Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 19th day of September 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

5.   Communications

Cmr. Canales congratulated Mr. Gerry Schwebel for being nominated to the Tejano Achievers Award for 2014. He congratulated Marco Villanueva, Albert Gonzalez, Manuel Salinas, and their Coach Will Rollin for representing the South Texas Louisiana Region at the USA Baseball National Team. Cmr. Canales congratulated Juan Francisco Ochoa for receiving the 2014 Award by Mexico's Consulate General. He congratulated Marieli Guardiana, Finley Elementary School 5th grade student, for claiming the top price in a singing competition in Univision's Sabado Gigante in Miami, Florida. Cmr. Canales reminded everyone of the Safety Fair being conducted by Ms. Cynthia Mares and the Administrative Services Department on Thursday at 8:30 a.m. He congratulated Chief Rangel for acquiring three (3) vehicles through a grant provided by Texas A&M Forestry Service. Cmr. Canales congratulated TAMIU Freshman Rebecca Hernandez for being named the Heartland Conference Cross Country Runner for the Week from September 7 through the 14. He congratulated Polo Martinez, Jr. and Alex Ramirez for winning their boxing matches at the Houston Open Ring Nationals. Cmr. Canales congratulated the first students that completed and graduated from the Webb County Drug Court Program. He sent his heartfelt condolences to the family of David C. Leyendecker, John Louis "Bubba" Chamberlain, Felipa Guillen, Faustina Rubio, Teresa Ann Cornejo, Timothy Scott Torres, Laura Olivia Lugo, Oscar Carlos Flores, and Juan T. Morales.

Cmr. Galo congratulated the Sheriff's Department on Operation Child Guardian and the generous donation of backpacks on the Star of Hope Campaign. He reminded everyone to donate to the Sheriff's Department Build A Bear Campaign. Cmr. Galo congratulated Doctor's Hospital on their ground breaking ceremonies for their new Cardiac Unit and for their new Emergency Clinic to be located in South Laredo. He congratulated the six local veterans who were flown to Washington D.C. to experience the war monument that honors our fallen heroes. Cmr. Galo congratulated Mr. John Valls, World War II veteran, for being named one of the newest recipients to the Tejano Achiever Award. He congratulated WBCA for unveiling their artwork for the 2015 celebrations. Cmr. Galo mentioned that the 2nd Annual Care Loving Giving Concert for United Way would be featuring the Spasmatics on the 27th at the Laredo Civic Center at 8 p.m. He congratulated the newly named trustees of Laredo Medical Center; Dalia Martinez and Priya Vaswani. Cmr. Galo congratulated the TAMIU Dustdevils Women's Soccer Team for being ranked 6th in the nation. He sent his heartfelt condolences to the family of David Leyendecker, John "Bubba" Chamberlain, Tyler Robledo, Ricardo Ramirez, and Alfredo Longoria.

Cmr. Canales wished a very Happy Birthday to Cmr. Linda Ramirez. He congratulated Veterans Service Officer, Mr. David Garza for being the recipient of the Annual Veterans County Service Officer Appreciation Award by the Texas Veterans Commission.

Cmr. Galo congratulated Mr. Rod Lewis for being named recipient of this year's Angel of Hope Award.

Cmr. Tijerina wished a very Happy Birthday to Cmr. Linda Ramirez. She congratulated the Laredo's Builders Association Cornerstone Award recipients; Mr. Dickey Haynes, Peggy Newman, Dennis Nixon, and Michael York. Cmr. Tijerina congratulated Mr. David Garza on his recent award. She congratulated the Sheriff's Department on Operation Child Guardian and on the Build A Bear Campaign kickoff. Cmr. Tijerina congratulated Doctor's Hospital on the ground breaking of their new Emergency Room. She congratulated World War II Veteran, Mr. John Valls for being named the newest recipient of the Tejano Achiever Award as well as Mr. Gerry Schwebel. Cmr. Tijerina congratulated the WBCA on the unveiling of the new artwork for the 2015 celebration. She sent out her heartfelt condolences to the family of David Leyendecker, John Chamberlain, and Cherri Villarreal.

