Let it be remembered that a regular meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 21st day of November 2014. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.

County Treasurer, Ms. Delia Perales presented the recap of bills, recap of side bills, ratification of payment released based on the orders from the County Attorney, ratification of payroll for November 21, and payment for Election workers pending approval.

County  Attorney's Office, Mr. Ramon Villafranca was present to address the Commissioners Court on the payment pending for the Election workers.

5.   Communications

Cmr. Galo welcomed everyone present. He congratulated the school board members for both UISD and LISD that were sworn in. Cmr. Galo congratulated Ms. Bertha Lailson on her 100th Birthday celebration. He congratulated Jr. Achievement and H-E-B on their joint fund raising effort. Cmr. Galo congratulated U.S. Customs and Border Protection Officer, John Amaya who was recognized for his forty years of service. He congratulated the UISD Oil and Gas Program for being honored by the South Texas Energy and Economic Roundtable with the 2014 Eagle Ford Excellence Awards. Cmr. Galo congratulated all those who participated in the Give Laredo Drive. He congratulated the recipients of the Volleyball All-District Awards; United Volleyball Head Coach Letty Longoria, Alexander High School Megan Menchaca, United High School Michelle Castro, LBJ High School Francis Tobias, United High School Gabriel Sentis, and Alexander High School Leslie Garza. Cmr. Galo congratulated the Lady Longhorns for winning the All-District title. He congratulated LBJ High School for making it to the playoffs. Cmr. Galo congratulated Golds Gym and Mercy Clinic for hosting a charity event to raise funds and awareness for the 6th Annual Stronger than Cancer Zumbathon and 5K Run. He mentioned that the South Texas Food Bank would be hosting a fundraiser on December 2 from 6 to 11 p.m. and Shine the Light on Hunger Health Fair on December 6 from 10 a.m. to 2 p.m. Cmr. Galo wished everyone a very Happy Thanksgiving. He reminded everyone that the Webb County Christmas Dance would be on held on Friday, December 5. Cmr. Galo sent out his heartfelt condolences to the family of his secretary on the loss of her father Cayetano "Tito" Tijerina, Juan Manuel Esparza, Jr., Patricia Fuentes, June Leyendecker, and prayers for Cesar Cazares and Ronnie Goodman.

Cmr. Tijerina welcomed Cmr. Frank Sciaraffa back to the Commissioners Court. She congratulated all the board members who were recently sworn in from LISD, UISD, and LCC. Cmr. Tijerina wished all Webb County residents a very Happy Thanksgiving Holiday. She congratulated the Bruni Community Center for their very well attended Thanksgiving Luncheon. Cmr. Tijerina mentioned that the Larga Vista Community Center held their Thanksgiving Luncheon on Monday, November 17. She congratulated Ms. Bertha Lailson on her 100th Birthday. Cmr. Tijerina thanked the Larga Vista Community Center Staff for their assistance on the food distribution event sponsored by Blessing in a Backpack. She congratulated Sergio, Elia Ibarra and Family for being the newest recipients for Habitat for Humanity. Cmr. Tijerina wished Economic Development Director, Mr. Juan Vargas a very Happy Birthday. She wished an early Happy Birthday to Executive Administrator, Mr. Leroy Medford. Cmr. Tijerina invited all the Webb County employees to attend the Webb County Employee Christmas Dance on Friday, December 5. She sent out her heartfelt condolences to the family of her husband on the loss of her father-in-law Cayetano Tijerina, Jr., Roberto Bobby Gutierrez, Luciano Duarte, Betty Newman, Juan Manuel Esparza, Patricia Fuentes, June Leyendecker, and Rogelio Liendo.

Cmr. Sciaraffa welcomed everyone present and thanked all elected officials, friends, and family who attended his swear in ceremony. He sent out his heartfelt condolences to the Tijerina Family. Cmr. Sciaraffa congratulated the LBJ High School Football Team for their co-district title and the Bruni Badgers for advancing. He congratulated the El Cenizo Community Center for inviting him to their Thanksgiving Luncheon. Cmr. Sciaraffa a wished a very Happy Thanksgiving to everyone.

Cmr. Canales welcomed everyone present. He thanked all those who participated in the Fernando Salinas Community Center Thanksgiving Luncheon. Cmr. Canales thanked the American Toy Manufacturing Company Mattel for their monetary donations to the Imaginarium of South Texas. He congratulated Jr. Achievement of Laredo for receiving a donation from H-E-B funds that were raised. Cmr. Canales congratulated and thanked the United 9th Grade Campus for inviting him to their Career Day Event. He congratulated Administrative Services for hosting the very successful Cafeteria Enrollment Plan. Cmr. Canales congratulated Sheriff Martin Cuellar on the Retired Law Enforcement Breakfast Forum hosted last week at the Ramada Inn. He sent out his heartfelt condolences to the family of Cayetano Tijerina, Juan Manuel Esparza, Patricia Fuentes, June Eloise Leyendecker, Armando Manuel Gonzalez, Rosalinda Gonzalez, Ramon Mendiola, and Rogelio Liendo. Cmr. Canales wished everyone a very Happy Thanksgiving.

Judge Valdez welcomed Cmr. Sciaraffa back to the Commissioners Court. He congratulated Cmr. Tijerina on the Thanksgiving Luncheon held at the Bruni Community Center. Judge Valdez mentioned that he along with Guerra Communications and other sponsors would be hosting the 21st Annual Thanksgiving Dinner Dance at the Casa Blanca Ballroom on Tuesday, November 25. He sent his heartfelt condolences to the Tijerina Family on the passing of Cayetano Tijerina, Sr. Judge Valdez wished a Happy Birthday to Mr. Joey Diaz De Leon and Ms. Bertha Lailson on her 100th Birthday celebration. He wished everyone a very Happy Thanksgiving.
 
6.   Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments.

7.      Discussion and possible action to approve the distribution of funds to United Independent School District, Laredo Independent School District, and Webb Consolidated School District in the amount of Sixty-Two Thousand Nine Hundred Eighty-Three and Twenty-Two Cents ($62,983.22) from the permanent reserve fund balance of the Webb County school lands and is to be distributed on a Scholastic Basis as determined by the Texas Education Association (TEA); and any other matters incident thereto.

8.      Status report on the Request for Qualifications for residential substance abuse treatment services for the Webb County Youth Village Rehabilitation Center.  Services will be provided to adolescent males aged 13-17 years of age and will consist of screening, assessment, individual counseling, group counseling, and drug education. Purchasing Agent, Dr. Cecilia Moreno stated that Metaform were the sole responders for RFQ 2014-010.

Chief Juvenile Probation Officer, Ms. Melissa Mojica, Auschland Architects, Mr. Kennedy Whiteley, Metaform Studio Architects, Inc. Project Administrator, Mr. Ed Quiroga, and Project Architect, Mr. Rick Solis were all in attendance to make a presentation regarding the Youth Residential Services.
