Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 5th day of September 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5.   Communications

Cmr. Ramirez invited the residents of Mirando City to the ribbon cutting ceremony of the Mirando City Activity Center on Friday, September 12. She thanked everyone who made this possible especially; MIS, Planning, and Building Maintenance. Cmr. Ramirez invited everyone to the ribbon cutting ceremony for the La Presa Community Center mailboxes. She thanked the U.S. Postal Service, Mr. Villalon, Judge Danny Valdez's Office especially; Mr. Joey Diaz De Leon, La Presa Center Director, Sara Jo Davila, and everyone who helped. Cmr. Ramirez thanked the Administrative Services Department for putting together the Sexual Harassment and Workplace Violence Workshop. She thanked Ms. Nancy Cadena and the Indigent Health Services Department for arranging the free immunization clinic for both the Bruni and Mirando City Community Center. Cmr. Ramirez reminded everyone of Sheriff Martin Cuellar's 3rd Annual Share A Bear project on September 13, 2014 at 10 a.m. at the Build A Bear Workshop. She mentioned that the El Cenizo and Rio Bravo Community Centers would be hosting their 16 de septiembre parties. Cmr. Ramirez congratulated United South High School Senior, Rudy Flores for winning four gold metals at the International World Power Lifting Championships in Hungry.

Cmr. Tijerina congratulated Judge Hector Liendo and the Hector Liendo Foundation for the expansion of the Palomino Pantry at the LCC South Campus. She congratulated Sheriff Martin Cuellar for hosting the event at the Build A Bear Workshop. Cmr. Ramirez sent her condolences to the family of James Haynes, her brother-in-law Rafael Garcia, and Margarita Martinez.

Cmr. Galo congratulated Senator Judith Zaffirini for her recent promotion as the Co-Chair to the Joint Oversight Committee on Higher Education Excellence and Transparency. He congratulated Lula Morales for being named as a new recipient for the 2014 Tejano Achiever Awards. Cmr. Galo mentioned that the Santa Teresita Community Center would be hosting a free healthcare screening on September 20 from 9 a.m. to 3:30 p.m., he thanked Ms. Nancy Cadena and her staff. He mentioned that ELS classes would be held on Tuesday, September 9 and Thursday, September 11 from 10:30 a.m. to 12:00 p.m. at the Santa Teresita Community Center provided by LCC. Cmr. Galo congratulated the ten TAMIU students to receive the Robert Noyce Mathematics Scholarship for outstanding skills in mathematics; Dalila Castillo, Rochelle Martinez, Kimberly Garcia, Luisa Moreno, Genaro Villalobos, Esperanza Lara, Gamaliel Fernandez, Zuhey Rocha, Julian Flores, and Aime Ramirez. He congratulated both the United and Alexander High School Choirs for their outstanding performance at the 80's music group Foreigner concert at the LEA. He congratulated Julie Basan and Veronica Hernandez for being recognized by the Border Region Behavioral Health Center, Supporting the Needs of Veterans and Families. Cmr. Galo sent his heartfelt condolences to the family of George McDonald, Sr., Jimmy Haynes, III, Rafael Garcia, and Margarita Martinez.

Cmr. Canales congratulated the Webb County 4-H Archery Team for competed at the State Tournament in San Antonio. He congratulated United High School Isela Murrillo and Gabby Sentis for being named to the All-Tournament Team at the Lady Longhorn Volleyball Fest. He congratulated Julie Basan, Executive Director of the Area Health Education Center and Veronica Hernandez, LCC Veterans Affairs and International Student Coordinator for their recognition by the Military Veterans Peer Network. Cmr. Canales congratulated the ten TAMIU students who received the Robert Noyce Mathematics Scholarship. He congratulated United High School Student Rudy Flores for his achievements. Cmr. Canales thanked all of those who helped clean up the LCC Nature Trail and all who helped plant crops at the Laredo City Garden. He sent his heartfelt condolences to the family of Francisco Jaimez, Francisco Longoria, Elias Garza, Jr., and Rafael Garcia, Jr.

Judge Valdez congratulated Sheriff Martin Cuellar on his Share A Bear project. He thanked the public members who served at the Salary Grievance Committee; Anna Landin, Deborah Ornelas, and Joaquin Cigarroa, III. He congratulated Senator Judith Zaffirini on her recent promotion.

6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

14.      Status report from Totem, LLC and representatives from Tx Department of Transportation (Tx Dot) regarding funds allocated from the State of Texas for the County Transportation Infrastructure Fund (CTIF) grant program; with discussion and possible action to approve the work authorizations submitted by Totem, LLC and S&B Infrastructure Ltd. for professional service work authorizations submitted for the proposed Five (5) mile stretch for the Espejo-Gates Road Bridge in Webb County, Texas; and any other matters incident thereto. Commissioners Court Executive Administrator, Mr. Leroy Medford was present to address the Commissioners Court on item #7. Mr. Medford mentioned that the Budget Workshop - Commissioners Court Special Meeting Agenda had been posted for Wednesday, September 10, 2014 at 9:00 a.m.