Cmr. Ramirez congratulated Veterans Service Officer, Mr. David Garza on his recent award. She thanked everyone who played a roll in the opening of the Mirando City Activity Center. Cmr. Ramirez thanked the staff from the E.J. Salinas Community Center; Ms. Johnson, Mrs. Lira, Mrs. Gribble, and Ms. Juana Lopez. She thanked Building Maintenance, MIS, Purchasing, Road and Bridge, Planning, Parks and Grounds, and her amazing staff for putting everything together. Cmr. Ramirez thanked the Sun Family for their generous donation of building and everyone who attended. She thanked the staff from the La Presa Community Center and all those involved in the process of bringing mailboxes to the community. Cmr. Ramirez thanked especially; Mr. Villalon from the U.S. Postal Service, Judge Danny Valdez and Joey Diaz De Leon, Administrative Assistant, Road and Bridge, Engineering, staff at the La Presa Community Center; Ms. Sara Jo Davila, Ms. Mary Rodriguez, and Panchito. She congratulated the Fire Department for receiving a grant from the Texas Forest Service. Cmr. Ramirez reminded everyone that on September 25 from 8:30 a.m. to 12 p.m. the Administrative Services Department would be hosting the Webb County Employee Safety Fair. She mentioned that the Sheriff's Department is still in the middle of their Share A Bear Campaign. Cmr. Ramirez mentioned that tomorrow would be National Voter Registration Day.  

Judge Valdez wished a very Happy Birthday to Cmr. Linda Ramirez and a Happy belated Birthday to Cmr. Rosaura Tijerina. He congratulated Chief Rangel on the grant that was issued by the Texas Forest Service. Judge Valdez congratulated Cmr. Ramirez on the two ribbon cutting ceremonies held for the La Presa Mailboxes and the Mirando City Activity Center. 

Judge Valdez recognized and invited to the podium Ms. Diana Garcia, representative from the Rio Grande International Study Center to address the Commissioners Court on the proclamation for Dia del Rio.

Cmr. Tijerina read the proclamation naming the month of October 2014 as Dia del Rio 2014.

Judge Valdez asked Veterans Service Officer, Mr. David Garza to approach the podium.

The Commissioners Court presented a plaque to Veteran Service Officer, Mr. David Garza in appreciation of the recognition received by the Texas Veterans Commission for the Annual Veterans County Service Officer Appreciation Award.

7.      Recognition and presentation to United South's Rudy Flores for winning Gold in World Powerlifting competition.

Present to address the Commissioners Court on item #7 were United South High School student Rudy Flores, Principal Ms. Adriana Ramirez, and Student Activity Director, Chris Sandoval.

The Commissioners Court presented a plaque to United South High School student Rudy Flores in recognition of the gold medal he won at the World Powerlifting Competition.
  
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

Ms. Talbot invited all Webb County Employees to attend the Webb County Safety Fair to be held on Thursday, September 25, 2014 from 8:30 a.m. to 12:00 p.m.

Judge Valdez stated that other members had signed up for Public Comment but that they would be heard at the time of the Budget Hearing.

12.      Discussion and possible action to levy a property tax rate of $.414700 per $100 taxable value by Order, under the provisions of Article VIII, Sections 9(a) and 9(b) of the Texas Constitution and Section 26.05 of the Tax Code for tax year 2014.    The maintenance and operation tax rate will be $.374600 per $100 valuation of which $.362104 will be for the general fund and $.040100 will be for the road and bridge fund. The debt service rate will be $.040100 per $100 valuation of which $.038365 will be for general fund debt and $.001735 will be for road and bridge debt.

13.      Public Hearing to consider the proposed budget pursuant to Texas Local Government Code Section 111.038. At the conclusion of the Public Hearing, the Commissioners Court shall take action on the proposed budget pursuant to Texas Local Government Code Section 111.039.

Mrs. Ibarra asked the Commissioners Court to please consider the title change for current position under Deputy Clerk Supervisor to Senior Accountant with a grade of 19 / A-E / A, salary would be changed from $44,535 to $46,804.

Daniel Garza Castillon, Executive Director for Border Region Behavioral Health Center joined by Roberto Vela, Board Chair and Israel Gutierrez, CFO
Mr. Garza Castillon thanked the Commissioners Court for their ongoing support on the 3rd Party Funding and asked that they please consider increasing this year's funding to an amount closer to $313,000.
Mr. Vela thanked the Commissioners Court for their vote of confidence on re-appointing him to the board and also asked that they please consider increasing this year's funding.
