Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 10th day of October 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer's Office, Mr. Cesar Guerra presented the recap of checks, side bills, ratification of a check, and ratification of payroll for September 26, 2014 pending approval.

County Treasurer, Ms. Delia Perales stated that the payroll dating October 10, 2014 had given her office a hard time due to wrong titles, rates lower or higher than the General Order, etc.

Chief Deputy Auditor, Mr. Rafael Pena and County Auditor, Mr. Leo Flores were both present to address the Commissioners Court on the monthly report for September 2014.

5.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.
 
6.   Communications

Cmr. Canales sent out his heartfelt condolences to the family of Deputy Richard Valadez, Webb County Constable Pct. 1, Frank X. Leyendecker, and Antonio Martinez. He congratulated Mr. Felipe Sanchez and Mr. Jose Salvador Tellez for bringing the Tejano Achiever Award in the category of Law and Business. Cmr. Canales congratulated LCC for receiving the endowment from the South Texas Outreach Foundation that will provide scholarships for military veterans, single parents, and pre-nursing students enrolled at LCC on a full or part-time basis. He congratulated Congressman Henry Cuellar for being honored for being honored with the Spirit of Enterprise Award by the U.S. Chamber of Commerce. Cmr. Canales congratulated Ms. Rebecca Hernandez for being named the Heartland Conference Runner of the week. He congratulated the Laredo Bad Boys for placing first place at the Border Wars tournament. Cmr. Canales congratulated Councilman Esteban Rangel on the ribbon cutting ceremony for the Villa del Sol Park. He congratulated Cmr. Tijerina for receiving the queen of the masquerade ball and Mr. Tito Garcia.

Cmr. Galo reminded everyone of Breast Cancer Awareness Month. He mentioned that early voting starts on October 20 and encouraged everyone to vote. Cmr. Galo congratulated Cmr. Tijerina and Mr. Tito Garcia for being the king and queen. He congratulated Harold DeVally and his staff on the very successful bowling tournament held last week. Cmr. Galo congratulated Mr. Jorge Verdusco, IBC Executive President of Marketing for being honored by the Laredo Chamber of Commerce with the order of Los Dos Laredos Award. He congratulated Mr. Richard E. Dickey Haynes, Jr., Peggy Newman, Dennis Nixon, and Michael York for being awarded with the Cornerstone Award for 2014 by the Laredo Builders Association. Cmr. Galo congratulated Casa Yoga and Run Strong Laredo for hosting their 2nd Annual All Day Fitness Festival. He congratulated Olive Garden Manager Jonathan Alamilla for receiving the Diamond Club Award and Congressional Certificate of Recognition by Congressman Henry Cuellar. Cmr. Galo sent our his heartfelt condolences to the family of Frank Leyendecker, Valdemar Garcia, Jr., Joe Villarreal, Barry Reed, Sr., Andres Galvan, Julie Lara, Maria Del Carmen Ramirez, and Deputy Valadez.