9.      Discussion and possible action to accept a grant from the Texas Department of Agriculture (TDA) in the amount of TWO HUNDRED NINETY-THREE THOUSAND FOUR HUNDRED SEVENTEEN DOLLARS ($293,417.00) for acquisition of Fire Department equipment to increase the ability of the Webb County Fire Department to provide crucial fire protection services within rural Webb County and authorize the Webb County Judge to sign all relevant documentation.  [Requested by Juan Vargas, Webb County Economic Development Executive Director]

10.      Discussion and possible action to include an adjustment of salaries for the following elected officials for the 2014-2015 fiscal year budget: Constable, Pct. #2 Miguel Villarreal, Constable, Pct. #3 Adrian Cortez and Constable, Pct. #4 Harold DeVally to reflect parity with the salary recently approved by the salary grievance committee for elected official Constable Pct. #1 Rodolfo Rodriguez, in the amount of $12,350 (Operational Allowance); and any other matters incident thereto.

3.   Public Hearing on Tax Increase. Last year, the Webb County property tax rate was 0.420055. That rate raised $67,122,546 in revenues, a portion of which was used to fund maintenance and operations such as for road and bridge, law enforcement, judicial functions, count government, health and welfare, recreation and culture, community service, and other sources and uses. This year, Webb County is proposing a property tax rate of 0.414700. That rate will raise $74,695,622 which is $7,573,076 more in revenues than that raised by taxes imposed last year.

4.   Announcement of the meeting to vote on adopting the proposed tax rate will be held on Monday, September 22, 2014, at 9:00 a.m., at the Webb County Courthouse, Second Floor, Commissioners Court, 1000 Houston St., Laredo, TX 78040.

16.      Discussion and possible action to authorize the Webb County Community Action Agency to enter into a contract for a rural transportation federal fund agreement (No. 51522F7121) thru December 31, 2015 with the State of Texas, acting through the Texas Department of Transportation wherein Webb County accepts a grant amount not to exceed ($37,400.00) for the El Aguila Rural Transportation program and authorizing the County Judge to execute all relevant documents. This Grant will be used for preventative maintenance expenses. [This grant does not require any cash match from Webb County] [Requested by Juan Vargas, Webb County Community Action Agency Executive Director]

18.      Discussion and possible action to enter into a Forty-Eight (48) month (September 8, 2014 to September 7, 2016) FMV Lease Agreement between Toshiba Business Solutions and the Veterans Service Office a Toshiba Digital Copier E-Studio 3055C at a cost of One Hundred Eighty-Eight Dollars and Thirty-Six Cents ($188.36) per month for a total amount of Nine Thousand Forty-One Dollars and Twenty-Eight Cents ($9,041.28) over the term of the agreement, pursuant to Texas Local Government Code, Subchapter F., Cooperative Purchasing Program; Sections 721.101 and 271.102, DIR-SDD Contract No. 1686, subject to annual budget appropriating and authorizing the County Judge to sign and execute all relevant documents. 19.      Discussion and possible action to enter into a Forty-Eight (48) month (September 8, 2014 through September 7, 2016) Maintenance Agreement between Toshiba Business Solutions and Veterans Service Office for a Toshiba E-Studio 3055C at a quarterly cost of $0.00730 for black images and $0.04580 for color images, excess per unit charge and authorizing the County Judge to sign and execute all relevant documents. 20.      Discussion and possible action to enter into a Non-Financial Memorandum of Understanding between United Independent School District and Head Start/Early Head Start Program from September 1, 2014 to August 31, 2015 to provide a common understanding of the collaboration and relationship for the Pregnancy, Education and Parenting Program (“PEP”) and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. 21.      Discussion and possible action to enter into a One (1) year agreement (October 1, 2014 through September 30, 2015) between Webb County Head Start and The Brokerage Store Inc. for accidental insurance for a total cost of SIX THOUSAND THREE HUNDRED FIFTY DOLLARS ($6,350.00) and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 23.      Discussion and possible action to enter into a Forty-Eight (48) month (September 8, 2014 through September 7, 2016) Lease Agreement between Toshiba Business Solutions and the Webb County Engineering Department for a Toshiba Digital Copier at a cost of NINETY-SIX  DOLLARS AND SEVENTY-TWO CENTS ($96.72) per month for a total amount of FOUR THOUSAND SIX HUNDRED FORTY-TWO DOLLARS AND FIFTY-SIX CENTS ($4,642.56) over the term of the agreement, subject to annual budget appropriation and authorizing the County Judge to sign and execute all relevant documents.
