family of Graciela Guajardo, Imelda Tijerina Leyendecker, Oralia Barrera, Bessie Dodier, Peter Arguindegui, Jr., Leticia E. Jasso, and Juan Mata.

Cmr. Tijerina wished Happy Birthday to Judge Valdez. She congratulated Gene Walker for being named 2014 Business Person of the Year. Cmr. Tijerina congratulated U.S. Senator John Cornyn for being named Mr. South Texas 2015. She congratulated Jimena Elizondo, 8th grade student at Trautmann Middle School, for bringing back a gold metal from the Korea Open International Taekwondo Championships. Cmr. Tijerina thanked all participants who took part in the Operation Lone Star event. She congratulated Sheriff Martin Cuellar for making the cover of the Texas Association of Counties. Cmr. Tijerina congratulated the youngsters who participated in the 14th Annual Ringside World Championships. She sent her heartfelt condolences to the family of Bessie Dodier, Pete Arguindegui, Chale Pena, Juan Jose Recio, Leticia Jasso, Imelda Tijerina Leyendecker, Oralia Barrera, and Emma Sanchez.

Cmr. Ramirez congratulated Director of La Presa Community Center, Ms. Sara Jo Davila, for participating in the largest health fair in South Texas. She congratulated the Sheriff's Office for sponsoring a softball tournament last week and the Laredo Fire Department for winning the event. Cmr. Ramirez wished good luck to all teachers and students going back to school. She thanked Precinct 1 Community and Activity Centers for the successful summer programs and activities and for providing the time for the residents and children.

Judge Valdez congratulated Cmr. Canales on the certificates of completion given to the children who enrolled in the 4th Annual Educational Summer Camp Program. He congratulated the hometown POW's Boxing Gym champs who recently competed in the 2014 Ringside World Championships. Judge Valdez congratulated the Alamo Drafthouse on their groundbreaking ceremony. He congratulated the nine new officers in the Laredo Police Department on their badge pinning ceremony. Judge Valdez sent out his heartfelt condolences to the family of Pete Arguindegui and Chale Pena.

Judge Valdez asked the representatives from Electric Transmission Texas (ETT) to approach the podium to make a presentation on the update of the Transmission Project.

Manager of Community Affairs for AEP, Mr. Tony Arce was present to give an update on the new construction project that will improve the electric reliability in Webb County and the South Texas region. Manager of Regulatory Affairs, Mr. Perry Smith was present to give an overview of the project that will be built in this area.
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Charlie Martens, Oil and Gas Businessman
Mr. Martens addressed the Commissioners Court on his concerns regarding the computer systems he utilizes in Webb County. He stated that when researching, the computer will auto erase a day's worth of work.

7.      Discussion and possible action to approve the appointment of Director for the Ernesto J. Salinas Community Center (Slot #0914) at the budgeted annual salary of $44,235 subject upon the availability of funds, effective immediately.

Cmr. Ramirez stated that she would like to remove the interim title from Ms. Griselda Johnson and name her Director.

8.      Discussion and possible action to accept a funding increase addendum of Seventy Thousand Two Hundred Eighty-Four dollars ($70,284) to the Program Year 2014 Comprehensive Energy Assistance Program (CEAP) grant - Contract #58130001982 from the Texas Department of Housing and Community Affairs (TDHCA). This addendum will increase the Program Year 2014 CEAP Contract #58130001982 funding from Two Hundred Forty Thousand Eighty-Three dollars ($240,083.00) to Three Hundred Ten Thousand Three Hundred Sixty-Seven dollars ($310,367.00), and authorizing the County Judge to sign all relevant documents.  [Requested by Juan Vargas, Executive Director, Webb County Community Action Agency]

Terminal Manager for Celadon Trucking, Mr. Patricio Gonzalez and Laredo Development Foundation representative, Ms. Olivia Varela were both in attendance to make a presentation regarding a proposal to consider a county economic development or tax abatement agreement.

16.      Discussion and possible action to approve an Interlocal Agreement and Memorandum Of Understanding (MOU), between the Webb County Juvenile Board and United Independent School District for the 2014-2015 school year. The MOU will outline the responsibilities of the Juvenile Board and the Juvenile Justice Alternative Education Program (JJAEP), and define the amount and conditions of payments from U.I.S.D. to the Juvenile Board for students of U.I.S.D. served at the JJAEP. This action authorizes the County Judge to execute all relevant documents.

17.      Discussion and possible action to enter into a non-financial Memorandum Of Understanding  (MOU) between United Independent School District, Laredo Independent School District, Webb Consolidated Independent school District and the Webb County Juvenile Department. The MOU will provide educational programs for students who reside in the Webb county youth village. The MOU will have no impact on the county budget. This action authorizes the County Judge to execute all relevant documents.

18.      Discussion and possible action to approve a contract between the office of the Attorney General (AOG) and Webb County (COUNTY). The purpose is to create a AOG case management system for child support orders and family violence information. The contract shall commence on September 1, 2014 and terminate on August 31, 2016. The AOG will forward a “federal Share” and reimbursement costs to the COUNTY as stipulated in the contract and authorizing the County Judge to execute all relevant documents. 19.      Discussion and possible action to approve a remodel/construction contract by and between Webb County and J-Starr Construction Inc. for the repair refurbishing and remodeling of the Casa Blanca Golf Course Clubhouse and Restaurant in the amount of $139, 066.24. 26.      Discussion and possible action to approve the acceptance of a Fiscal Year 2014 Community Outdoor Outreach Program (CO-OP) grant award from the Texas Department of Parks & Wildlife in the amount of $40,000 to provide educational outdoor recreational trips to Texas State Parks for the children of Laredo/Webb County; and designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.  This grant requires a $29,265 in-kind match, which will be provided by the Webb County Sheriff's Office, its Community Affairs Division/Police Athletic League (PAL), its volunteers, and its community partners.

Tax Assessor Collector, Ms. Patricia Barrera and County Auditor, Mr. Leo Flores were both present to address the Commissioners Court on item #30.
Ms. Barrera stated that the 1st Public Hearing would be scheduled for August 25 and the 2nd Public Hearing for September 8 at the Commissioners Court at 9:00 a.m.