Cmr. Tijerina wished Cmr. Canales a very Happy Birthday. She congratulated LISD Superintendent Dr. Marcus Nelson 2014-2015 Superintendent of the Year for the State of Texas. Cmr. Tijerina congratulated Mr. Javier Moctezuma, Chairman of the Board for the Laredo Chamber of Commerce on the 2014 Award in recognition of the Volunteer Ceremony and incoming Chairman, Mr. David Newman. She congratulated Sheriff Martin Cuellar for the 18th Annual Domestic Violence Coalition Proclamation Ceremony that was held on September 26. Cmr. Tijerina congratulated Judge Beckie Palomo, 341st District Court on the Sobriety Treatment Program Graduation on September 29. She congratulated the Sisters of Mercy on their 120th Anniversary of their founding in Dublin. Cmr. Tijerina congratulated the Harmony School of Innovation, all administrators, teachers, staff, and students on their grand opening on October 1. She congratulated the nominees of the LULAC Council No. 12 Tejano Achievers; Judge Beckie Palomo, 341st District Court, Mr. John Valls, Mr. Jose Salvador Tellez, Dr. Francisco Pena, Mr. Adolfo Gutierrez, Mr. Felipe “Chilo” Sanchez, Mr. Gerry Schwebel, Mr. Lalo Cavazos, and Mr. Chito Rodriguez. Cmr. Tijerina congratulated Ms. Martha Narvaez on the successful Pink To Do organization Breast Cancer Awareness Walk held this pass Saturday. She congratulated Councilwoman Cindy Liendo for the National Night Out Event on her behalf. Cmr. Tijerina thanked the Larga Vista Community Center Director Greg Araiza for representing Webb County Pct. 2 on the 4th Annual Fresh Fruit and Vegetable A – Z Kickoff Event. She congratulated Constable Harold DeVallly on a successful bowling tournament. Cmr. Tjjerina mentioned that the Larga Vista Community Center and Bruni Community Center in collaboration with the Texas A&M Colonias Program, will be accepting new and gently used blankets for the colonias residents. She mentioned that the Indigent Health Program is sponsoring Immunization Clinics; on Wednesday, October 22 at the Iglesia de Gloria in Pueblo Nuevo from 4 p.m. to 7 p.m. and Thursday, November, 20 at the Bruni Community Center from 10 a.m. to 2 p.m. Cmr. Tijerina sent her heartfelt condolences to the family of Richard Valadez, Webb County Constable Pct. 1, Rick A. Ramirez, David Anthony Deliganis, Valdemar Garcia, Francis Leyendecker, David Barela, Severo Reyes, Mary Reed, and Joe Villarreal.

Cmr. Ramirez congratulated Superintendent Dr. Marcus Nelson for being award Superintendent of the Year. She reminded everyone that early voting starts on October 20 and that October is Breast Cancer Awareness Month. Cmr. Cmr. Galo stated that he found out that morning that there was no water in Colorado Acres. He asked County Engineer, Mr. Luis Perez Garcia to inform the Commissioners Court of the current status.

County Engineer, Mr. Luis Perez Garcia stated that they are limiting the residents to 500 gallons at a time that only provides for twelve (12) people per trip. Mr. Perez Garcia asked the Commissioners Court for assistance of a second tanker to be able to fill up.

Judge Valdez congratulated Cmr. Tijerina and Mr. Hector “Tito” Garcia for being honored as Rey and Reyna del Sol for the Masquerade Ball. He congratulated Administrative Services Director, Ms. Cynthia Mares and staff for organizing a very successful 2014 Safety Fair in Webb County. Judge Valdez sent out his heartfelt condolences to the family of Deputy Richard Valadez.

Judge Valdez invited Mr. Jason Ahr from H-E-B to approach the podium.

Representing H-E-B, Mr. Jason Ahr welcomed and invited the Commissioners Court and citizens of Webb County to the 26th Annual Feast of Sharing to be held on Saturday, November 8 from 11 a.m. to 3 p.m. at the Laredo Energy Arena.

12.      Discussion and possible action to accept a grant award for the Community Services Block Grant Program (CSBG) from the Texas Department of Housing & Community Affairs (TDHCA) for Program Year 2015, in the amount of FOUR HUNDRED THIRTY-SIX THOUSAND TWO HUNDRED AND FIFTY-NINE DOLLARS ($436,259.00), 2015 CSBG Community Action Plan (CAP) and authorizing the County Judge to sign all relevant documents.  [Requested by Juan Vargas, Webb County Community Action Agency Executive Director]

19.      Discussion and possible action to make a contribution to the Sisters of Mercy in the amount of $1,250 in support of the 2014 Mercy McAuley Service Award honoring the Sisters of Mercy for 120 years of service, support and sponsorship opportunities. 21.      Discussion and possible action to approve a One (1) year professional services agreement for drug and alcohol urine sampling services between Webb County and NORCHEM for use in the 341st and 406th District Court Drug Treatment and Sobriety Programs commencing September 1, 2014 thru August 31, 2015 and authorizing the Webb County Judge to execute all relevant documents. Present to address the Commissioners Court on item #75 were both Purchasing Agent, Dr. C. Moreno and CAA/Economic Development Deputy Director, Mr. James Flores.

Purchasing Department, Dr. C. Moreno stated that she received notice from one responder that was not able to attend.

The Commissioners Court heard presentations and interviewed two (2) responders to Request for Qualifications 2014-009 "Self Help Center Program Architectural Services"  in the order as follows:
